SC stated that the project was in the early stages of development (see Powerpoint presentation on website) and Griffin were seeking community feedback.
Questions and Answers
Q Where will the water come from
A Scheme water in place ahead of the City of Wanneroo schedule. The facility will use air cooling towers.
Q Is there a similar facility currently in WA?
A Yes, Kemperton inland from Bunbury in an industrial estate
Q Why Neerabup? Combined with?
A Verve Energy own a small amount of land that they wish to develop later and it is too small for this project. That facility was built when the environment standard allowed it to go ahead.
Q Bio mass? Spirit West
A This is a different type of plant. Gas high capacity. City of Wanneroo 1 area – possibility to share services.
Q What worries Residents Association?
A Recycle Plant – odours and environment impacts. Little recognition for community concerns. Previous consultation with other developer was handled poorly. Mindarie Regional Council requested community agreements that did not occur. Canning area concerned with the odour and are being given the run-around.
Q Is it too close to residents?
A It is not too close if the facility is run properly and does not impact on lifestyle.
Q Is it the communities role to keep an eye on the facility as an overseer with the ability to report and monitor?
A Yes, with qualified people living in the area concerns will not be left to lie. Concerns with the increase in traffic numbers while building and then while in operation. At least gas is better than wood.
A Once the exact structure is determined Griffin will be able to provide statistics on the use and emissions. Diesel would be used as alternative fuel source if there is problem with gas supply. Statistics can be provided for this as well. Strict EPA standards will be met ie noise less than 80decibels at the facility boundary etc. and other noise abatement measures at Griffins expense. There will also be a surface water management plan.
Q Has the City of Wanneroo approved the facility? What limitations have been imposed.
A No approval applications have been submitted as yet. Griffin are conducting studies on ensure approval and this includes environmental impacts. December Griffin will apply for environmental approval as it is well known what needs to be done first. Griffin want to make sure that the City of Wanneroo are happy with this type of business and need to ensure the water supply is sustained.
Q With the City of Wanneroo plans in place, what is the time frame? Will the pipeline installation affect residents? Is it all new pipeline?
A Yes it is all new pipeline and will be 1200mm underground along the proposed route planned by City of Wanneroo. Still conducting studies where the exact line will be laid.
Q When and where will there be community involvement?
A This New Generation Project will be compelled to conduct community consultation and as this is happening right now, hence attending the residents association meeting. The environmental impact is currently being assessed as part of the due diligence.
Q Will CATRA form a committee?
A Yes, combined with other resident associations. It is important to advise the rest of the community as well as the residents associations. Send addressed letters to residents advised as well as notice in the newspaper. Hold a public meeting.
Q Do we understand that CATRA wants, 1 Open public meeting for the whole community, 2 Representative committee comprised of Banksia Grove and CATRA members, 3 Letters in the mail box which includes contact details and addresses odours, noise and effects of growth.
A Yes
A Need to identify heavy haulage routes, pipline route, results of studies conducted, water use and emissions.

Action: SHW to ask Council for updated from meeting.
9 A new member to the forum every 2 weeks.
Action: IW contact Hostaways to set up page access counts.
10 Telephone Tower – more signatures to hand in. Things may change after the elections on 20 October 2007. The tower is against the Councils policy and CATRA has been advised by John Kelly that it wont go ahead.
11 Recycle plant procrastinating contract 3-6 months. Construction now not late 2008.

Q What has it cost rate payers to date?
Action: Dianne Guise to find out more.
Sita is the preferred builder for the old contract with minor variations resulting in no huge changes in cost since 2001. It is not possible for no change in costs over 6 years. What is going on?
12 Christmas Carols in the Park, suggestion for CATRA to alternate years with Banksia Grove.
Funding: CoW to share funding around the different areas. The safer citizens funding is separate to the community grants.
Consideration: Public Liability insurance, toilets, generators etc to run the event.
Suggestion for CATRA to approach council to host a summer concert in Carramar. Peet may wish to support the event to advertise the shops.
13 CATRA flyer to have a tear-off requesting contact details with the postal address for return.
Action: contact Marilyn for numbers of postal points for Carramar and Tapping. Ask Wanneroo Times what the C&T coverage is and the date by when the whole area will be covered? Salmat may be cheaper but run the risk of the flyer going in with the junk mail. Contact Australia Post direct. Contact Peet to ask when their next newsletter will be going out.
Action: set up post office box for January.

15 Other Business
PAV Need volunteers or will loose PAV in CoW.
1800 number for information leading to an arrest and $1000 reward that leads to conviction for Govt property only.
Funding reminder $$ available through outer metro suburbs – need to apply. Funding is for items such as footpaths, play equipment etc.
Australia Day Awards – Unanimously carried that nomination for Norm Hewer and CATRA be put forward.
Advertising of CATRA through the Carramar Chronicle, Wanneroo Times, other community groups and the Wanneroo Link including meeting dates to be investigated.
School Parking – Kiss and Drive not changed yet. Norm to talk with the PnC and Rangers.
