Voluntary Furlough

Eligibility:

The College may implement such a plan if our agency funds are less than they were the preceding fiscal year or if the General Assembly or Budget and Control Board implement a midyear across-the-board budget reduction. The College may not enact a furlough program if the reduction is due solely to the transfer or deletion of a program.

Employee Eligibility:

All employees in FTE positions are eligible to participate. TERI employees are eligible to participate and the furlough period will not be considered a break in service, but this time will count as part of their TERI period (the up to 60 months). Faculty not working during the summer is not considered a furlough.

Employee Benefits during a Program:

·  An employee’s benefits will not be affected by participating in a furlough program, with the exception of receiving their salary.

·  The employee must make contributions that require only employee contributions (life insurance, dependent life, supplemental disability, deferred comp, foundation contributions, united way, etc.)

·  The College must make both the employee and employer contribution if coverage would otherwise be interrupted (for benefits that require both contributions – health, dental)

·  Employee will continue to earn annual and sick leave as if they were in pay status.

·  If a holiday falls during the furlough period, the employee shall be paid for the holiday

Length of Furlough:

·  An employee may furlough up to 12 workdays through June 30, 2009. This does not have to be taken consecutively and can be in full or partial days.

·  The College may decide that it cannot approve some positions for furlough, as in departments with limited staff or for faculty during class days.

·  Denial of an employee’s request to furlough is not grievable or appealable under the Grievance Procedure Act, however all decisions must be made in a non-discriminatory manner.

Other Implications:

·  An employee’s performance review date will not be adjusted, however the College should take into consideration an employee’s review date prior to approving a voluntary furlough, for evaluation meeting purposes.

·  An employee’s state hire date and continuous state service date will not be adjusted.

·  The employee will not be eligible to receive their salary during a furlough.

·  Faculty may not furlough on class, advising or registration days.

·  Staff may not furlough on days that are peak traffic times for their area (i.e. Student Affairs, Cashiers and Bookstore employees may not furlough during 1st week of classes or week preceding, Fiscal Affairs employees may not furlough during fiscal year closeout)

·  If the College implements a mandatory furlough during the same fiscal year, the days taken for a voluntary furlough will be counted towards the mandatory days.

Reporting Requirements:

·  Employees must sign a letter of agreement that documents the terms of the furlough and emphasizes the employee’s voluntary decision to request it.

·  Supervisors and Vice Presidents will have to approve request to insure adequate coverage of College operations.

As authorized in Proviso 89.113 of the 2008-2009 Amended Appropriations Act and in accordance with the SBTCE procedure 8-1-101.1 (Voluntary Furlough Program), Tri-County Technical College is implementing a Voluntary Furlough Program. This program allows FTE employees to voluntarily furlough up to 12 days.
