PRESS RELEASE

Road Safety Week inauguration at Delhi Gate crossing on 01.01.11 at 10.30 AM.

As a Part of Road Safety Week, Delhi Traffic Police in association with SIAM, JK Tyres, Hero Honda and other stakeholders will be deploying volunteers at 20 intersections in Delhi to educate and regulate vehicles and pedestrians. The inauguration of the programme will be held at 1030 hrs. at Delhi Gate crossing on 01.01.11. During the week volunteers will be on watch out for motorists who observe road rules and distribute small gifts too as a mark of appreciation for good behavior and people who are found violating rules would be educated on road rules and improvement in following of traffic rules.

Media is invited for the function at 1030hrs. on 01.01.11 at Delhi Gate intersection.

MURDER CASE WORKED OUT : TWO ACCUSED ARRESTED

With the arrest of Ali Hasan @ Danny (24 years) s/o Itbari Khan r/o Jhuggi No. 222, near Mazar, Kalander Colony, JJ Camp, Bhalswa, Delhi and Yusuf (22 years) s/o Tabbi Khan r/o Jhuggi near Masjid, Kalander Colony, JJ Camp, Bhalswa, Delhi, staff of PS S.P. Badli worked out a murder case.

BRIEF FACTS / INCIDENT :

On 11.10.10 at about 9.30 am, a PCR call was received vide DD No. 9 A regarding murder of chowkidar at AW-30, Sanjay Gandhi Transport Nagar. Immediately, Inspr. Rajender Dubey along with SI Gaurav Kumar and Ct. Rohtash No. 1330/OD rushed to the spot and found that there was a shop of wooden planks and a saw machine was installed there. The iron gate of the shop / factory was found opened and a male dead body way lying near saw machine in pool of blood. The deceased was identified as Inderdev Mandal s/o Singeshar Mandal r/o 110, Block-B, JJ Camp Suraj Park, Sec-18, Rohini. In this regard, a case vide FIR No. 317 dated 11.10.10 u/s 302 IPC PS S.P. Badli was registered and investigation taken up by Inspr. Rajender Dubey (Inspr. Investigation/PS S.P. Badli).

INVESTIGATION :

During the course of investigation, enquiries were made from the owner of the shop / factory and employees as well as local residents of the area. It was informed by the two labourers, who had come at the shop early in the morning to take the delivery of wooden planks and left thereafter that they had seen four boys in the shop who were talking to watchman. Since there was no clue about the accused persons, sources were deployed to develop the information about the accused persons which finally brought fruitful results. On 28.12.10, a secret information was received from a reliable source that one of the accused persons involved in commission of crime is residing in JJ Camp, Bhalswa.

Immediately, a team consisting of HC Beg Raj No. 103/OD, Ct. Aji V.K. No. 1568/OD and Ct. Prashan No. 1289/OD under the supervision of Inspr. Rajender Dubey was constituted and raid was conducted at JJ Camp, Bhalswa after developing the information and arrested accused Ali Hasan.

INTERROGATION

During the course of sustained interrogation, accused Ali Hasan confessed the commission of crime with his associates Yusuf, Shabbu and Taharuddin @ Bengali, all r/o JJ Camp, Bhalswa, Delhi. At the instance of Ali Hasan, his associate namely Yusuf was arrested from his house. Other associates namely Shabbu and taharuddin @ Bengali were found absconding and efforts are being made to arrest them. During interrogation, both accused disclosed that on the intervening night of 10/11.10.10, they had come in the area of Sanjay Gandhi Transport Nagar, Delhi along with their associates Bangali and Shabbu to commit theft / robbery and they were looking for a soft target. They choose a shop of wooden planks as their target to commit theft but the same was found locked from inside. Accused Bengali climbed up the gate and opened the door and they gained access into the shop. When they were looking for valuables, the watchman, who was sleeping inside, woke up and started shouting at them. They overpowered him and Ali Hasan @ Danny hit a jack rod on his head and fled away from the spot.

MODUS OPERANDI :

Accused used to roam about near G.T. Karnal Road, near Sanjay Gandhi Transport Nagar and the nearby markets during wee hours to find soft targets to commit theft / robbery. It they would find a truck parked at roadside, they would commit theft and would not hesitate to assault, if anyone resists their act.

