SPECIAL EDUCATIONAL NEEDS AND DISABILITY (SEND) REVIEW GROUP

TERMS OF REFERENCE

1.  PURPOSE OF THE COMMITTEE

The East Berkshire SEND Committee will provide oversight of the three East Berkshire SEND Working Groups[1]. It will enable an overarching East Berkshire assurance framework and central reference point for information sharing, best practice and governance.

2.  ACCOUNTABILITY

East Berkshire Children and Young Peoples Transformation Board

3.  OBJECTIVES

a)  To review the requirements of the forthcoming SEND inspections including the datasets and sources of data to be obtained.

b)  To identify any potential shortfalls in being able to meet the inspection requirements across East Berkshire, maintaining a risk log, and escalating to the CYP Board as necessary

c)  To ensure East Berkshire is making appropriate and timely progress towards preparing for the forthcoming SEND inspections.

d)  To prepare and obtain sign up to formal working arrangements between the Local Area Partners.

e)  To share best practice and learning from and between East Berkshire areas and reflect upon outcomes of SEND inspections in other areas.

f)  To initiate ‘task and finish’ groups when required.

g)  To review the local offers ensuring accurate and inclusive representation of all appropriate services.

h)  To review and/or develop arrangements for joint commissioning where applicable including pathways and criteria.

i)  To formalise resource plans for joint commissioning of SEND services, including the interface with continuing care, pathways and criteria.

j)  To develop systems and processes for those who do not meet the ‘learning difficulty’ dimension of EHCP but who have ongoing health and care needs.

k)  To improve post 18 transition into adult services.

l)  To further improve and develop parental involvement.

m)  To ensure effective communication mechanisms between all Local Area Partners and Service Users.


4.  DECISION MAKING AND REPORTING

The Committee will report directly to the Quality and Constitutional Standards Committee.

5.  MEMBERSHIP

Director of Strategy and Operations, East Berkshire CCGs (Chair)

Designated Medical Officer (Vice Chair)

East Berkshire CCG Children’s & Families Commissioners from the three CCGs

Representation from each Local Authority and the Children’s Trust including Adult Care for

Transition Work

Representation from Berkshire Health NHS Foundation Trust (BHFT)

Representation from Frimley Health NHS Foundation Trust (FHT)

For some agenda items as notified additional representation may be required.

6.  MEETING FREQUENCY AND CONDUCT

The Committee will meet monthly and future meeting intervals will be reviewed quarterly.

The meeting will be co-ordinated by the Director of Strategy and Operations with meeting papers sent out to members at least five days prior to the meeting.

This Terms of Reference will be reviewed quarterly and is next due for review on 31st December 2016 or before if required.
