13th May 2015 – Determination made, await Home Office confirmation and instructions.
17 July 2015 - Pro Forma issued to assist scheme administrators in the calculations of additional lump sum or pension payments to be made in respect of certain scheme members, who retired between 1 December 2001 and 30 November 2006.
1st August 2015 - Reports ran to identify officers involved resulting in pay advice message to advise officers of the ruling.
4th August 2015 - An update to the Pro Forma required, Forces to wait for revised guidance.
1st September 2015 – Revised guidance and Pro Forma received
Home Office asked all Force Administrators to hold off until a Legal disclaimer (issued to affected retiree’s) was agreed requesting retirees to accept the payment redress.To date no form has been issued and this is still with the Home Office Legal department.This was last confirmed by the Pensions Manager with the Home Office directly on the 6th October 2015.
Where we are so far
90% of source data has been collected and we have completed 25% of the calculations.
Once all of the calculations have been done, we are required to upload these figures to GAD for verification via a secure portal. GAD have informed us that they aim to respond within five working days of receipt of the results, and will commit to responding within ten working days.
Action Plan
When South Yorkshire Police Pensions have received the legal mandate, we will integrate this into a letter direct to each officer affected, detailing the amounts owed, together with a bank details form for completion and advise a payment date.
The force Finance department also requires time to allow the additional payments to be processed, as each retiree requires setting up as a new ‘supplier’.
Home Office guidelines are that they expect Forces to have the majority of calculations to be completed by December 2015 and subsequently the majority of payments to be made by April 2016.
You will appreciate that although we will deal with these changes as a matter of priority, it will take time to reprocess all the retirements between 1st December 2001 and 30 November 2006 for males and 1 December 2004 and 30 November 2006 for females.
