Meeting was called to order at 9:10 a.m.

Approval of Statement of Proceedings/Minutes for the meeting of September 30, 2003.

ACTION:

ON MOTION of Member Jacob, seconded by Member Slater, the Air Pollution Control Board of the San Diego County Air Pollution Control District approved the Statement of Proceedings/Minutes for the meeting of September 30, 2003, on Consent.

OVERVIEW:

This is a request to approve the allocation of Backup Generator Mitigation revenue received from the state Air Resources Board to fund heavy-duty diesel emission reduction projects and to appropriate $1,064,649 to implement those projects. The projects are all located in environmental justice areas. This satisfies the requirements in state law concerning expenditure of at least 50 percent of such funds in environmental justice areas and a request from the Air Resources Board that such funding for projects in environmental justice areas be maximized.
Recommended projects include on-road vehicles (school buses and fuel delivery trucks), off-road equipment (agricultural pumps, lumber lift equipment, a wheel loader, and shipyard equipment), and marine vessels (tugboats) that will remove a total of 272 tons of oxides of nitrogen and particulate matter pollutants from the air over the life of the projects. While these projects are located in environmental justice areas, nearly all of the air quality benefits of the associated emission reductions will be countywide.

FISCAL IMPACT:

Funds for this request are not included in the fiscal year 2003-04 Operation Plan. The funding source is the state Backup Generator Fund including interest earned in the Air Pollution Control Air Quality Improvement Trust Fund. If approved, this request will result in $1,064,649 current-year costs, no increase in subsequent-year costs, and requires no additional staff years.
RECOMMENDATION:
AIR POLLUTION CONTROL OFFICER
1.  Approve the Recommended Backup Generator Mitigation Fund Allocation Plan totaling $1,064,649.
2.  Establish appropriations of $1,064,649 in the Air Quality Improvement Trust Fund for emission reduction projects based on fund balance available from the state Backup Generator Mitigation revenue. (4 VOTES)
3.  Authorize the Purchasing and Contracting Director, in accordance with Article XXIII, Section 401 of the Administrative Code, to award contracts for approved emission reduction projects, subject to negotiations and approval of the Air Pollution Control Officer, for a base period of five years, with two one-year renewal options.
4.  Authorize the Air Pollution Control Officer to reallocate funding to unfunded cost-effective projects if any projects approved by this action become ineligible or withdraw from the program.

ACTION:

ON MOTION of Member Jacob, seconded by Member Slater, the Air Pollution Control Board of the San Diego County Air Pollution Control District took action as recommended, on Consent.
