CALL TO ORDER:
Franklin Ruch called the meeting to order at 3:30 pm at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235
PRESENT:
John Wieczorek, Chairman (via telephone); Franklin Ruch, Vice Chairman; Bruce Steigerwalt, Supervisor; Brian Reeser, Supervisor; Thomas Nanovic, Solicitor and Natalie D. Haggerty, Secretary-Treasurer
QUESTIONS ON OR ADDITIONS TO THE AGENDA: None
PUBLIC COMMENT:
Victor Leidy: Two months ago I was present with regards to the issue of sight at the intersection of Beisels Road and Orioles Drive. I’m bringing it up again because something needs to be done. Advised that the police department were out and recommend but our road department needs to measure. We can post it but we can’t enforce it until we adopt by ordinance. The trees creating the issue are on private property. Supervisor Franklin Ruch will talk to the property owner. Signs to erect at the southwest corner of Beisels and Orioles Drive and the northeast side of Orioles Drive. A stop and a stop except right turn and a stop sign a head sign were suggested. He also shared that there is a stop sign at Orioles and Hemlock that is blocked with growth.
Mr. Hontz, Mahoning Township Lions: Present asking if a decision was made to last month’s request of donation. Can be considered in next year’s budget.

Bruce Steigerwalt made a motion to approve the following transfers:

Resolution 2016-13 Minimum Municipal Obligation for the Mahoning Township Police Pension Plan
MOTION
Bruce Steigerwalt made a motion to adopt Resolution 2016-13 Minimum Municipal Obligation for the Mahoning Township Police Pension Plan for year 2017 in the amount of $53,286. Seconded by Franklin Ruch. John Wieczorek, yes; Bruce Steigerwalt, yes; Franklin Ruch, yes; and Brian Reeser, yes 4-0 vote. Motion carried.
Resolution 2016-14 Minimum Municipal Obligation for the Mahoning Township Non Uniform Plan

Bruce Steigerwalt made a motion to adopt Resolution 2016-14 Minimum Municipal Obligation for the Mahoning Township Non Uniform Plan for year 2017 $19,761. Seconded by Franklin Ruch. John Wieczorek, yes; Bruce Steigerwalt, yes; Franklin Ruch, yes; and Brian Reeser, yes 4-0 vote. Motion carried.

Discussion took place. Do we want to advertise elsewhere? Class A or B license, expecting supervisory experience. Check into advertising in the Township News and cost.

Franklin Ruch made a motion to re advertise in the Times News for Road Master and look into PSATS magazine with CDL Class A or B is required. Seconded by Bruce Steigerwalt. John Wieczorek, yes; Bruce Steigerwalt, yes; Franklin Ruch, yes; and Brian Reeser, yes 4-0 vote. Motion carried.
OFFICIALS:
John Wieczorek asked that we send a letter to Lehighton Borough thanking them for their help paving. Chairman John Wieczorek excused himself from meeting at 4:10PM.
Bruce Steigerwalt asked for an update on Heckman. Magistrate hearing is September 13, 2016 at 10:15 AM. Non traffic citations he still has not given a plea. The dumpster is removed and the street is cleaned up. Place on next agenda under old business.
Salt Shed
Discussion of the salt shed and part of which is concrete and do we want to concrete the other half. We currently have quite a bit of salt in stock and must place initial fill up by October 31, 2016. Bruce and Frank will look into.
CDBG
MOTION
Bruce Steigerwalt made a motion to recommend rejecting the bid received for Rex Road Bridge. Seconded by Franklin Ruch. Bruce Steigerwalt, yes; Franklin Ruch, yes; and Brian Reeser, yes 3-0 vote. Motion carried.
Engineers estimate was roughly $64000 and bid came in at $277485.
Supervisor Bruce Steigerwalt shared we are not qualified for CDBG monies for Center Road. There are 6 or 7 houses that have not completed their income survey. We need to do this quickly. If we do not get this to qualify then we hold up all Carbon County. We’re about 49%. Bruce recommended perhaps Pine in Packerton, Chestnut and then Douglas or unpaved area on Orioles.

Bruce Steigerwalt shared that the township received final invoice for Westside Road. Bruce, Peter, David Bodnar and the contractor met and went over the final numbers.

Bruce Steigerwalt made a motion to authorize payment to Livengood for balance owed for Westside Road to complete project. Seconded by Brian Reeser. Bruce Steigerwalt, yes; Franklin Ruch, yes; and Brian Reeser, yes 3-0 vote. Motion carried.
OLD BUSINESS:
MS4 Waiver
The township received an estimate from Linda Cluck, LTL Consultants of $5000-$7000 to prepare the MS4 Waiver.

Franklin Ruch made a motion to proceed forward and have LTL Consultants prepare MS4 Waiver. Seconded by Bruce Steigerwalt. Bruce Steigerwalt, yes; Franklin Ruch, yes; and Brian Reeser, yes 3-0 vote. Motion carried.
Sunny Hill Farms
An email from Peter Eisenbrown asking for permission to contact Greg Haas to question if there is any progress with the NPDES permit for Sunny Hill Farms. Tom will check the development agreement to see if there is anything in there covering engineering expense.

Bruce Steigerwalt: There is a meeting with Peter Eisenbrown and Bill Grant here at the township Wednesday, September 14, 2016 regarding Summit Ridge. The approved plans on file call for bituminous treatment on 6ft wide shoulder. Difficulty because there are homes built and driveways installed. Does the board want to consider a waiver for the width of that shoulder? He would need to be responsible to get a letter from the homeowners and resubmit revised plans. Frank will be present at Wednesday’s meeting.
Carl Faust: Sent a letter to Fludgate regarding garbage. He cleaned it up. Permits have been filed for Grant Retail Building.