PROFILE OF ACCUSED PERSONS :

  1. Ali Hasan @ Danny (24 years) s/o Itbari Khan r/o Jhuggi No. 222, Near Mazar, Kalander Colony, JJ Camp, Bhalswa, Delhi is illiterate. He is married and has two children. By profession, he performs street shows of monkey (madari) to run his livelihood. Since earnings through his profession was not sufficient to meet his day-to-day requirements, he started to commit theft, robbery and other crimes.
  1. Yusuf (22 years) s/o Tabbi Khan r/o Jhuggi near Masjid, Kalander Colony, JJ Camp, Delhi is illiterate. He is unmarried. His parents had expired early in his childhood. He is unemployed and he earns his livelihood by committing petty crime.

GANG OF AUTO LIFTERS BUSTED

4 MOTORCYCLES RECOVERED

With the arrest of (1) Mohd. Azad, aged 26 years, s/o Mohd. Tahseem r/o B-8, Gali No.1, Kabir Nagar, Babar Pur, Delhi 94 and (2) Mohd. Shakeel @ Pappu, aged 30 years, s/o Md. Rafeek R/o H. No. 277, Gali No. 4, Kabir Nagar, Babar Pur, Delhi-94, the officials of North District Delhi have busted a gang of auto lifters and four stolen Motor Cycles have been recovered.

INCIDENT AND TEAM

The officials of Anti Auto Theft Squad of North District received information that Mohd. Azad with his one associate, who were active in auto lifting would pass through G.T Karnal Road, Shakti Nagar Chowk on a stolen Splender Motor Cycle. On receipt of this information a raiding team consisting of SI Prabhanshu, HC Mahesh, Ct. Manoj, Ct. Ashok, Ct. Virender and Ct. Vivek under the supervision of Inspr. Yudhvinder Singh Maan, AATS/North District and over all supervision of Sh. Surjit Malik, ACP/Operation Cell/North District was constituted. Acting upon the information, a trap was laid at down at old GT Karnal road near Ganda Nala, Roop Nagar. At the instance of the informer, one motorcycle Hero Honda Splendor coming towards Ganda Nala, Shakti Nagar was intercepted. Two person were riding on the Motor Cycle. The driver was identified Mohd. Azad and the pillion rider was identified as Mohd. Shakeel. Both were overpowered and upon enquiry both of them could not produce any documents regarding ownership of the vehicle. After sustained interrogation, both of the accused disclosed that they had stolen that Motor Cycle from Bhajan Pura and they were going to Jahangir Puri to sell the stolen motorcycle. The said M/Cycle No. DL 7S AX 2772 was found stolen vide FIR No. 611/10 Dated 23/12/10 U/S 379 IPC P.S Bhajan Pura, Delhi. Subsequently both the accused were booked u/s 41.1(d) Cr.P.C. vide DD No. 54-B P.S. Roop Nagar Delhi.

INTERROGATION

During interrogation, Mohd. Azad and Mohd. Shakeel @ Pappu disclosed that they had stolen many motor cycles from the jurisdiction of North and North-East Districts. Some stolen motor bikes were even sent to remote villages of District Bijnaur U.P. They used to identify the target vehicles in the day time and in late night hours used to gather at the settled place to steal that vehicle. In some cases they targeted the vehicles separately. Both of them, used to open the targeted vehicle with the help of master key. After stealing the vehicle, they used to sell those vehicles assuring that they would provide the original documents very soon. Four more motor cycles have been so far recovered on their instance. Further investigation is in progress to affect more recovery. The officials of Police Station Bhajan Pura have been informed regarding recovery made so far.

PROFILE OF ACCUSED

  1. Mohd. Azad, aged 26 years, s/o Mohd. Tahseem r/o B-8, Gali No.1, Kabir Nagar, Babar Pur, Delhi 94. He is an illiterate person and used to work as generator mechanic. His father is a private Contractor at Ghaziabad while his mother is a housewife. He came in contact with auto lifters Shakeel @ Pappu and Yogesh Pandey and started committing the crime for joy ride and quick money.
  2. Mohd. Shakeel @ Pappu, aged 30 years, s/o Mohd. Rafeek R/o H. No. 277, Gali No. 4, Kabir Nagar, Babar Pur, Delhi-94. He is an illiterate and a labourer. His father is a retired MCD worker and his mother is a house wife. He is the eldest son of his family. He committed the crime for joy ride and quick money.

