CALL TO ORDER

Meeting called to order at 10:01 a.m. by Chairman Gary Miller.

No action was needed by the Commission.No action was taken.

ADOPTION OF MINUTES

A motion was made by Commissioner Mackey to adopt the minutes of the May 18, 2012 meeting as written. The motion was seconded by Commissioner Valentine. Motion passed.

State EMS Directors Report

The State EMS Director Archer discussed what the scope of practice is for the new Advanced EMT level and the differences between the new Advanced EMT level and the old EMT Basic Advanced level. Director Archer recognized Ms. Elizabeth Fiato to give a summary of her research into this matter. The new Advanced level does not allow the certified individual to read an EKG. Ms. Fiato suggested that the Commission refer this to the Technical Advisory Committee (TAC) for research to see how or if the Advanced EMT ability to read an EKG effects patient outcomes.

Commissioner Mackey made a motion to send the EKG issue to the TAC Committee. The motion was seconded by Director Archer. The motion passed

Director Archer also recognized Ms. Fiato to discuss the information she had concerning the distribution of trauma field triage information. Ms. Fiato has found individual field triage cards and also posters to help educate our EMS providers about the new trauma rule. Chairman Miller asked about an update on when the trauma rule would take effect. Director Archer stated that the rule is still being reviewed at the attorney general’s office. Legal Counsel Mara Snyder advised that the deadline for any changes that the attorney general may make to the trauma rule is July 6, 2012.

Director Archer announced the upcoming Indiana Emergency Responders Conference will be held September 12-15 2012 in Indianapolis at the Convention center. Director Archer further shared the names of IDHS staff members who will be making presentations at the conference: Karrie Cashdollar, Candice Hilton, Jason Smith, Don Watson, Elizabeth Fiato, and Ken Woodall. There will also be an EMS Commission Open Forum. IDHS will have a booth and the simulation lab will be on display at the conference.

Director Archer stated the IDHS web site is being updated in hopes of making it more user friendly. The two opened TAC Committee positions are now posted on the web site and will be opened for applications through June 30, 2012. There is an EMS transition page in the process of being created and a link will be posted on the IDHS web site. This information concluded Director Archer’s report.

EMS PERSONNEL WAIVER REQUEST

The following requested a waiver of 836 IAC 4-4-3 (5) (B) (b) to extend their temporary certification to allow them to work while searching for a practical to complete the testing requirements. Staff recommended approval.

Commissioner Mackey offered a motion to approve the waivers for a period of sixty (60) days starting the day of their expiration date (August 24, 2012). The motion was seconded by Commissioner Zartman. The motion was passed.

The following requested a waiver of 836 IAC 4-4-1(b) the requirement to complete testing within a year of course completion. The applicant is requesting an extension of this deadline to allow him to complete all testing requirement to obtain certification.

Purkey, Adam(EMT)

Commissioner Zartman offered a motion to approve the waiver for the recommended thirty (30) days. The motion was seconded by Commissioner Valentine. The motion was passed.

The following requested a waiver of 836 IAC 4-4-2 (e) applicant requests that the late renewal rule be waived so that in service may be accepted allowing for certification renewal.

Evans, Anoniett(EMT)

Commissioner Hamilton offered a motion to table the waiver until staff could obtain additional information. The motion was seconded by Director Archer. The motion was passed.

The following requested a waiver of 836 IAC 4-4-1 (b) the requirement to complete testing within a year of course completion. The applicant is requesting an extension of this deadline to allow her to complete all testing requirement to obtain certification.

Pruitt, Brittney D(EMT)

Commissioner Zartman offered a motion to grant the extension for a period of sixty (60) days. The motion was seconded by Commissioner Gordon. The motion passed.

The following requested a waiver of 836 IAC 4-4-3 (5) (B) (b) to extend his temporary certification to allow him to work in Indiana while completing testing requirements. Applicant also needs to complete EMT Basic requirements and become certified before he is allowed to gain his EMT Basic Advanced certification. He has already completed the Basic Advanced course and passed all exams.

Chism, Aaron(EMT)

Commissioner Zartman offered a motion to grant the extension to test before July 1, 2012. If Mr. Chism passes the exam he would be allowed to gain his full EMT Basic certification and also receive his EMT Basic Advanced certification retro-active. The motion was seconded by Commissioner Turpin. The motion passed.

Commissioner Turpin offered a motion to grant a sixty (60) day extension for Mr. Chism’s reciprocity certification. The motion was seconded by Commissioner Zartman. The motion passed.

The following requested a waiver of 836 IAC 4-4-1(b) the requirement to complete testing within a year of course completion.

Scherschel, John (EMT)

Commissioner Zartman offered a motion to deny the request. The motion was seconded by Director Archer. The motion passed.

EMS PROVIDER WAIVER REQUEST

The following requested a waiver of 836 IAC 2-2-1 (h) (1-4) staffing patterns. Applicant is requesting to use someone other than a certified EMT Basic as a driver on the rare occasions that an EMT Basic is not available to drive.

Northeast Allen County Fire and EMS

Commissioner Turpin offered a motion to approve the waiver for 2 years. The motion was seconded by Commissioner Zartman. The motion passed.

The following requested to renew an existing waiver of 836 IAC 2-7.2-3(d)(2)(D) Medications. Requesting a waiver to allow their EMT- Intermediates to administer: Benadryl, Dextrose 25% (peds), Glucagon, Zofran(renewal). New meds are: Fentanyl, Versed, Tylenol (oral), Sodium Bicarbonate, and Pepcid and Megnesium Sulfate.

