MAJOR REGULATIONS CHANGES FOR 2014

League Type:

Changed the term “League Type” to “Age Group” throughout the Regulations.

1.04A USTA League Program:

Added 40 & Over Age Group to the Mixed Division as a National Program for 6.0, 7.0, 8.0, and 9.0 Combined Levels. Scoring and other Regulations for the 40 & Over Age Group were added throughout the Regulations to be in alignment with the Mixed Division 18 & Over Age Group.

1.04D(5) Two Team Leagues:

Reduced the required percentage of team members at the designated

team NTRP level from 60% to 40%.

1.04F(1) Entry:

Established minimum NTRP rating levels to be eligible to participate in Age Groups in the Adult and Mixed Divisions that use combined NTRP team levels.

2.01C(2) Team Match:

Added new language to:

require that for each local league team match, a majority of the individual matches must be played to constitute a valid team match;

require each Sectional Association to establish a procedure to determine the actions to take when the combination of individual match defaults by the two teams in a team match results, or would result, in a situation where a majority of the individual matches would not be played.

2.03E Team Match and Scoring:

Added new language to:

require that for each championship team match, a majority of the individual matches must be played to constitute a valid team match;

give authority to the Championship Committee to determine the actions to take when the combination of individual match defaults by the two teams in a team match would result in a situation where a majority of the individual matches would not be played.

2.03H Procedures in the Event of a Tie:

Moved “Head-to-Head” below “Winner of the most individual

matches in the entire competition” and above “Loser of the fewest number of sets” in the order required to break a tie.

2.03L Scoring of Team Defaults:

Revised language to state that when a team defaults an entire team match at a championship, that team is no longer eligible to continue to play at that championship.

2.05E Promotion of Players 60 & Over and 65 & Over

2.05E(1): Decreased the age from 70 to 60 for players who are promoted and granted an appeal if they have a history of being at the same or lower NTRP level, without benefit of appeal, for their three most recent year-end ratings;

2.05E(2): Added new language to state that no player 65 or over will be given a published year-end NTRP rating level higher than his/her most recent valid year-end NTRP rating level although the player may appeal to move up.

*NOTE: The changes above to Reg. 2.05E will be applicable for play in the 2014 Championship Year.

ADVANCING TEAMS

NEMTA League winning teams are expected to advance for the NEMTA District. The winning team must notify the District League Coordinator of its intention to advance at the league season end. However, if a player becomes qualified to advance to a championship within a division (including across Districts) at the same NTRP level, that player is eligible to advance on only one team. The 2014 USTA/Midwest Section League Standing Orders rule #1.04G(6)a applies. If this affects the eligibility of a NEMTA winning team, the chance to advance for the District will be offered to the teams playing in that league in order of league standings. Should any team cause the District to be responsible for State Entry fee because no team is able to advance in their place, that team will be expected to reimburse the District for the State Entry fee. The NEMTA USTA League Committee will be notified and any further action determined.

1.04G(6)a Players who qualify to advance to championships on more than one team may be required by their section to choose which team they will represent.

a.) A player, who qualifies for Championship level competition within an Age Group on two or more different NTRP levels, may play on any or all of these teams but there will be no accommodation in the championship schedule.

b.) A player who qualifies on two or more teams within an Age Group at the same NTRP level competition at the same championship will be eligible only for one team and that choice must be reported in writing to the championship director by the deadline set by each District Championship Committee and by 12:00 (noon) local time on the Monday preceding the state and section championship. A player representing two local leagues in the same district who fails to declare will automatically be assigned to the first team on which the player registered. A player representing two different districts, who fails to declare, will automatically be assigned to the player’s home district. A player must remain with his or her chosen team for all Championship play up to and including the Sectional Championships, or their equivalent. After elimination of the chosen team, a player may not advance with another team at the same NTRP level.

CAPTAINS INFORMATION

·  Attend Captain’s meetings or conference calls

·  Organize your team

·  Insure that all players renew their USTA membership and register for the league on TENNISLINK (national.usta.com). Please provide the attached TennisLink registration for USTA League Tennis instruction sheet to all team members.

·  Distribute the season's schedule and league rules to all team members.

·  Record scores within 48 hours online in TennisLink, and then keep completed scorecard until after the end of the season.

·  Handle all team problems.

·  Inform team members of play-off dates and procedures.

·  Be responsible for team members; making them aware of all rules and behavior according the USTA "Code" and "Friend at Court"

·  Settle disputes on court and have knowledge or proper grievance procedures.

·  Designate an acting captain if you are unable to attend the match.

·  Defaults: All defaults are from the bottom up. Age Groups of Adult 18 & Over and Adult 40 & Over (NTRP level 3.0, 3.5, 4.0, and 4.5+) must default the #3 doubles or #2 singles first. No more than two courts can be defaulted for a valid match. Adult 18 & Over Age Group (NTRP levels 2.5 & 5.0+) must default the #2 doubles or #1 singles first. No more than one court can be defaulted for a valid match. The following Age Groups ; Adult 55 & Over, Adult 65 & Over, Mixed 18 & Over, Mixed 40 & Over, Combo and Tri-Level will only play 3 courts and the #3 doubles must default. No more than one court can be defaulted for a valid match.

