0102.03 BUSINESS ARISING FROM THE MINUTES:0102.04 MINUTE NO. 0012.04: GERALDTON-MOUNT MAGNET ROAD – WICHERINA RAILWAY CROSSING
Council directed the Chief Executive Officer to investigate further what Main Roads WA intend to do with the Geraldton-Mount Magnet Road Wicherina railway crossing.
0102.05 MINUTE NO. 0012.05: WARREN ROAD – PROPOSED WORKSThe Chief Executive Officer advised Council that land acquisition is not necessary. It is a priority to build up the Wooderarrung creek and crossing for protection. The Chief Executive Officer to approach Main Roads WA and apply for a 80 – 90km per hour speed limit up to the outskirts of the town.
Councillor F Newman enquired if there were any Native Title issues related to the reserve that borders the road. The Chief Executive Officer advised that this was a possibility.
0102.06 MINUTE NO. 0012.07: RECREATION CENTRE – SAFETY RAILSThe Chief Executive Officer advised that staff had been requested to erect safety rails.
0102.07 MINUTE NO. 0012.19: MULLEWA REFUSE SITE – CONDITION OFCouncillor Thurkle enquired about the possibility of placing the green waste on top of domestic waste to attempt to prevent the rubbish from blowing. The Chief Executive Officer advised that as a result of Department of Environmental Protection conditions/regulations, it is a requirement to have a separate green waste section at the refuse site.
The Chief Executive Officer confirmed that new fencing and tip face work is currently in progress. The Chief Executive Officer was directed to discuss with Manager Health/Building strategies to clean up the tip.
Councillor Wainwright suggested that the tip be monitored for a period of time to ascertain where/why the rubbish is being dumped at the tip.

0102.08 MINUTE NO. 0012.34: GERALDTON-MOUNT MAGNET ROAD – OVERTAKING LANEThe Chief Executive Officer advised that this matter was raised with the then Minister for Transport Criddle. As no reply has been received the matter will be followed up in correspondence.
0102.09 MINUTE NO. 0012.35: NANGETTY-WALKAWAY ROAD – MAIN ROADS WAThese matters were referred to Hon M Criddle during his visit to the Mid West including the stretch of road along the front of “Redlands Butler Co” property on the Geraldton-Mount Magnet Road. A response has not yet been received.
The Chief Executive Officer was directed that with the change of government, a letter should be sent to the new Minister for Planning and Infrastructure, Hon A MacTiernan, requesting her to meet with Council regarding these issues, as well as the proposed work on Wubin-Mullewa Road.
Councillor L Newman suggested that the size/number of trucks that use the Wubin-Mullewa Road be stressed to the Minister.
0102.10 MINUTE NO. 0012.36: MULLEWA POLICE PATROLS – 4 WHEEL MOTORBIKESThe Shire President informed Council that the Acting Sergeant advised that it is the responsibility of the local police to advise the Safer WA Mullewa Local Committee that they will use motorbikes to patrol the streets, however this cannot be done until a sergeant is placed in Mullewa permanently.
Councillor Wainwright enquired about the redirecting of phone calls to Geraldton and was advised by the President that phone calls to the Mullewa Police Station are now redirected to a CDMA phone that is answered by the local police.

0102.12 BUSINESS ARISING FROM THE MINUTES:0102.13 MINUTE NO. Y0102.02: YOUTH DEVELOPMENT OFFICER’S REPORT
Councillor Thomas informed Council of matters that were discussed at the Committee meeting. These included:
· The expiry of the building lease is approximately August 2001;
· The YDO is experiencing problems with the sound system;
· YDO does not have an appropriate first aid certificate and this effects some outings/excursions;
· The Drop-in Centre received a donation of a table tennis table.
· Councillor L Newman advised that in conjunction with Christian Bros Agricultural School the Youth Development Officer, using Shire equipment, will be conducting a Clean Up Australia Day concentrating on town streets. This will be followed by a swim and barbecue at the Swimming Pool. The Chief Executive Officer was requested to raise the issue with the Youth Development Officer on 22 February 2001.

0102.14 YOUTH DEVELOPMENT OFFICER – REVIEW OFThe meeting was made aware by the President that a review of the probationary period of the Youth Development Officer, Mr Watt, is occurring shortly.
The Chief Executive Officer will undertake that review and decide on Mr Watt’s suitability for permanence.

· A quote be obtained from an appropriately qualified builder to undertake works in accordance with the structural report as provided by the Mullewa Day Lodge including such other matters which, in the builder’s opinion, may be necessary to ensure preservation and/or restoration of the building.”

Councillor F Newman informed Council that the Masonic Lodge members request that a simple handing over ceremony with Mr George Barnetson and The Lodge Secretary where the Title Deeds will be passed on to the Council.
Council determined it appropriate to conduct the proceedings after the Council meeting on 21 March 2001 at 5:30pm and to invite the two Masonic Lodge members to join Council in the welcoming of new residents function also to be held that evening.

· Public tenders be called for the construction of a duplex dwelling consisting of two x two bedroom units on Lot 1 Burges Street Mullewa,
· The Chief Executive Officer examine the Memorandum of Understanding and have it prepared for signing at such time as the Council determines to proceed in this matter, and
· A financial plan be provided showing the capital cost with the development of Lot 1 and construction under this program, the amount of monies to be borrowed, Council’s contribution and the estimated period over which a return will be realised.
All of the above information is to be presented to the Council through this Committee in the March meeting for final determination.”

Councillor Thomas reported that she has made contact with the Pindar Progress Association for information to support its request for road name changes. Information obtained was:
· Williams Road East change to Sandy’s Road – sentimental reasons
· Curara Swamp Road – Association was unaware of the existence of the swamp parallel to the road, and
· The Association was also unaware that the east section of Fegan Road is apparently already named Small Road, as depicted in a tourist map that Mr George Barnetson purchased.