Porter County EMS

Commissioner Mackey offered a motion to approve the waiver for the renewal of the existing waiver forBenadryl, Dextrose 25% (peds), Glucagon, Zofran. The motion was seconded by Commissioner Lockard. The motion passed.

Commissioner Mackey offered a motion to approve the new meds excluding Fentanyl. The motion was seconded by Commissioner Lockard. The motion passed.

EMS TRAINING INSTITUTION WAIVER REQUEST

The following requested a waiver of 836 IAC 4-2-1 (G) requirement of Training Institutions to be accredited to teach paramedic courses. Staff recommends 2 year waiver.

Commissioner Zartman offered a motion to approve the waiver for a period of two years. The motion was seconded by Commissioner Gordon. The motion passed.

DATA REGISTRY REPORT

Mr. Gary Robison did not have numbers to report at this meeting. There was some discussion about the software that is used and when the switch over to National EMS Information System (NEMSIS) will happen.

Commissioner Zartman offered a motion to mandate that the data registry sub-committee meet with in the next thirty (30) days and by the next Commission meeting in September have a one (1) page executive summary with strict recommendations with timelines. The motion was seconded by Commissioner Craigin. The motion passed.

TECHNICAL ADVISORY COMMITTEE

Mr. Leon Bell brought back to the EMS Commission members the three recommendations that the TAC had proposed at the last EMS Commission meeting concerning EVOC training course, drug/alcohol testing, and criminal back ground checks. After reviewing these three recommendations at the last TAC Committee meeting the recommendations for the drug/alcohol testing and the criminal background checks remain the same. The following is the revised recommendation for the EVOC Training Course:

Any person within the first twelve (12) months of affiliation with a certified EMS provider organization who maybe regularly assigned to operate an emergency vehicle must complete, or provide evidence of completion of, an emergency vehicle operation course.

Legal Counsel Snyder inquired if it was the wishes of the Commission to make the above recommendation a requirement if so there would need to be a fiscal impact statement written. Some discussion followed. The EMS Commission also would like staff or the TAC Committee to do a survey of all certified service provider organizations to find out what insurance driven courses are available.

Commissioner Mackey offered a motion to table all three issues until the next Commission meeting in September. The motion was seconded by Commissioner Zartman. The motion passed.

Mr. Bell also reported that sub-committees have been formed and started working on the new issues that the Commission assigned to the TAC at the last EMS Commission meeting but at this time did not have any recommendations.

Trauma System Update

Mr. Art Logsdon gave a presentation and announced a summer trauma listening tour sessions that have been conducted so far have been successful. The next date is June 28th at Portage from 4:30pm-7:30pm. Commissioner Craigin inquired about if there would be a written protocol to be used across the state. Director Archer stated that staff will write and present to the Commission a sample so Medical Directors can incorporate the trauma rule into their protocols.

EMS FOR CHILDREN

Ms. Stephanie Fahner announced the names of the people from the EMS Community that were honored at the EMS for Children banquet on May 23, 2012.

FIELD SERVICES REPORT

Ms. Robin Stump reported that there would be a meet and greet in Batesville where the district trailer will be on display on June 27, 2012.

Ms. Stump announced that there will be a state exercise on September 23-28 involving districts 7, 8, 9, and 10. EMS personnel from Kentucky, Illinois, and an IAMT team from San Diego will be joining the exercise.

Ms. Stump also announced that the first round of interviews for the North district position has been completed. The second round of interviews is to be scheduled soon.

OLD BUSINESS

Director Archer brought back to the table a waiver for Dustin Godsbey to establish a time frame. At the November 18, 2011 EMS Commission meeting Mr. Godsbey had been granted an extension to complete his PI testing but a time frame was not established.

Commissioner Mackey offered a motion to grant the extension for a period of sixty (60) days. The motion was seconded by Commissioner Turpin. The motion passed.

NEW BUSINES

The following requested permission from the Commission to conduct a pilot program under IC 16-31-2-11 sub-section C. The applicant was requesting permission for this program to allow military trained EMS personnel to ride along and perform skills up to their certification level with personnel from Delaware County EMS.

Delaware County Emergency Medical Service

Some discussion followed the reading of the request. Paramedic Greg Michael was present to answer questions. EMS Commission members asked questions to clarify some points.

Commissioner Turpin offered a motion to grant permission for the pilot program with the condition that Delaware County EMS reports back to the Commission every six (6) months. The motion was seconded by Director Archer. The motion passed.

Legal Counsel Snyder presented proposed emergency rules to create the new EMS personnel certification system and change to “licenses” for paramedics. A lengthy discussion followed.

Commissioner Mackey offered a motion to approve the Emergency Rule LSA Doc. #12-xxx(E), with a date header of June 13, 2012. The motion was seconded by Commissioner Zartman. The motion passed.

Mr. John Chaflin was recognized by Chairman Miller to express concerns about the rule requiring training institutions teaching paramedics to be accredited. Mr. Chaflin asked the Commission what our training institutions are really paying for when undergoing this process to gain accreditation and questioned the value of accreditation. Is there an alternative? A lengthy discussion followed.

Commissioner Zartman made a motion to develop a committee to look at the accreditation process and the testing for all EMS certification levels. The motion was seconded by Commissioner Mackey. The motion passed.