·  All matches are the best of three sets with regular scoring and a Set Tiebreak (first team to 7 points with a two point lead) at six-all in each set. In the event of split sets, a Match Tiebreak (first team to 10 points with a two point lead) shall be played in lieu of a third set with no rest period or coaching allowed. Both the Set Tiebreak and Match Tiebreak will use the Coman Tiebreak Procedures. USTA Regulation 2.01C(3)

·  The team captains for each team shall exchange their team lineup cards simultaneously prior to the beginning of the team match. No substitutions may be made in an individual match after the lineup has been presented, except for injury to, illness of, or disqualification of prior to the start of such match and as described in item 2.03F Substitutions of the 2014 USTA League Regulations. The default principles in item 2.03K Team Defaults of the USTA League Regulations shall be applicable. 2.01C(5)a of the 2014 Midwest Section League Standing Orders also applies, In the event of a no show, a rostered player may be substituted in the position of a missing player after the exchange of lineups and before the set default time in local competition. In the event of a no show, the team match may not begin until all positions comply with rule 2.03K of the 2014 USTA League Regulations. In the event that two players from different doubles teams are no shows, that team may combine the remaining two players at the higher of the doubles positions. No additional changes may be made to the lineup.

2014 USTA League Regulations, 2014 USTA/Midwest Section USTA League Standing Orders and Northeastern Michigan Tennis Association (NEMTA) local rules and regulations apply.

TEAM PLAYERS

There are deadlines for having the minimum players per team, for adding players to your roster and for completing all matches. Contact the District League Coordinator (DLC) for a schedule of these deadlines.

Each team participating in a NEMTA League must have 60% of its players 1) reside within the NEMTA District, 2) be a member of a facility within the NEMTA District, or 3) belong to a facility no more than 20 miles outside the NEMTA District lines. A team that does not meet these criteria may request a waiver from the NEMTA Local League Committee to participate in a NEMTA League. The NEMTA Local League Committee must approve the waiver by a vote of 51% and report this to the DLC. The DLC will notify the team of the Committee’s decision.

TEAM PLAY

Adult 18 & Over (NTRP level 3.0, 3.5, 4.0, and 4.5) and Adult 40 & Over (NTRP level 3.0, 3.5, 4.0, and 4.5+) matches are two singles and three doubles. Adult 18 & Over (NTRP levels 2.5 & 5.0+) Age Group matches are one singles and two doubles. The Age Group of Adult 55 & Over, Adult 65 & Over, Mixed 18 & Over and Mixed 40 & Over, Tri-Level, and Combo 18 & Over (all NTRP levels) match format is three doubles.

WARM-UP

Warm-ups are ten minutes including practice serves.

DEFAULTS

Player(s) fifteen minutes late. This includes warm-up time.

TIMED MATCHES

All Local League Matches are Only Timed Matches. Timers are available from the Home Club. Electronic devices may be used solely for the purpose of timing a match.

Set timers before warm-up starts:

Timers should be preset for the following: Timer #1 1 hour, 45min Timer #2 2 hours

At the sound of the first timer, finish game and proceed as follows:

If you are in the first set:

Player(s) ahead by two games wins the first set. If the score is tied, play a Set Tie-Break. If one team is ahead by one game, play one more game to determine if the set is won (ahead by two games). If neither team is up by two games, play a Set Tiebreak. Then, play a Set Tiebreak for the second set. If you split sets, play a Match Tiebreak for the third set.

If you are in the Second Set:

Player(s) ahead by two games wins the set. If the score is tied, play a Set Tiebreak. If one team is ahead by one game, play one more game to determine if the set is won (ahead by two games). If neither team is up by two games, play a Set Tiebreak. If sets one and two are split, play a Match Tiebreak for the third set.

If you are in the Third Set:

Complete the Match Tiebreak.

At the sound of the second timer, finish point and proceed as follows:

If you are in the first set:

Player(s) ahead by 1 game wins the set. If the game score is tied, a player(s) ahead in an incomplete game will win the set. Play one point for the second set. If you split sets, play one point for the third set tiebreaker.

Example: 1st set score 5 to 4. Player(s) with the 5 win the first set.

Example: 2nd set score 5 to 5. Player(s) are up 30/15. Player(s) with 30 win the first set.

If you are in the second set:

Player(s) ahead by 1 game wins the set. If the game score is tied, a player(s) ahead in an incomplete game, will win the set. If you split sets, play one point for the third set tiebreaker.

If you are in the third set:

The player(s) ahead by one point wins the match. If no one is ahead by one point, play one more point.

Players pay court expenses of $13.00 per player per match for 2 hour timed matches

Home team supplies Balls for each court. Balls are available at the home club.

ELECTRONIC DEVICES

Players cannot bring electronic devices to the court (exception for timers). If a cell phone rings or vibrates while the ball is in play, the opponent may stop play and claim the point on the grounds of a deliberated hindrance. If the player has received permission from the opponent’s captain or acting captain to wear the cell phone in vibrate mode, the opponent may claim a let on the grounds of unintentional hindrance.
