I. CALL TO ORDER:
The WCA President and Voting Members Chair, Ruben Collazo, called the Voting Members Meeting to order at 7:05 P.M. A Quorum of the Voting Members was present.

III. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by those present.
IV. MINUTES FROM MARCH 11, 2008 VOTING MEMBERS MEETING
Nancy Sells made a motion to approve the March 11, 2008 minutes with a change to reflect Castleford’s VM Election Pending. Keith Heinemann seconded the motion. A vote was taken and the motion carried 21–0.
V. OLD BUSINESS
§ Guidelines Update – Guidelines Committee gave an update and overview of the guidelines review process. Sue Syatauw requested all VM’s to note which neighborhoods have address plaques above the garages.
o Screen Door Guideline – 75% of neighborhoods have polled their owners:
§ Bridges – 1% responded – in favor
§ Castleford – 12 of 69 = yes
§ Chelmsford – 48 yes; 29 no
§ Classic TH’s = ?
§ Enclave – 3 responded – in favor
§ Glencliff – No
§ Greens – 5 yes; 53 no
§ Harbor Links – 28 yes; 46 no; 2?
§ Keswick – 18 yes; 5 no
§ Radcliffe – 50+ responded – most no
§ Shires – majority said yes
§ SF of WPV – not polled yet

§ TH of WPV – sub-association guidelines doesn’t permit

§ Office Space – Property Management reported that the site permitting is now complete. Contracts for construction have been prepared and will be submitted for approval. Construction will begin within 4-6 weeks depending on permitting timeframe.
§ Radcliffe Mailboxes – the 14 day notice to owners could not be waived, therefore, notice will be given in the May WOW for June 2008 deadline on purchasing mailboxes.
VI. NEW BUSINESS
§ Vineyards Color Palette – Pam Senk presented the proposed color palette to the voting members for approval: 68 owners voted yes, 2 voted no, and 50 no response. Pam Senk was informed to post notice in the WOW in May for the topic to be discussed at the June meeting.
§ Driveway Applications – tabled until the May 2008 meeting
§ Appointment of Architect to the Variance Committee –
Gene McArthur made a motion to appoint Cynde Mercer to the Variance Committee. George Pennington seconded the motion. A vote was taken and the motion carried 21-0
Mike Niemis made a motion to appoint Gritton Architects (Roger Gritton) as the architect to the Variance Committee. Dyan Pithers seconded the motion. A vote was taken and the motion carried 20-1 (Sue Syatauw)
VII. OTHER INFLUENCES
§ Real Property Specialists – Mike Niemis informed the members that the owner of the empty lot located between the new commercial property under construction and West Park Village commercial buildings would like to donate the use of the property to Westchase for “special events”.
