ELECTRONIC ADMINISTRATIVE BRIEFINGS

March 2005

CARET MEETING

The CARET (Council for Agricultural Research, Extension and Teaching) meetings were held in Washington, DC on February 27-March 1. CARET is a voluntary citizens organization that advocates for the Land-Grant System’s Board on Agriculture Assembly. Our representatives are Jerry Douglas, Senior Vice President, Biltmore Estate Brands Group, and Jake Parker, National Legislative Director, NC Farm Bureau. They along with several NCSU representatives met with our Congressional delegation to discuss the impact of the President’s proposed budget on the land-grant system and our college. The administrations budget proposal would eliminate all special grants and eliminate Hatch, McIntire-Stennis and Animal Health and Disease formula funds over a two-year period. Some funds would be redistributed to competitive grants and Extension would have some increases including a new $3 million line item for new technologies (e-extension). However, funding for 406 Integrated Programs (IPM, Water Quality, etc.) would be distributed on a competitive grant basis. Elimination of Hatch and Animal Health funds would reduce our base budget for research approximately $3 million in FY2006 and another $3 million in FY2007.

STATE BUDGET

In other political news, we are working hard to obtain funds to address salary inequities for faculty paid from agricultural programs including both on-campus and field faculty. The Chancellor and the Office of the President are supportive of our effort.

Director, Proteomics and Metabolomics LABORATORY

The College has finished interviewing for a new Director of the Proteomics and Metabolomics Laboratory. The new lab will be established with funds from the Research Office and Dr. Gilligan's office.

NCDA&CS

The Commissioner of Agriculture, Mr. Steve Troxler, is a graduate of NC State University. He has reorganized the department into three areas with Dr. Richard Reich, Mr. Howard Isley and Mr. David Smith as Assistant Commissioners. We have been meeting with the new administrative team, and look forward to fostering that relationship.

STATE EXTENSION CONFERENCE

“Relevance, responsiveness and results” was the theme for the Feb. 28-March 1 State Extension Conference. Some 750 educators from North Carolina Cooperative Extension, the Industrial Extension Service and North Carolina Sea Grant gathered at N.C. State’s McKimmon Center for the event.
Activities included an awards and recognition luncheon and administrative sessions with directors of each of the services, NC State Chancellor James L. Oblinger, NC A&T Provost Carolyn Meyers, Dean Johnny Wynne of the College of Agriculture and Life Sciences, Dean Alton Thompson of NC A&T State University’s School of Agriculture and Environmental Sciences, consultant Jane Peeples of Carolina PR and Bob Melville of the North Carolina Progress Board.
Cooperative Extension professionals learned more about county partner perceptions from Carolina PR and engaged in dialogue about the next steps in the organization's change management and marketing initiative.
Conference participants attended training sessions focused on leadership, marketing, communication, technology and more. The conference wrapped up on Wednesday with an administrative session featuring UNC President Molly Broad, followed by a motivational luncheon speech by N.C. Secretary of State Elaine Marshall.
Marshall and other speakers emphasized importance of university outreach in helping meet state goals for developing human and economic capital. They also challenged participants to take steps to ensure that their organizations and their programs remain relevant and responsive to the state’s changing needs.
