Orem City Council met in regular session January 7, 1963, at 7:00 p.m. in the Council Chambers. Present were Mayor G. Milton Jameson, chairman; Councilmen Earl Wengreen, Alvin Rowley, Laird Billings, Harley Gillman, and Lowell Thomson; City Manager Bennie Schmiett; Attorney H. Vern Wentz; Engineer A. E. Meeting opened with prayer by Harley Gillman.

Niels Rasmussen and Charles Hardman met to discuss obtaining an area for training the Sheriff's Jeep Patrol. Niels Rasmussen reported the County would give some financial support, and suggested leasing the area at the upper end of the Taylor Farm. It was decided the City Manager, City Engineer and Planning Consultant determine if the City owns the area discussed.

Mrs. Donna Little inquired if 400 South from 400 East to 800 East is set up in District J for a sidewalk for the school children. Mayor Jameson stated "No, it will be in another district."

Mrs. Little asked if the home owners could put a sidewalk on the north side or the City provide some place for the children to walk.

The Council asked that Martell Keetch, Street Superintendent, investigate the possibility of grading and packing a walk area right away.

Glen Case, Water Superintendent, inquired if he may remove the 450 feet of 18 inch and 22 inch pipe that was used from Well No. 2 to supply water to Columbia Geneva Steel and use for a drain line from the water tank, and purchase other pipe for Well No. 2 when needed. It was decided to make further study of the proposal.

The Public Hearing on Special Lighting District 5 convened at 8:00 p.m. Robert Grofe stated that the majority of the people in favor of an improvement will do nothing, not realizing that some people will be protesting. Printed protest forms had been passed out to people who signed although they were actually for the project. The people had also been misinformed and the lighting is residential and will not be like the Whiteway lighting. Mr. Grofe stated that he is willing to assume his share of the cost of corner lot adjustments.

Attorney Wentz stated that the Board of Equalization can make adjustments considered fair and equitable.

Utah Power and Light Co. representative, Mr. Millward, stated that the cost of construction of the project is $125,000 that the people are charged $1.00 per steel pole and $2.50 per light but Utah Power and Light maintains the system. That 4,000 lumen lights are being installed instead of the 6,000 lumen recommended by the Illuminating Engineering Society, a non-profit organization.'

Ray Loveless stated he feels the lighting is being forced on them.

Eugene Backus stated that the people on Center Street do not want lighting.

Mayor Jameson stated that the percentage of the written protests will be computed and results given.

Oral Comments Job #2: Fred Fielding stated he is representing the Veterans Council. Four years ago the Council approved expenditures to pave the parking area for the Veteran's Memorial. The entrance to the parking area had also been paved. Mr. Fielding stated he felt it is foolish to replace this paving with curb, gutter, and sidewalk.

Tom Reese asked if it would be possible to break the area into several districts. He owns 1000 feet from 400 South to 800 South; also an irrigation ditch will have to be covered.Mr. Reese stated it would be too costly and not worth it. There is no use for the improvement now.

MiltonJohnson stated people walk on his sidewalk; he feels others should share expense and put in sidewalks and streets, and feels it unfair to allow people to let debris, etc. collect on State Street.

Oral Comments Job #14: Sam Doxie, 950 South Main, stated he lives at the base of the hill. If the improvements go in, his home will be six inches to one foot below the sidewalk. Also, the irrigation ditch is in front of his property.

City Engineer Carlson stated there are other problems involved. Water and sewer lines may have to be lowered.

RichardBrewer asked what the City will do about the irrigation ditch as it had been lowered once. Councilman Billings stated it would be piped and provisions made for water users to obtain their water.

Oral comments Job #69: Mrs. Ralph Dixon, 686 East 400 north, stated she understood one lot had been left off the Notice of Intention. She objected to leaving out a portion of sidewalk, curb and gutter. The Engineer stated that all lots are included in the area and no portion left out.

Mrs. Dixon also stated theprevious City Engineer had permitted curb, gutter, and sidewalk construction to be irregular, that some improvements protrude into the street. Mayor Jameson stated that some of these developed areas may have to remain as they exist leaving winding streets. All possible is being done to eliminate such problems.

Motion was made by Lowell Thomson to accept the subdivision ordinance as prepared by Dale Despain and approved by Attorney Wentz. The motion was seconded by Laird Billings and passed unanimously.

Motion was made by Harley Gillman to authorize Dale Despain to complete the Major Road Plan to the extent of $500.00 to be paid through 1963-64 budget. The motion was seconded by Alvin Rowley and passed.

Motion was made by Earl Wengreen to authorize the City Manager to attend the City Managers' Convention at Page, Arizona, February 7-8, 1963. The motion was seconded by Alvin Rowley and passed.

Motion to authorize the City Manager to ask for bids on Tax Anticipation money to 6-30-1963 in the amount of $100,000.00, was made by Alvin Rowley. The motion was seconded by Earl Wengreen, and passed.

Motion was made by Lowell Thomson to authorize all who can go to attend the Municipal Seminar to be held at BYU January 19, 1963. The motion was seconded by Laird Billings and passed.

City Manager Schmiett reported that John Lewis wants to purchase the granary on the Taylor Farm. John Stratton will submit bid for the spray wagon.

Mayor Jameson read a letter from Clive Pulham asking permission to rent the old house on the Taylor Farm for $25.00 per month to be used for transient labor. The Council decided to rent the house to Mr. Pulham provided he would fix it up at his own expense.

The Council authorized the City Manager to issue a memorandum to all city employees that those moving City property to their own premises are subject to discharge.

Motion was made by Lowell Thomson to transfer training funds from the Civil Defense Budget to the Police Budget to be used for Fire Department Training. The motion was seconded by Earl Wengreen, and passed unanimously.
