About the Project / Odisha Modernising Economy, Governance and Administration (OMEGA) is a DFID fundedProgramme. The objective of the consultancy is to provide high quality technical and management support to the ongoing IT reform initiatives under the programme. For the Panchayati Raj Department, support needs to be provided for a web-based application with features of modular development of functionality, scalar expansion of operations and seamless integration.The project, MGNREGS++is a major IT project of PR Department having many technical complexities in terms of solution and infrastructure. Professionals having high level IT knowhow is essential to receive the deliveries from the service provider and verify comparing to the requirement of the department. The professionals will also facilitate the service provider in understanding the acts, rules and practices followed by the Department and its field offices. Full time professionals having extensive experience in large IT project delivery are required to prepare plan and monitor progress of the MGNREGS++ project
Job Description / The System Analystwill work closely with Project Manager/Team Leader and other team members to provide technical support for different programme activities at the region and/or national level.
- To verify and recommend the correctness of the URS and SRS submitted by the service provider.
- To ensure alignment of the software systems to the approved URS, SRS.
- To work collaboratively with Project Managers on BPR.
- To verify and accept test plan submitted by service provider and supervise Software Engineers for carrying out quality testing.
- To analyze existing business operations and existing information systems.
- To recommend technology products (hardware and software) for purchase.
- To design new systems including process flow, user interface, reports, and security procedures.
- To prepare training material for users of new system.
Qualification & Experience /
- MCA/B.E. (Computer Science/ Electronics/ IT)
- 5-7 years of post-qualification experience in software development using Java-J2EE architecture.
- Experience in handling large database system, process automation system is essential.
- Must have at least 3 years of system analysis experience in large IT projects and be thorough in SDLC and Software Engineering processes.
- Exposure to e-Governance system and knowledge on development schemes implemented by government is preferred.
- Good knowledge of national, state and district level government administrative structures and processes
- Good communication, project management and organizational skills
- Good MS-Office (MS-WORD, MS-EXCEL, MS-PPT) skills
