Drafting for Fire Attack (utilizing Tender)

PURPOSE

In the rural setting, hydrants and/or a static water source maybe miles from the fire scene. In such a case, the fire arriving engine (FAE) will often be forced to utilize tank water until the tender arrives to provide water.

When the tender arrives, two means of providing water to the FAE are available:

1)  nursing operations, and

2)  portable water tank

Benefits of nursing are simple; less work. However, by the time the FAE gets to the scene in the rural setting, the building is normally fully involved and nursing operations in the long run can delay extinguishment because the tender would have to leave the scene to refill.

OBJECTIVE

First arriving engine (FAE) will begin fire attack operations with IRIC in place and two hand-lines pulled. The Tender will respond and the Incident Commander (Captain) shall order that their portable tank be dropped for drafting operations. The Tender, with a minimum of two (2) personnel, shall drop the tank as identified by the IC and drop their available water load and leave the scene to refill. The FAE will then need to switch from tank supply to a static supply and flow the hand-lines a minimum of 125 GPM or .1% CAFS. Time for this evolution is set at 10 minutes. Time stops when the FAE has obtained a draft and is supplying the hand-lines with the required flows.

ASSIGNMENT OVERVIEW

Captain: On-scene report, command (mobile or fixed), orders tender to drop Tank, 360 & utilities (if applicable), supervise fire attack and safety.

Engineer: Spots apparatus, supplies attack lines, connects hard suction, makes water supply from draft and IRIC.

Firefighter 2: Gathers tools, pulls pre-connect hand-lines and fire attack.

Firefighter 1: Pulls back-up lines, assist Engineer with connection of hard suction hose and IRIC

PROCEDURES

1.  Stage the engine company and tender away from the simulated fire area. When personnel are ready, give signal for engine to proceed to the fire area.

2.  Start recording time when the FAE comes to a complete stop at the fire scene or when the firefighter exits the cab.

3.  FAE shall order Tender to drop their portable tank. Upon notification, provide a 30 second delay.

4.  Time stops when the FAE is supplying the hand-lines with water from draft.

5.  Ensure department policy is adhered to in backing procedures.

6.  Engineer may stay at the pump panel during IRIC assignment to ensure proper drafting operations. Engineer’s SCBA shall be on with mask hanging around neck.
