Constitution
The University of Texas at Tyler
Article I: Name
The name of this organization shall be College Panhellenic Association, with its governing body named College Panhellenic Council.
Article II: Object
The object of the College Panhellenic Council shall be to develop and maintain fraternity life and interfraternity relations at a high level of accomplishment and in doing so to:
- Consider the goals and ideals of member groups as continually applicable to campus and personal life
- Promote superior scholarship as basic to intellectual achievement
- Cooperate with member fraternities and the university administration in concern for and maintenance of high social and moral standards
- Act in accordance with National Panhellenic Conference UNANIMOUS AGREEMENTS and policies
- Act in accordance with such rules established by Panhellenic Council as to not violate the sovereignty, rights, and privileges of member fraternities
Article III: Membership
There shall be two classes of membership: Regular and Provisional
- The REGULAR membership of College Panhellenic Association shall be composed of all chapter members in good standing of National Panhellenic Conference fraternities at The University of Texas at Tyler
- The PROVISIONAL membership of College Panhellenic Association shall be composed of all chapter members in good standing of National Panhellenic Conference colonies and pledged chapters at The University of Texas at Tyler
Article IV: The College Panhellenic Council
The administrative body of College Panhellenic Association shall be the College Panhellenic Council, consisting of the Executive Board and chapter delegates as outlined below.
It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of College Panhellenic Association and to compile rules governing the Panhellenic Association, including membership recruitment and pledging, which do not violate the sovereignty, rights, and privileges of member fraternities.
- MEMBERSHIP
College Panhellenic Council shall be composed of one delegate and one alternate delegate from each Regular and Provisional member group at The University of Texas at Tyler as identified in Article III
- SELECTION OF DELEGATES
Delegates to Panhellenic Council shall be selected by their respective fraternity chapters to serve for a term of one year commencing no later than February 1st. When possible, the alternate delegate of one year shall be the delegate for the succeeding year.
- DELEGATE VACANCIES
When a delegate vacancy occurs, it shall be the responsibility of the fraternity concerned to select a replacement within 2 weeks and to notify the Panhellenic Council Vice President of Administration of her name, address, telephone number, and e-mail address. When a meeting of the Panhellenic Council occurs while a delegate vacancy exists, the alternate delegate of the fraternity concerned shall fulfill the duties of the delegate in all cases.
- OFFICERS
Officers shall serve as the Executive Board of the Panhellenic Council and shall have such powers and duties as are prescribed in the Bylaws of the College Panhellenic Council.
- MEETINGS
Regular meetings of the Panhellenic Council may be called by the President when necessary and shall be called by her upon the written request of any member delegate of the Panhellenic Council.
QUORUM
Two-Thirds of the member fraternities shall constitute a quorum for the transaction of business
- VOTING
- Two-thirds of the chapters shall constitute a quorum.
- The voting members of the Panhellenic Council shall be the delegates of each fraternity holding regular membership. If a delegate is absent, the vote of her fraternity shall be cast by its alternate. If both delegate and alternate are absent, the vote may be cast by a member of the fraternity, providing her credentials have been presented in writing in writing to the Council President prior to the meeting
- Two-Thirds of the voting members of the Panhellenic Council shall be required to establish membership recruitment rules, to determine Quota, and to establish total chapter size, to set the date for pledging, and to add a chapter. A majority vote shall be required to carry all other decisions.
- VOICE
The alternate delegates and alumnae advisors may have a voice but no vote, unless the alternate delegate is fulfilling the roles of their delegate as outlined above.
Article V. Officers
- The officers of College Panhellenic Council (Executive Board) shall be President, Vice President of Recruitment, Vice President of Member Development, Vice President of Judicial, Vice President of Administration, and Vice President of Finance
- The officers shall be from fraternities holding regular membership in the College Panhellenic Association.
- The officers shall service for a term of one year, the term of officer to begin February 1st and end January 31st
- Any officer failing to perform her duties as outlined shall resign and a successor be designated by election.
- If an officer is unable to complete her term her successor shall be designated by election.