RECOVERY

Four motorcycles have been recovered so far:-

ORDER

1. Whereas, reports have been received that due to the situation prevailing in the areas of Police Stations Ashok Vihar, Bharat Nagar, Keshav Puram falls under jurisdiction of Sub-Division Ashok Vihar,Delhi. It is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.

2. And whereas, it is necessary that some checks should be put on landlords/tenants so that terrorist/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of he same.

3. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/3/1978 (1)UTL, dated- 01.07.1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11.36/1/2010 UTL, dated- 09.09.10, I, R.C.Saini, Assistant Commissioner of Police of Sub-Division Ashok Vihar of North-West District, Delhi, do hereby order that no Landlord/owner/person of any house/property which falls under the jurisdiction of area of Police Stations mentioned above, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant (s) in a specified proforma to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose police station jurisdiction the premises fall about the particulars of the said tenants.

4. The order shall come into force with effect from 28.12.10 shall remain in force for a period of 60 days up to 25.02.2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.

6. As the notice can not be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices of the Districts, all Police Stations concerned and the offices of NDMC and MCD.

CASE OF CULPABLE HOMICIDE OF PS NIHAL VIHAR WORKED OUT, TWO ACCUSED ARRESTED
With the arrest of two accused namely, Jasbir Singh (45 years)
S/o Late Sardar Govind Singh R/o Vikas Vihar, Chander Vihar Delhi and
Surender Jeet Kaur (name changed) W/o Jasbir Singh R/o Vikas Vihar,
Chander Vihar Delhi, the staff of PS Nihal Vihar, West District has
worked out culpable homicide case of deceased Jai Prakash. Bricks used
in commission of crime have also been recovered.

RECOVERY MADE:-
Two blood stained bricks
INCIDENT:-
On 30.12.2010 at 10.55 PM, an information was received at PS
Nihal Vihar through PCR regarding quarrel at H. No. 12/23, Chander
Vihar, Nangloi. Call was entrusted to SI Bhanwar Singh for necessary
action. He along with Ct Parveen reached the spot and found that blood
was lying on the spot. Injured was shifted to SGM Hospital, Mangol
Puri, Delhi through PCR. SI Bhanwar Singh reached SGM Hospital, Mangol
Puri where deceased Jai Prakash (32 years) S/o Sh. Gyan Chand Pahuja
was found admitted vide MLC No. 18704/10. Doctor declared the patient
as brought dead.
Sh. Gyan Chand Pahuja S/o Sh. K. R. Pahuja R/o 12/23, Vikas Vihar,
Street No. 12, Chander Vihar Nilothi, Extension, Delhi also met him in
the hospital. He stated that on 30/12/2010 he was attending a mobile
phone call at about 10.45 PM at his home. He came out of his house.
His son Jai Prakash (32 years) also came out from the house having a
pepsi glass in his hand. In the mean time, Jasbir Singh s/o Late
Sardar Gobind Singh who is his neighbour came there. His son offered
him pepsi. On this, Jasbir Singh became annoyed. He lifted bricks and
started attacking on his son’s head. In the mean time wife of Jasbir
Singh also came out of her house. She also started beating his son.
His son fell down on the earth. He called at 100. PCR came and brought
his son to Sanjay Gandhi Hospital. Doctor declared him as brought
dead. He requested to take legal action against accused Jasbir Singh
and his wife. On this a case FIR No. 277/10 U/s 304/34 IPC was
registered and investigation was carried out. During course of
investigation, scene of crime was inspected by crime team and exhibits
were lifted from the spot.
Accused Jasbir Singh (45 years) S/o Late Sardar Govind Singh R/o
Vikas Vihar, Chander Vihar Delhi and Surender Jeet Kaur (name changed)
W/o Jasbir Singh R/o Vikas Vihar, Chander Vihar Delhi have been
arrested. Bricks used in killing of Jai Prakash have been recovered.
On sustained interrogation, accused Jasbir Singh disclosed that he is
a short tempered man. He further disclosed that as Jai Parkash was
laughing at him when he was trying to take out his rehari containing
eggs which had fallen into the nallah, he got annoyed and quarrel took
place.
Further investigation is on progress. Staff involved in the good work
is being suitably rewarded.
