INTRODUCTION

This position is located in the KIC Tribal Health Clinic in Ketchikan, Alaska. This facility provides outpatient medical, dental, pharmaceutical, and social services care to the Indian and Alaska Native population in the Ketchikan Gateway Borough including Saxman.

The purpose of this position is to provide the full range of supervisory and administrative duties in support of the medical social work services for the clinic and Bureau of Indian Affairs (BIA) programs within the Tribe. Ensures a high level of compliance to accreditation standards and Total Quality Management principles. Serves as a key member of the KIC Clinic management team.

MAJOR DUTIES

Supervises all Behavioral Health Department staff, including evaluation, direction, and discipline/reward, as necessary in both IHS and BIA funded positions. Provides social work services to the beneficiary population.

1.Provides outpatient counseling and casework service for beneficiaries to assist them in solving or alleviating personal, emotional, and environmental problems which retard or prevent patients and their families from attaining optimum health.

  1. Provides case consultation to medical providers and other ancillary staff.
  1. Assigns tasks to employees in the Behavioral Health Department of the clinic.
  1. Coordinates medical, psychological, and socio-economic services with other clinic departments to maximize care and services for the clients.
  1. Through job planning with social agencies and related services throughout Southeast Alaska, provides related services to coordinate with medical social program planning for maximum benefit of beneficiaries.
  1. Develops and maintains cooperative relationships with all agencies concerned in the community of Ketchikan, including the appropriate Native organizations and leaders.
  1. Where indicated, participates in surveys and research projects intended to improve health services to Natives.

  1. Prepares and maintains medical social records covering casework, research, program development, etc. Prepares and maintains statistical and narrative reports of medical social activities and developments for use in program planning, evaluation, and research.
  1. As part of medical care, coordinates the social work efforts with those of their professions, and with both the immediate and long-term aims of the total program.
  1. Works with variety of disciplines in contract hospitals, State Public Health nurses, and with other PHS field workers to integrate social service into the total health program.
  1. Participates in collaborative research and evaluation of social work programs with State, Tribal, and/or National organizations.
  1. Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge and educational preparation in the theories, methods, practices in administration of a health care delivery system.

Knowledge of medical social work principles and practice including psychosocial assessments, mental health evaluations, and discharge plans.

Knowledge of the organization, function and operations of the activity services and higher management directives.

Knowledge of word processing and spreadsheet computer application skills

Knowledge of office equipment and limited maintenance

Skill in writing as would be required reports, plans, grants proposals, program justifications, etc.

Ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to management problems

Ability to communicate professionally over the telephone and in person in a positive and clear manner.

Ability to manage simultaneously multiple tasks, including telephone, computer operations and in-person visits.

Ability to be flexible in order to perform at the highest level as a team player

Ability to utilize maximum degree of professionalism and diplomacy with those who may be experiencing a high degree of stress both mentally and/or physically (for both patients and co-workers).

Ability to work independently with minimal supervision and able to prioritize assignments.

Ability to maintain confidentiality of all Clinic operations and staff.

EDUCATION

Master of Social Work Degree or equivalent from an accredited school.

EXPERIENCE

Experience in development and continuity of a social services/medical social work component, which includes: medical terminology, medical/social assessments, consultation for medical and other related professional person.

Progressive responsible administrative/management work that indicates ability to acquire the particular knowledge and skills needed to perform duties of this position.

Minimum three years supervisory experience.

PHYSICAL DEMANDS

The work is mostly sedentary with some walking, climbing of stairs, carrying of files, or other documents and light supplies, bending and stooping to perform filing.

WORKING CONDITIONS

Work is performed in a small office with limited storage, filing and workspace. People asking questions/directions frequently interrupt incumbent. Some work is performed in conference rooms and at photocopy/fax machine.

WORKING ENVIRONMENT

The environment involves the usual risks and stress of an office environment within an ambulatory health care facility. The employee may be exposed to communicable diseases. Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members.
