REGULATIONS AND SPECIFICATIONS FOR THE 2014 WESTERN CAPE JUNIOR OFFROAD BIKES AND QUADS CHAMPIONSHIP

Note: These regulations are to be read in conjunction with the General Competition Rules (GCR’s) and Standing Supplementary Regulations (SSR’s), any Applicable Circulars of Motorsport South Africa for Off-Road Motorcycles and Quads, and the Supplementary Regulations (SR’s) and final instructions issued by the Promoters. In the event that there is any conflict between regional and national rules, the national rules shall, at all times prevail
1. CONTROLLERS
Will be Motorsport South Africa (hereinafter referred to as MSA) Regional Western Cape Motorsport Committee.
2. AMENDMENTS.
ANY Proposed/desired changes to these Championship Regulations must be submitted to the Controllers for consideration at their next Regional Committee Meeting.
The Controllers reserve the right, without prior notification, to introduce new Regulations and/or amend existing Regulations. Such changes to these Regulations shall be issued at least SEVEN (7) days prior to the next event being held.
3. AIM OF THE CHAMPIONSHIP
The MSA Western Cape Regional Motorsport Committee at its sole discretion shall declare the winners of the 2014 Championship in the following classes. The Committee is entitled to withhold such declaration, should circumstances warrant such action:
Open Motorcycles (15yrs-17yrs, 201cc 2-stroke / 250cc 4-stroke
13yrs-17yrs, 125cc 2-stroke)
Senior Motorcycles (12yrs – 15 yrs, up to 105cc 2-stroke / 150cc 4-stroke)
Junior Motorcycles (8yrs-12yrs, up to 85cc 2 stroke/125cc 4-stroke)
Quads Open (14yrs-17yrs, 450cc 4-stroke ONLY)
Junior Open (10yrs - 15yrs, up to 200cc 2 stroke air cooled/350cc 4 stroke air cooled) Engine and Chassis configuration are to remain as supplied by Manufacturer refer SSR 359 f)
Junior 100cc Quads (up to 100cc 2 stroke/90cc 4 stroke, Riders Age 6 – 12)

5. INCIDENT REPORTS
a) Every competitor is to return his completed Incident Report Form to the Organizers within 1 hour of retiring from the event.
b) Non finishing ccompetitors who fail to hand in an Incident Report form render themselves eligible for a minimum fine of R100.00
6. ELIGIBILITY OF RIDERS – Refer to Off-road Regs. and Specifications.

MSA will issue national numbers for Open, 85cc 65cc bikes and Open, Junior quads. The Junior 100cc Quads will be issued by WCJOC club or a person so authorised by the Controllers.
7. ELIGIBILITY AND SAFETY REQUIREMENTS OF MOTORCYCLES AND QUADS

8. DEFINITIONS AND DURATION
8.1 Open Motorcycles and Open Quads event shall consist of one racing stage, which will form a loop back to the start/finish. The loop distance will be approximately 30km; the rider who completes the most number of loops in 3 hours will be declared the winner.
8.2 Junior Open quads, Senior and Junior Motorcycles will compete using the same format with a loop of approximately 20km and race duration of 2 hours and the Junior 100cc quads race duration will be 45 minutes. This loop should be separate from the seniors but may form part of the open quads and will be run and completed before the start of the junior open class.
9. PENALTIES
As per senior, but times to be adjusted to percentage of race duration.
10. EXCLUSIONS
Refer to Off Road SSR’s
10.1 OUTSIDE ASSITANCE: May be given to competitors for minor damage, but only with the express permission of the COC and at his sole discretion. However no parts may be brought on to the circuit and be replaced on the circuit.
11. ORDER OF STARTING
The order in which competitors will be started shall be decided by the previous year’s overall points from highest to lowest to determine the starting order for the first event of the season.
From then on by overall points gained in the championship thus far.
12. PLACING AND RESULTS
A cut-off time of 45 minutes after the winner will be imposed for riders still on the track, which may be extended at the discretion of the Clerk of the Course in exceptional circumstances.

14.1 Championship points are awarded as above.
14.2 Should there be less than 6 starters on a qualifying event, no championship points will be awarded for that particular event.
14.3 Competitors who are not eligible for the championship will be ignored for the purpose of championship points. Organisers must indicate these competitors.
15. NUMBER OF EVENTS TO COUNT
All SIX (6) events will count.
All events to count in determining the final positions, however, should less than five qualifying events be held, the championship will be declared null and void.
16. SEPARATION OF TIES
Any ties will be favour of the competitor with the greater number of firsts. If this fails, the greater number of seconds will count, then thirds and so on. If the tie still remains, performance in all championship events will be taken into consideration and if this is ineffective, the MSA Western Cape Regional Committee will declare the winners on any basis it may deem fit.

18. DECLARATION OF CHAMPIONS
The MSA Western Cape Regional Committee at its sole discretion is responsible for declaring the winner of the champion or to withhold such declaration. MSA reserves the right to correct clerical errors at any time
