Brief on "Subsidy for Comprehensive Social Security Assistance Recipients
Living in Rented Private Housing" Programme
Background and Objective
The Community Care Fund (CCF)first launched the assistance programme of “Subsidy for Comprehensive Social Security Assistance Recipients Living in Rented Private Housing” in October 2011andrelaunched the programme in September 2013, September 2014 and September2015respectively,to provide a one-off subsidy to Comprehensive Social Security Assistance (CSSA)householdsliving inrented private housing and paying a rent which exceededthe maximum rentallowance under the CSSAScheme, so as to relieve their financial burden as a result of the periodic increase of rent. Since there was still a sign of periodic rental increase, the CCF now extends the programme to furtheralleviate the financial burden ofthe households concerned. The programme is administered by the Social Welfare Department (SWD).
Target Beneficiaries
To qualify,a CSSA household shouldhave metALL of the following criteria:
as at 1 July 2016, the householdwas receiving CSSA and was a tenant of private housing; and
as at 1 July 2016, the monthly rent payable exceeded the maximum rent allowance under the CSSA SchemeNote.
Note: The maximum rent allowance is determined by the number of eligible members in a CSSA household. In case of any change(s) in housing circumstances (such as monthly rental), the CSSA recipients concerned should report the change(s) to the relevant social security field unit as soon as possible.
Payment of Subsidy
The CSSA recipientsconcerned are not required to submit applications. SWD will identify eligible CSSA householdsaccording to their previously reported rental information.
Each eligible one-person CSSA household will be provided with a one-off subsidy of $2,000 and two-or-more-personCSSA household will be provided with a one-off subsidy of $4,000.
The subsidy will be deposited into the eligible CSSA recipients’ bank accounts for CSSA payment from late November 2016onwards. The payment arrangement will be completed within a year upon the announcement of the extension of the programme.
Any subsidy certified by SWD asoverpayment will have to be paid back.
