FIRE EMERGENCY PLAN

A) Purpose of FEP

Fire Emergency Plan (FEP) is a plan which contains information on types of fire safety measures that are provided for in designation premises & includes floor layout plans and Evacuation procedures. Since the implementation of the Fire Safety Act, it is a statutory requirement for owners of all the public buildings to prepare a FEP for their premises.

The owner of high-risk buildings or his designated official is responsible for the preparation and implementation of the FEP. Their availability during an emergency can make a difference to business in terms of damage caused by fires. The FEP should contain useful data / information of the premises and its operations. The fire evacuation plan is a step-by-step procedure for the occupants of the building to follow in the event of fire.

C) Actions to be taken in the event of fire

Coordinator:

·  Notify SCDF

·  Proceed to FCC

·  Mobilise Fire Fighting Team to investigate the situation

·  Isolate alarm bell

·  Announcement over the air that investigation is being carried out to verify whether there is a real fire and all occupants to standby

·  If FFT reports situation under control, announce over the air for all occupants to stay calm and standby for further instruction

·  If evacuation is necessary, coordinate evacuation by initiating various phases of evacuation

-  Evacuate occupants on fire floor first, followed by 2 floors above and below the fire floor, then the rest of the occupants

-  Monitor using building evacuation status chart

·  Report conditions of fire and number of persons missing to SCDF

·  Ensure keys are available and restore fire fighting systems where necessary.

Fire Warden:

·  Upon activation of fire alarm, check the sub alarm panel of the floor he / she is in charged.

·  Conduct physical check of the location indicated at the alarm panel.

·  Prepare for evacuation if fire is not on his floor.

·  Report to FCC if fire is on his floor and effect evacuation immediately

·  Check all rooms & evacuation everyone on his floor

·  Give attention to the disabled, children, and pregnant women.

·  Report to FCC once evacuation completed

·  At Assembly Area, conduct roll call using floor register & hand over to Chief Security Officer
