PRESIDENT AND CEO

Managed the start-up of this new, non-profit affiliate of the Electric Power Research Institute (EPRI), sponsoring strategic R&D programs through public/private partnerships with the electric utility industry and state and federal government agencies, other corporations, and NGOs. Recruited other officers, formed a prominent Board of Directors, leads fund-raising activities, and oversees program management. One major program focuses on modernizing the electricity grid, and includes US and foreign electric utilities, DOE, the State of California, and advisory committees of other states, federal agencies, and digital technology companies. This program includes projects on communications and computation architecture, protocols for integration of renewable and distributed energy resources, software design for fast simulation and modeling of the transmission and distribution systems, and consumer portal architecture design. Other projects include energy efficiency, distributed energy resources, carbon capture and sequestration, critical infrastructure protection, and renewable energy.

DEPARTMENT OF ENERGY, 1999-2001 WASHINGTON, D.C.

DEPUTY SECRETARY AND CHIEF OPERATING OFFICER

Appointed by the President and confirmed by the Senate as the number two official in this Cabinet agency, responsible for the day-to-day management and policy development of the Department’s $18 billion budget and its 120,000 federal and contractor employees. Oversaw all four of the Department’s major lines of business: Defense, including the nation’s nuclear weapons program and its National Laboratories, such as Los Alamos; Science, and its National Laboratories and user facilities, including Brookhaven Argonne, Lawrence Berkeley, and Oak Ridge; Energy, covering both conventional areas of oil, gas, coal and nuclear, and also an extensive R&D program in renewable energy and energy efficiency; and Environment, cleaning up the environmental legacy of the Cold War. Frequently testified before Congress, met with corporate, state, local and foreign government officials, presided at public events, represented the government abroad, and appeared in press interviews on television, radio and in the print media.

OFFICE OF MANAGEMENT AND BUDGET, 1993-1998

ASSOCIATE DIRECTOR FOR NATURAL RESOURCES, ENERGY AND SCIENCE

Presidential appointee at the White House, responsible for formal direction to agencies from the Executive Office of the President on policy development, budget preparation, clearance of Congressional testimony and clearance of legislation. Responsibilities included the Departments of Agriculture, Energy, and Interior, the EPA, NASA, NSF, the Army Corps of Engineers, and a number of smaller or independent agencies, including TVA, all together accounting for over $60 billion in annual discretionary appropriations and over 350,000 federal and contractor employees.

DIRECTOR, ENERGY & CLIMATE CHANGE

Participated in all United Nations negotiations on the climate change treaty signed at the Earth Summit in Rio de Janeiro; convened an executive-level public-private workgroup on climate change involving Fortune 500 companies, including Boeing, Dow, Dupont, Enron, General Electric, Honeywell, General Motors, 3M, ARCO, and Weyerhaeuser; and worked to develop technology transfer projects and energy efficiency centers in Eastern Europe and in developing countries such as India, Pakistan, and China.