Article VI: Meetings
- Regular: The College Panhellenic Association shall hold at least one all-chapter meeting annually; the Council shall hold regular meetings starting at the beginning of each semester and ending after the installation of new Executive Board Officers.
- Special: A special meeting of College Panhellenic Council may be called by the President when necessary and shall be called by her upon the written request of any REGULAR member fraternity at The University of Texas at Tyler or by the Panhellenic Advisor.
- The delegate from each regular or provisional member fraternity shall be responsible for notifying her chapter members of all regular and special meetings of College Panhellenic Council
Article VII: Panhellenic Advisor
- The Panhellenic Advisor shall be appointed by The University of Texas at Tyler administration
- The Panhellenic Advisor shall serve in an advisory capacity to The University of Texas at Tyler College Panhellenic Association and its Panhellenic Council.
Article VIII: Standing Committees
The Panhellenic Executive Board shall appoint standing committees to carry out the work of the Panhellenic Council and Executive Board.
Article IX: Unanimous Agreements and Policies
- All members of Tyler Panhellenic Association shall act in accordance with fundamental Panhellenic policies established by the National Panhellenic Conference in the UNANIMOUS AGREEMENTS
- All of the Tyler Panhellenic Association rules and policies shall be in harmony with those currently established by the National Panhellenic Conference
- The Panhellenic Association supports all UT Tyler and UT System policies and procedures, and will do their best to uphold such policies.
Article X: Other General Policies
1. Student Organization Showcase Table Policy
- Organizations must register through Student Life & Leadership
- A tablecloth may be used
- The use of a laptop is allowed
- Any materials may be used on the table as long as they do not exceed the dimensions of the given table
- All materials must be approved by the Panhellenic Advisor prior to public display
Article XI: Media Clause
We, the ladies of the Panhellenic Council, vow to promote the Panhellenic community in a positive light to our sisters as well as to others. In order to reflect our values of scholarship, leadership, service, sisterhood, and the “maintenance of fine standards,” we acknowledge that we must be intentional in the images that are provided to the media.
Each Panhellenic member agrees to avoid any compromise of Panhellenic and its values through avenues such as Facebook, My Space, Twitter, and any other media outlet. This includes but is not limited to the following policies regarding the media:
· While wearing sorority letters, the following actions are prohibited by any active member of the Panhellenic Association:
o Consuming alcohol
o Holding an alcoholic container (cans, bottles), having alcohol on the table in a photo, etc.
o Adding comments under photos that give an illusion to consumption.
o Having alcohol in the background of the photo, as this can gives the assumption of the individual partaking in drinking
o Making inappropriate gestures in photos
§ This includes sexual gestures, innuendos, giving the camera “the bird,” etc.
· No sorority member may post comments in the media that is verbally abusive or can be perceived as negative, inappropriate, or degrading to another student or Greek brother or sister
· No sorority member may consume alcohol if they are below the legal drinking age of 21 years.
· Under no circumstances may a sorority member consume any illegal substance.
Any violation of these policies shall be reported to the VP Judicial, who will then begin the Judicial Process as outlined by the College Panhellenic Council. If any Panhellenic Member is found in violation of any UT Tyler policies and procedures, they shall immediately be reported to the Director of Judicial Affairs at UT Tyler per UT Tyler Manual of Policies and Procedures.
Article XII: Violations
1. Violations of the National Panhellenic Conference UNANIMOUS AGREEMENTS, any regulations of this constitution or its related Bylaws, or membership recruitment rules, or of rules concerning matters other than membership recruitment, shall be adjudicated through the NPC Judicial Procedure as presented in the NPC Manual of Information and handled by the Vice President of Judicial.
2. Any other violations of NPC groups that violate university policies shall be subject to the judicial process outlined in the University of Texas at Tyler Manual of Operating Policies and Procedures.
Article XIII: Amendments
This Constitution may be amended by two-thirds vote of the voting members of the Tyler Panhellenic Council, provided notice of the proposed amendment has be given in writing at the preceding regular meeting.
Article XIV: Expansion
All chapters interested in further expansion at The University of Texas at Tyler shall follow the policies outlined by NPC National standards and the UT Tyler Expansion Policy.
