Draft notes of meeting for Brailes Neighbourhood Development Plan FULL meeting held on 5/06/2017

1)The minutes of the last Meeting held on 25/04/2017 were approved and signed by the chairman.
2)The Steering Group considered the list of actions as follows:-
Mark to write up Consequential Project Document-ongoing
Peter to do Basic Conditions update-Complete apart from the SEA
Peter to incorporate Green Spaces and Green Fingers Policy-Complete (apart from updated map)
Peter to write up Evidence base-Complete apart from SEA
Peter and Louise contacting site owners-ongoing
Mark to look critically at Evidence base-ongoing
Richard and John finalising BUAB-ongoing
Louise to email Bryony James re Reserve Site agreement-ongoing
John to speak to MrsPogmore’s daughter re Site 5-ongoing
Mark to send Peter later budget-ongoing
Richard to circulate Matthew Neal’s email to decide on the BUAB for Mint Row.
Elaine to update the website with new SEA material and letters from 3 consultee bodies.
Elaine to update website with latest SDC housing allocation numbers for Brailes.
Matters Arising
1)Brailes Built Up Area Boundary
It was decided that Brailes House should be excluded from the BUAB as it is non-urban. Paul Clark mentioned all changes being made to the BUAB were fully documented including all instructions from Richard.The BUAB follows the rear gardens along Castle Hill Lane but will exclude Sunny Side. BUAB for Mint Row to be decided after distributing Matthew Neal’s earlier email among committee members.
2) Site 5
John to speak to the late Mrs.Pogmore’s daughters regarding the removal of site 5 from the Plan.
3)Strategic Environmental Assessment (SEA)
The Steering Group have received an email from Matthew Neal (SDC) advising that the NP now needs to be screened into the SEA. This process, which is expected to be completed end September 2017, needs to be finished before the Brailes NDP can be submitted to the SDC Cabinet. This followed a draft Screening Assessment that had been carried out by Lepus Consulting on behalf of the SDC, to comply with Reg14. The draft Lepus report recommends that a SEA should be commissioned to fully assess the potential impact of the NDP proposed development sites on the landscape/environment etc.
Peter updated the Parish Council regarding the decision to have our Neighbourhood Plan screened by the SEA. The Parish Council were unhappy about the delay it will cause and the Committee could not understand either the reasons for the delay in implementing this process or why Historic England appeared to have changed their mind about commenting on the plan.
Peter to write to Councilor Gray and Councilor Saint to complain why this wasn’t raised earlier in the year at the submission stage of the plan. A better process is required. Peter was also going to enquire if the screening process by Lepus could be speeded up.We will now miss the July Cabinet and it is likely to be October/November before the plan is submitted
Peter to discuss with Matthew Neal the reasons why Lepus are to screen the plan and to ask if the committee can liaise with Lepus. Peter is concerned that the apparent error in the Lepus report concerning the height of Castle Hill may have affected their conclusion.
Paul Clark suggestedthat when the NP was first put forward to SDC they may not have looked at the sites in detail. Now they are collecting all the information about the sites so that the planning department can prepare its report for the NP examiner.Richard suggested Historic England may have reviewed their original response because of the sites’ potential sensitivity being highlighted by Lepus.
Tony Ashall, PC Chairman, is to write to Historic England re their apparent change of mind to have the plan screened.
4) Housing Allocations
Paul Clark asked that the website be updated with the revised SDC housing allocations for Brailes. Elaine to update the website with the updated numbers using the revised NP page 32 information.
NEXT MEETING will be a Working Party meeting on Monday 12th June 2017 in the Pavilion.
