5.3 WIS Discovery Metadata

5.3.1. WIS, the WMO Information System, provides mechanisms for the international exchange of information related to weather, climate and water. Building on the Global Telecommunications System (GTS), it introduces additional techniques to allow both routine and ad hoc exchanges of information between centres. To allow this, the Global Information System Centres (GISCs) of the WIS publish a catalogue of the information that is available through the WIS. The entries in this catalogue are "WIS Discovery Metadata Records." Just like the catalogue entries in a library of books, the WIS Discovery Metadata Records contain details of what information is available through the WIS and how it can be requested.

5.3.2. WIS Discovery Metadata records conform to the ISO 19115 metadata standard, and WIS defines a minimum set of information that must be contained in a WIS Discovery Metadata Record (the "WMO Core Profile") and specialist vocabularies to allow information to be described in a standard way. The WMO Core Profile is described in WMO Core Metadata Profile version 1.3 Specification Part 1 and Part 2.

5.3.3. The purpose of WIS Discovery Metadata records is to allow users to discover the existence of sources of information and to make a preliminary assessment of which information source might best meet their needs. WIS does not set specify what is considered to be a set of information or services for which a WIS Discovery Metadata record is required, unless the information is exchanged using the GTS, in which case a metadata record is required for each "bulletin name".

5.3.4. A GTS bulletin contains a group of information that is exchanged as routine (for example, surface observations from a list of stations at a set time). Each bulletin has a name that consists of two parts. The first part (that is normally referred to as the "bulletin name") is a label that is used to identify the expected contents of the bulletin. The second part makes the file name (or heading) for the bulletin unique by adding a time. This makes it straightforward for telecommunications systems to identify bulletins containing (for example) surface observations from Southern England and yet be able to distinguish between observations for midday and midnight. To avoid a confusing proliferation of metadata records, WIS requires a metadata record that corresponds to each bulletin name, so that users can identify which bulletins contain the information they seek. These metadata records indicate that there is a series of bulletins. This avoids having to define a unique metadata record for each bulletin transmitted.

5.3.5. WIS Discovery Metadata records are designed to allow users to find, for example surface observations in Argentina, upper air temperature profiles over the North Pacific, or climate simulations for the Himalayas in 2030. With such a wide variety of different types of information to be described, it is not realistic to use WIS Discovery Metadata records to contain details of the conditions under which observations are made: that is the purpose of WIGOS metadata. WIS defines a WMO Core Profile within the ISO 19115 metadata standard that specifies the minimum set of information that must be included in a WIS metadata record; users may choose to implement more of the ISO standard in their metadata records, but this is optional.

5.3.6. WIGOS metadata will be used for many purposes. Application areas (such as climate analysis) will use the WIGOS metadata to process and interpret the observations themselves. Therefore, although the ISO 19115 metadata standard is likely to be capable of describing WIGOS metadata, it may be more relevant to use a data representation that is closer to the form in which the observations themselves are exchanged in order to help those performing the analyses (such as the Table Driven Code Forms, or the Open Geospatial Consortium's Observations and Measurements standard [that the work on Aviation XML has demonstrated can be mapped onto the Table Driven Code Forms]).

5.3.7. WIGOS metadata records will need to contain far more information than has been identified for WIS Discovery Metadata records. It is the task of TT-WMD to identify what information has to be included in WIGOS metadata records, and then to sponsor work to define an appropriate mechanism for exchanging the information using ISO and/or WMO standards.

5.3.8. Repositories holding WIGOS metadata will need to be registered in the WIS and to have WIS Discovery Metadata records that describe the information they hold. The content of the repositories, though, will not be WIS Discovery Metadata records.

5.3.9. TT-WMD has to define the information that it requires to be held in WIGOS metadata records and then work with IPET-MDRD and IPET-DRMM to determine an appropriate form in which to exchange the WIGOS metadata records.
