- Complete and submit Form EC-06
- Complete and submit Form EC-13A (if the tank emissions include Hazardous Air Pollutants (HAPs))
- Complete and submit Form EC-08 (if there are fuel combusting heaters associated with this tank)
- Attach the printout from the TANKS program.

Note that certain tanks are insignificant activities under Minn. R. 7007.1300 and it may not be necessary to calculate emissions from these sources. For example, gasoline storage tanks with a combined total tankage capacity of less than 2000 gallons represent an insignificant activity which is not required to be listed in a permit application. Refer to the instructions for Form IA-01 for further information.
The calculations of emissions from storage tanks are complex. Use the program TANKS 4.09 (or a more recent version) to calculate the emissions. TANKS 4.09 can be downloaded from the U.S. EPA Technology Transfer Network (TTN) bulletin board system through the Internet. The Internet address is
1a)AQ Facility ID No. -- Fill in your Air Quality (AQ) Facility identification (ID) Number (No.).This is the first eight digits of the permit number for all new permits issued under the operating permit program.
1b)AQ File No. -- Fill in your AQ File Number. This is the first group of characters in your current Air Emission Facility Permit. For example, for permit number 1899AB-93-OT-1, the AQ Facility ID number would be 1899AB.
2)Facility Name -- Enter your facility name.
3)Tank Identification Number -- Fill in the identification number of the tank. Obtain this number from Form GI-05C. NOTE: If you are using this form for Registration Permit Option D, you did not fill out a Form GI-05C; instead, just provide an identifying description of the tank.
4)This is a..: Indicate the type of tank (vertical fixed roof, horizontal fixed roof, internal floating roof, or external floating roof)
5a) – 6) apply to Fixed Roof Tanks (Vertical or Horizontal) only
5a)Unlimited Emissions, lbs/yr -- Fill in the uncontrolled emissions calculated by the TANKS program, for standing losses and working losses. Add them to obtain the total losses.
5b)Unlimited Emissions, tons/yr -- Fill in the uncontrolled emissions in tons per year by dividing column 5a) by 2000, for standing and working losses. Add them to obtain the total losses.
5c)Limited Emissions -- [Skip this item if using this form for Registration Permit Option D.]
The Limited Emissions are determined by using the TANKS program and taking into account all limitations on operation of the source you are proposing to comply with in this application. These limitations include limits on the amount of tank throughput, for example. Fill in the numbers from the TANKS program for standing and working losses, and add them to obtain the total losses.
Be sure to include all proposed limitations in item 6) and on Form CD-01.
5d)Actual Emissions -- If this is an existing unit and historical records exist, determine actual emissions by using the TANKS program and the average of the previous two calendar years of usage data. If this is a new unit or no records exist, use the TANKS program and a reasonable estimate of the tank’s actual throughput. Report actual emissions in tons/year.
6)Operating Limitations–Enter the limitations used to calculate the Limited Emissions in item 5c).
7a) – 8) apply to Internal Floating Roof Tanks only
7a)Unlimited Emissions, lbs/yr -- Fill in the uncontrolled emissions calculated by the TANKS program, for rim seal losses withdrawal losses, deck seam losses, and deck fitting losses. Add them to obtain the total losses.
7b)Unlimited Emissions, tons/yr -- Fill in the uncontrolled emissions in tons per year by dividing column 7a) by 2000, for rim seal, withdrawal, deck seam, and deck fitting working losses. Add them to obtain the total losses.
7c)Limited Emissions -- [Skip this item if using this form for Registration Permit Option D.] The Limited Emissions are determined by using the TANKS program and taking into account all limitations on operation of the source you are proposing to comply with in this application.
