Base/Location:The main base of the GMSS is Ellen House, Waddington Street, Oldham OL9 6EE, however, the post holder may be required to work at other locations as appropriate.

1. Context of the role

The Contract Management (CM) product is delivered via a number of teams who are allocated a portfolio of providers (from small scale organisations and independent contractors through to large NHS Foundation Trusts) to manage in terms of their contracted levels of expenditure, contractual quality issues and performance delivery.

The CM team covers all contracted providers of healthcare under a standard NHS contract, and delivers services to our customers in line with agreed service specifications. We do not manage any non healthcare contracts.

As Contracting & Performance Team Leader you will have two main areas of responsibility:

  • You will have responsibility for the day to day direction and management of a team or part thereof. This will include ensuring robust contract and performance management of your contractual portfolio and assurance of delivery for the customer in line with agreed service specifications.
  • Working with the Contract Management Senior Management team you will be given responsibility for one or more areas of the development and quality assurance of the CM product in relation to contracting or performance management/intervention and thus support CM in its corporate role within the CSU.

2. Role specific duties and responsibilities

  • You will be tasked with completing aspects of work that will contribute to the overall delivery and development of the CM product to all GMCSU customers as agreed with the Director of Operations.
  • Ensure, as appropriate, agreed customer commissioning intentions are translated into appropriate contract proposals.
  • Ensures the financial, quality and operational performance of contracts are efficiently and effectively managed according to the CM Service Specification and the wishes of each CCG or commissioning consortium.
  • Ensure that all externally driven audits and reviews, as appropriate are carried out, reported and acted on and reported accordingly.
  • Working to contracted terms and conditions, you will lead or support regular performance review meetings with providers, ensuring performance reporting is relevant and timely, and remedial and reinforcing activity improves provider performance; these are likely to be low risk, typically smaller providers.
  • Leads or supports the development of the negotiating strategy and conducts negotiations for a defined portfolio of contracts including arbitration/mediation where necessary; these are likely to be low risk, typically smaller providers.
  • Ensures contract levers are enacted in full in accordance with the contract within limits agreed and delegated by the commissioners.
  • Actively involved in the preparation and implementation of remedial action plans to ensure commissioning budgets are adhered to and are in line with CCGs finance plan.
  • Champions a customer-focused approach and the delivery of high-quality products that respond to customer needs and delight GMCSU’s customers.
  • Embeds commercial and business-like principles throughout the organisation, which ensures the delivery of products in the most efficient and effective way.
  • Contribute to the future business of GMCSU through generating ideas for new or more efficient ways of working in response to customer requirements and self-generated insights.
  • Leads teams and works across all GMCSU and customer locations as and when required.
  • Prepared to undertake and complete tasks outside of their job description on an as required basis in response to business demands.
  • Accountable for enabling resources within the Contract Management Team to support matrix working to deliver broader project and programme objectives.
