SUBJECT:Delegation of Authority, Wildland Fire Decision Support System (WFDSS)

WildlandFire Decision Support System (WFDSS):
I am delegating you the authority as Acting District Ranger to approvethe Periodic Assessment throughout the life of an approved Wildland Fire event. This delegation of authority will remain in effect until rescinded in writing, or re-delegated at a future date. You will have the authority and responsibility to approve the Periodic Assessment for any pre-approved Wildland Fire managed within the boundary of the Lochsa Ranger District. This delegation is only for the Periodic Assessment, and does not include the decision authority for approval of an initial WFDSS Response Level (RL) 1, RL 2 and/or RL 3decision. I, or a designated alternate Line Officer, will retain authority for approval WFDSS RL 1, RL 2 and/or RL 3. I am delegated the authority for approval of incidents on the Lochsa RD where fire management costs are not estimated to exceed 2 million dollars. If I am not available, authority for initial certification of the WFDSS decision will go to an alternate District Ranger (Chad Benson-Powell, Kara Chadwick-Palouse, Joe Hudson-Moose Creek), Forest Supervisor, or one of the designated forest staff officers.
This responsibility delegated to you requires maintaining an awareness of the existing and potential fire situation on the district and maintaining contact with the assigned Incident Commander and/or Fire Use Manager, the District Duty Officer, as well as the Zone Duty Officer. In the event you become unavailable, it is your responsibility to contact and fully brief the next available Acting District Ranger and ensure the assigned Incident Commander and/or Fire Use Manager, and District Duty Officer is informed of the transition.
Please ensure that you understand and are familiar with wildland fire policies and procedures as outlined in the Guidance for Implementation of Federal Wildland Fire Management Policy, Federal Wildland Fire Policy, the appropriate Wildland Fire Use guidebooks, the Interagency Standards for Fire and Fire aviation Operations (red book), Forest Service Manual 5130, as well as the Clearwater/Nez Perce Fire Management Plan. In addition, be cognizant of the direction for addressing firefighter and public safety as well as cost containment issues. If there is not a designated acting District Ranger available to make this approval, the approval will be accomplished at the next higher level in the organization.
