SAMPLE APPLICANT AUTHORIZING RESOLUTION
All Applicants must provide an authorizing resolution prior to execution of a grant agreement with the Energy Commission. Below is an example of a resolution. At a minimum, allresolutions must contain the following information:
• Brief description of the project.
• Acceptance of award up to $ (specific dollar amount).
• Determination of CEQA compliance.
• Authorization of a person, by title, or authorized designee, empowered to executeagreement and all future documents related to this award.
• Resolution approved by your Governing Authority with a signature.
RESOLUTION
WHEREAS, the (name of local or regional public agency here) recognizes that it is in the interestof the region, state, and nationto reduce greenhouse gas emission; reduce petroleum use; create and retain jobs; and reducefossil fuel emissions; within ourjurisdiction; and
WHEREAS, Alternative and Renewable Fuel Vehicle Technology (ARFVT) Program funds are available throughthe California Energy Commission’s ARFVT Program for grants to eligible California local or regional public entities for the development of regional readiness plansfor an advanced medium- and heavy-duty vehicle technologies pre-commercial demonstration; and
WHEREAS, the (name of local or regional public agency here) is eligible for ARFVT fundingunder the California Energy Commission’s ARFVT Program; and
WHEREAS, the (name of local or regional public agency here) is proposing a pre-commercial demonstration for advanced medium- and heavy-duty vehicle technologies in order to qualify for ARFVT funds from theCalifornia Energy Commission; and
WHEREAS, the (name of local or regional public agency here) has considered the application ofthe California Environmental Quality Act (CEQA) to the approval of the advanced medium- and heavy-duty vehicle technologies pre-commercial demonstration; and
NOW, THEREFORE, BE IT RESOLVED, that in compliance with the CEQA, ______(name oflocal or regional public agency) finds that the advanced medium- and heavy-duty vehicle technologies pre-commercial demonstration is _____ (not a “project” under CEQA, because ______) or (a“project” under CEQA that is exempt under ___, because _____ ) or (a “project” underCEQA and _____ document was prepared.)
BE IT FURTHER RESOLVED that the (name of local or regional public agency)authorizes the submittal of the application to the California Energy Commission’s ARFVT Programfor funds to execute the proposed regional readiness plan for advanced medium- and heavy-duty vehicle technologies pre-commercial demonstration
