Sub : Invitation for Tender for supply of Sports Materials and Track Suit for conduct of Regional and National Sports Meet/SGFI – KVS, RO, Bhopal – regarding.
Sir,
The Kendriya Vidyalaya Sangathan, Regional Office, Bhopal a centrally funded Autonomous Body, is a Society registered under Societies’ Registration Act, 1860. The Sangathan administers the scheme of Kendriya Vidyalayas set up for imparting education to the children of transferable Central Govt. Employees.
2. Sealed competitive tenders from the Registered/Repurted firms are invited by the undersigned on behalf of the Kendriya Vidyalaya Sangathan, Regional Office, Bhopal for supply of Sports Materials and Track Suits required for Regional & National Sports Meet/SGFI.

Where Bureau of Indian Standards (BIS) certification marked goods are available in market, goods with those or equivalent marking only shall be offered.
3. Bid Price :-
i. The contract shall be for the supply of the mentioned items to the KVS, RO, Bhopal. The bidder shall quote for items in the format of tender/quotation attached. Corrections, if any, shall be made by crossing out, initialing, dating and rewriting.
ii. All duties, taxes and other levies payable by the bidder shall be included in the total price. However, the tax and duties leviable should be quoted separately.
iii. The rates quoted by the bidder shall be fixed for the duration of the contract (and shall be quoted in Indian Rupees Only).
iv. The prices should be quoted in Indian Rupees only.
v. Each bidder shall submit only one tender.
vi. Telex or facsimile quotations are not acceptable.
vii. The bid should be submitted along with EMD for Rs. 30,000/- (Rs. Fifty Thousand Only) by bank draft in favour of “Kendriya Vidyalaya Sangathan, Regional Office, Bhopal” payable at “Bhopal”.
viii. The firm should enclose supporting documents regarding registration of VAT/ST/ITPAN and details of experience in the field of supplying the said articles.
4. Validity of quotations :-
The quotation shall remain valid for a period not less than 90 days after the deadline specified for submission of quotations.
5. Evaluation of quotations :-
i. Properly signed, and
ii. Confirm to the terms and conditions and specifications.
The evaluation would be done for all the items put together. The items for which no rates have been quoted would be treated as zero and the total amount would be computed accordingly. The bidder who has quoted for partial quantity of any one or more item(s) would be treated as non-responsive. Purchaser will award the contract to the responsive bidder whose total cost for all the items put together is the lowest.
6. Award of contract :-
i. The purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest price as per para 5 above.
ii. The bidder whose bid is accepted will be notified of the award of the contract by the Office prior to expiration of the quotation validity period.
iii. The notification of Award to clearly specify any change in the unit price or any other terms and conditions accepted.
iv. Normal commercial warranty/guarantee shall be applicable to the supplied goods.
v. Payment shall be made within 30 days after the delivery of goods and their acceptance.
vi. Notwithstanding the above, the Purchaser reserves the right to accept or reject any quotations and to cancel the bidding process and reject all quotations at any time prior to the award of the contract.
vii. The successful bidder has to deposit performance security with the KVS, RO, Bhopal 10% of the amount of the total value of contract Rs. ______in favour of “Regional Sport Control Board Bhopal” payable at “Bhopal” in the form of DD/Cash.
7. The rates should be F.O.R. and should include transportation cost, excise duty, VAT/Sales Tax, freight, any other rates or imposition whatever liable in respect of the supplies freight etc. Only in the event of acceptance of the Tender order for supply of Sports articles/materials and Track Suits will be issued to the firm. The responsibility of mentioning correct rate lies with the firm/Tenderer.
8. On acceptance of the Tender, it will become a contract and the contractor shall be bound by the terms and conditions of the Tender. If the contractor fails to supply the article/provide services with the time stipulated in the letter of acceptance by the undersigned, the undersigned shall be at liberty to get the article purchased from the market or get the rest of the contract completed by any other person(s) or firm and the difference of price, if any, shall be deducted from the earnest money/security deposit and in case any amount in excess of the security deposit is paid by the undersigned, the contractor shall be liable to pay this amount.
9. Prior to the acceptance of the tender, the undersigned reserves the right to call for samples of papers/cover page and the contract shall be liable to supply the samples or give the demonstration free of cost. Supply order will be issued only after confirming the quality, rates and other aspects.
10. In the event of acceptance of the tender and placing of the order for purchase, the articles ordered for would be subjected to an inspection by the undersigned or his representatives and are liable to be rejected if the articles supplied are not according to the approved samples or do not confirm to the specifications & brand prescribed.
11. The rates quoted by the contractor shall hold good upto one year. No amendment in the rate except increase in the rates of Sales Tax/VAT during the period of execution of the contract will be accepted.
12. These instructions to tenders are to be signed by the contractors on each page with seal and returned with the tender.
13. Sealed Tenders will be opened on July 31, 2014 at 1500 Hrs in the office of the undersigned in the presence of tenderers. Further decision regarding supply will be taken by the committee after inspection of the sample of articles/materials, quality and brand etc. and decision of the committee shall be final. If the tender is accepted, the payment of the bill as per the approved rates of the articles will be made by cheque only.
14. Income Tax will be deducted as per Income Tax Act and rules.
15. Each tender form will be sold at Rs.100/-
16. Last date and time of receipt of quotations :-
You are requested to submit the sealed Tenders in the Tender Box (in front of Room No. _____) superscribed on the envelope as “Tender for supply of Sports articles/materials for Regional & National Sports Meet/SGFI for the year 2014-15 due on 28.7.14 latest by 1500 Hrs. The quotations shall be opened at 1500 Hrs. on 31.7.2014. The bidders or their representatives who choose to be present at the time of opening of quotations are invited to do so.
The purchaser looks forward to receive the quotation and appreciate the interest of the bidders in the KVS, Regional Office, Bhopal.
