Introduction:

Private career colleges are by far the fastest growing provider of higher education services in Virginia. From 1990 to 2000, enrollment in private career colleges grew 14 times faster than enrollment in public four-year colleges and universities, and 28 times faster than enrollment in community colleges.

One reason for this extraordinary growth is that private career colleges provide education and training programs that are specifically geared toward meeting the needs of today’s rapidly evolving economy. Nationally, these institutions graduate half of the technically trained workers who enter the U.S. work force. In Virginia, they are responsible for producing virtually all computer maintenance and support technicians and almost half of all electrical engineering technicians.

This study, commissioned by the Virginia Career College Association (VCCA), provides an empirical “snapshot” of Virginia’s private career institutions. The data used in this analysis are taken from the U.S. Department of Education’s Integrated Postsecondary Education Data System (IPEDS). In the pages that follow, data profiles are provided for those VCCA member institutions that reported data to IPEDS for academic years 2000-01 and 2001-02, as well as an aggregate data summary for all Virginia private career colleges.

These data show that:

  • VCCA institutions provide a broad range of educational programs and services and offer a wide array of degree options, including Masters, Baccalaureate, Associates, and certificates.
  • In 2001-02, private for-profit institutions in Virginia had enrollments of 17,174 fall headcount students and 15,216 full-time-equivalent (FTE) students.
  • Reporting VCCA institutions educated 12,396 fall headcount students and 10,982 full-time-equivalent (FTE) students in 2001-02. Of these students:
  • 70 percent were between the ages of 18 and 29,
  • 55 percent were women, and
  • 52 percent were minorities of African, Asian, Hispanic, or Native-American descent

  • VCCA institutions awarded 30 baccalaureate degrees, 1,674 associate’s degrees, and 2,568 certificates during the 2000-01 academic year. The majority of these degrees and certificates were in:
  • computer and information sciences, and support services (1,056),
  • personal and culinary services (303)
  • engineering technology/technicians (1,171),
  • health professions and related clinical sciences (1,027), and
  • business (632).
  • In 2000-01:
  • 47 percent of VCCA students received federal financial aid (average award $1,854), and
  • 81 percent of VCCA students took out loans to fund their education (average loan amount $4,689).
  • The data also show that, on average, students in Virginia’s for-profit institutions spent $977 dollars in 2001-02 on books and supplies. Unlike students in public and private non-profit institutions, students in private for-profit institutions are required to pay state sales tax on their purchases of books and supplies. In the aggregate, that means that in 2001-02 private for-profit students were required to pay approximately $637,000 in sales tax that students in other Virginia higher education institutions were not required to pay.

In some instances, institutions reported data to IPEDS on some, but not all, of the characteristics included in the institutional data profiles. Where that occurs, the data are listed as “Not Reported.”

Conclusion:

As discussed in the introduction to this study, private career colleges are by far the fastest growing provider of higher education services in Virginia. The data presented here, in combination with other factors, provide at least two reasons to believe that this trend is likely to continue into the immediate future.

The first reason has to do with Virginia’s projected demographic trends. According to the U.S. Census Bureau, between 1995 and 2025 Virginia will rank 8th out of the 50 states in net population growth. Focusing on the current decade, the graph below shows that:

  • The number of 18 to 24 year olds in Virginia is projected to increase by 107,334 (or 16 percent) statewide between 2000 and 2010. This age group drives 48 percent of VCCA enrollments.
  • The number of 25 to 29 year olds is projected to increase by 50,331 (or 11 percent) over the decade. This age group drives 22 percent of VCCA enrollments.
  • In contrast, the number of 30 to 39 year olds is projected to decline by 153,609 (or 13 percent) between 2000 and 2010. This age group drives 20 percent of VCCA enrollments.

The second reason to believe that private career college enrollments are likely to continue to increase sharply is that the educational programs offered by these institutions are likely to remain in high demand. For example, during the 2000-01 academic year:

  • 23 percent of the people graduating from VCCA institutions obtained a degree that prepared them to become a Database Administrator. According to the Virginia Employment Commission, between 1998 and 2008 that occupation is projected to be one of the fastest growing in the state, with employment increasing by 130 percent. Most of these openings will be concentrated in Northern Virginia. It is also significant to note that, on average, Database Administrators in Virginia earn over $56,000 a year.
  • 25 percent of the people graduating from VCCA institutions obtained a degree that prepared them to become an Electrical/Electronic Engineering Technician. Between 1998 and 2008, employment in that occupation is projected to increase by 25 percent in Virginia, with most openings again concentrated in Northern Virginia. On average, Electrical/Electronic Engineering Technicians in Virginia earn over $42,000 a year
  • 15 percent of the people graduating from VCCA institutions obtained a degree that prepared them to become a Medical Assistant. Between 1998 and 2008, this occupation is also projected to be one of the fastest growing in the state, with employment increasing by 65 percent. Most of these openings will be concentrated in Northern Virginia, Tidewater, and the Richmond metro area. On average, Medical Assistants in Virginia earn over $22,000 a year.

In sum:

1)because Virginia is projected to experience above average increases in population, particularly in the 18 to 29 year old age cohort that drives 70 percent of VCCA enrollments, and

2)because VCCA institutions specialize in providing educational programs that prepare students to quickly enter lucrative occupations in which employment is expanding rapidly,

it is reasonable to expect that over the foreseeable future VCCA institutions will continue to experience significant enrollment growth.
