  1. Venue of the Fourth Forum:

The Fourth Forum of Confidence and Security Building Measureswill be held from November 15 to 16, 2010, in Lima, Peru. Sessions and meetings will take place at the CarlosGarciaBedoyaBuilding, located at Jirón Lampa 535, Lima 1, Peru.

Registration of participants will begin at 8AM of Monday the 15th of November at the rotunda of the CarlosBedoyaBuilding.

The inaugural session will be held on Monday, November 15, at the CarlosGarciaBedoyaBuilding.

These rates do not include the 19 percent General Sales Tax (IGV) or the 10 percent service charge. Participants may obtain an exemption from the IGV by presenting their passports.

To confirmroom reservations, participants must complete the ACCOMMODATIONS AND TRAVEL INFORMATION form (See Attachment I) and forward it to the corresponding e-mail address of the selected hotel. Please forward an additional copy to the National Coordinator

In order to apply the above rates, reservations must be submitted, without exception, by NOVEMBER 7, 2010.

Participants will have to cover their own expenses. Additional charges, such as hotel restaurant and bar expenses, mini bar refreshments, and telephone and laundry service, must be paid directly to the hotel.

  1. Air transportation:

Delegates are advised to book their round-trip flights directly with the airlines or their travel agents as far in advance as possible.

  1. Requirements for entering and leaving the country:

To enter Peruvian territory all participants must show at the point of entry a valid passport. Those participants who require a visa to enter Peru must contact the Peruvian Embassy in their respective countries or the nearest consular office.

An airport tax (TUUA) must be paid upon leaving the country through the “Jorge Chavez” InternationalAirport. The tax is currently US$ 31.00, or the equivalent in nuevos soles, and is levied on all passengers.

  1. Transportation:

The Peruvian Government will provide transportation only from the Roosevelt Hotel to the event’s venue and vice versa. If you are staying at a different hotel you must make your own arrangements to meet the rest of the participants at the Roosevelt Hotel or go directly to the event’s venue.

Transportation from the airport to the Hotels will be the participant’s responsibility. We highly recommend all participants to take the airport’s official taxis only. The approximate rate for this service is US $15.

The registration form (See Attachment II) must be filled out and forwarded to the General Secretariat of the OAS no later than November 5, 2010, to facilitate registration activities. Late registration for official delegations will take place in Lima from November15 to 16, 2010 at the CarlosGarciaBedoyaBuilding.

In Lima, delegations will also be issued identification badges, which, for security reasons, must be worn for all functions related to the Forum. Participants are asked to provide a copy of their official credentials when registering.

  1. Languages and working documents:

All Forum sessions will be conducted in English, Spanishand Portuguese. Simultaneous interpretation will be provided in these languages. The delegations are urged to download all Forum related documents from the following Website: strictly necessary documents will be printed at the Venue.

  1. Currency:

The Peruvian monetary unit is the Nuevo sol. The average market rate is S.2.76 to the U.S. dollar. There are no restrictions on exchanging currency, although it is preferable to do so at hotels, banks, or any of the many currency exchanges that operate in the city. U.S. currency is generally accepted at most commercial establishments.

International credit cards are accepted by most hotels and businesses.

  1. Useful information:

a. Hours:

Local banks are open from 9:00 a.m. to 6:00 p.m., Mondays through Fridays, and from 9:00 a.m. to 1:00 p.m. on Saturdays.

Businesses (stores in general) are open from 10:00 a.m. to 9:00 p.m., Mondays through Saturdays (Shopping centers are even open on Sunday.).

Most government offices operate from 8:30 a.m. to 5:30 p.m., Mondays through Fridays.

b. Weather:

At the time of year the Forum meets, the average temperature in Lima is approximately 16º C (68º F).

The climate of the capital city is not rainy but it is very humid.

c. Electricity:

The electrical current is 220 volts AC and 60 cycles. Most 4- and 5-star hotels also have 110-volt outlets.

d. Local time:

The time in Peru time is Greenwich Mean Time minus five hours (GMT-5).

e. Area Code: + (51-1).

f. Smoking restrictions

Under recent legislation, it is not permissible to smoke anywhere at the Forum venue. A similar restriction applies in hotels and some restaurants and bars.

g. Health considerations

Although tap water is potable, delegations are advised not to drink it. Bottled water is recommended.
