Terms of Reference TOR (V.RMH.0057)

This TOR document is seeking proposals from suitably qualified and experienced providers to identify opportunity spaces for Australian Red Meat Industry relating to new Delivery business models and services. Expertise in supply chain distribution, packaging, marketing, consumer science, digital framework, food science/technology and disruptive business model and value chain designs is highly sought. As this project forms part of a broader suite of initiatives aimed at equipping wider Australian red meat industry with tools needed to instigate innovative developments in order to increase value-addition to the red meat industry, providers should be able to clearly provide directives on potential industry opportunities by exploring the potential routes and services for delivery for red meat products in a relatable format to a broad range of stakeholders (e.g. operations, research and development, distributors, business and strategic marketing, start-up enterprises). A clear output from the project will be to focus and conclude with specific recommendations for how the red meat sector could look to capture high value opportunity from these trends with the aim for project outputs to lead directly into investable opportunities to explore with industry partners. (that is, we do not simply want a generic reinstatement of the trends).

Background

The Australian red meat industry is currently highly reliant on commodity-based products. However in order to stay competitive, the red meat industry needs to capture value-addition by diversifying product range and services beyond the current commodity-based offerings. MLA has identified a range of mega trends and growth opportunities to value-add and drive innovation in the red meat sector. In order to support MLA’s initiatives to grow red meat demand and capability in converting insights into actionable innovation, a scoping paper on specific emerging trends and potential opportunity spaces for Australian Red Meat industry is requested. “Delivery 2.0” and terms such as “the last mile” has been identified as one of these emerging trends to provide consumers with products via non-conventional methods (e.g. Uber, Amazon Food, Deliveroo etc.) to current modes for traditional red meat services.

Delivery of services, goods and products is constantly evolving with technological advancement driven by societal expectations. The Internet-of-Things (smart watches/fridges/TVs, Amazon Shop), augmented reality (e.g. virtual billboard supermarkets), technological advancements (e.g. drones, vending machines) and shared services (e.g. Uber, AirBnB) have disrupted traditional delivery and receival of goods beyond physical shopping locations. Consumers no longer need to physically assess goods in order to purchase. Transactions are increasingly becoming more digitalized and personalized to individual needs, wants and/or lifestyles. This represents an opportunity to innovate for Australian red meat industry.

“Delivery 2.0” Scope

Understanding the consumer and market situation and emerging technologies is a fundamental process to determine “desirable-viable-feasible” criteria of “what’s the job to be done”. The ultimate purpose of this insights2innovation project is to provide relevant, relatable, succinct, evidence-based information on various aspects of the delivery model in order to equip red meat industry with the knowledge required to identify strategic portfolio of growth opportunities. MLA Donor Company will then seek to engage with industry to collaborate with customised innovative products/services/delivery modes/packaging that meets the needs of this mega trend as part of innovations for “2morrows’ foods program”.

This could include (but is not limited to) key delivery trends relating to other sectors, available in Australia compared to overseas markets. It should also include a comprehensive assessment of support required at various stages of the value chain. An initial fast facts overview providing a snap shot of key findings is important to communicate the essence succinctly. However further explanation of key findings and suggestions/recommendations will also be required.

The Benefits

Communication of evidence-based trends and market insights to industry is a key component of MLAs digital strategy and Insights2Innovation program. Delivering easy to understand, evidence-based emerging “delivery” trends will:

A)  Provide a starting point to “bring to life” this mega trend to enable discussions between industry and partners and solution providers and contribute to creating an environment for ongoing collaboration of current and emerging solutions

B)  Stimulate a design led orientation to accelerate innovation

C)  Build a MLA service delivery platform that is valued by industry in communicating horizon of possible/plausible opportunities and growth areas that meet high value frontiers in growing demand for red meat.

We envisage this information will expose the Australian red meat industry to potential innovative opportunities enabling more strategic (“imperative to act”) conversations on scoping the problem and providing tailored solutions that better meet unarticulated consumer needs and transformational business model designs and leading edge science adoption.

Research Activities

The following activities are anticipated (but submissions may identify additional activities). Submissions that address all or specific components of this TOR will be considered. Once the successful tender(s) is accepted a consultancy agreement listing the agreed tasks and timeframes will be confirmed.

1. Present an outline on the approach to be used to collate the information. Include a draft template example for a potential module. Include in your submission the development time for completion of the ensuing module topics. / 28-Feb-17
2. Proposal received, reviewed and feedback provided by MLA / 3-Mar-17
3. If agreed, standard MLA terms and conditions consultancy agreement sent to consultant and once executed work to commence / 17-Mar-17
4. Interim progress report/workshop – consultant to present to MLA completed modules to confirm on track progress. Up to 20% budget payment to be made to consultant on successful delivery / 30-Apr-17
5. Final report and recommended opportunity spaces identified and next steps plan for investable innovation submitted to MLA. / 1-June-17

Project Budget

Maximum project budget is A$40,000.

Proposals

Solution providers/consultants are invited to submit proposals which outline:

·  Capabilities, skills and experience of proposed team in marketing, distribution, merchandising, commercialisation experience, design led innovation, converting trends/insights into tangibles, supply chain, value chain design, packaging science, IT, anthropology and food science with particular relevance to perishable and shelf-stable food products, as relevant to the project scope;

·  Demonstrated in-depth knowledge of application to practical uptake by cross-disciplinary industry(ies);

·  Experience in technology and science communication translation to broad audiences

·  Proposed approach to addressing all or parts of the terms of reference and method of delivery to achieve the objectives

·  Project timeline of activities and achievements, including major stages and milestones.

·  Indicative project budget for each component being addressed and identification and time/rate of personnel working on the project

·  Commercialisation plan for next steps (including if desired, Meat & Livestock Australia Donor Company (MDC) co-investment partnership with identified partner(s).
