o  Evolution and Reforms in CMP
¨ The first part will dwell on the depth and breadth of the CMP coverage through the past 18 years. CMP is considered to be a flagship programme of many Administrations and is viewed as the most cost-effective social housing and voluntary resettlement programme. It has so far reached over 200,000 poor households in urban and urbanizing centres in the country. Many lessons have been learned.
Part two of the presentation will dwell on the key reforms being introduced into the CMP to make it even more responsive and effective in targeting the housing backlog, particularly the urban poor communities in cities. The CMP aims to combine and leverage national funds and local fund sources. Led by the local governments institutionally collaborating with NGOs, POs, and the private sector, addressing the housing backlog becomes more programmatic, multi-year and highly localized rather than merely decentralized.

¨ The presentation will highlight the new and unfolding experience of Naga City as a case demonstration of the localized CMP. Will it really work? What are the challenges?
