Continuous Improvement Plan for CPC08 Construction, Plumbing and Services and CPP07 Property Services Training Packages

The Continuous Improvement Plan for the Construction, Plumbing and Services and the Property Services Training Packages for the period December 2013 - December 2014has been informed by intelligence gathered by CPSISC over the previous 12 months from a variety of sources. These include the on-line Continuous Improvement Register, Environment Scan research, on-line surveys, industry meetings, interviews and workshops.

P170 / Redevelop qualifications framework for Building Surveying / Industry association and regulatory demand to update qualifications framework. / Diploma and Advanced Diploma of Building Surveying with new qualifications at Advanced Diploma and Graduate Diploma / CommencedAugust 2012. Extended consultation process now means endorsement in late 2014.
P144 / Revise plumbing and services sector qualifications and units of competency as required in expectation of the National Occupational Licensing System / Respond to COAG national licensing agenda and the anticipated introduction of the National Occupational Licensing System.
Awaiting decision-making process from either COAG meeting or Standing Council meeting.
Qualifications will be redeveloped to the Standards for Training Packages. / A number of Certificate III and IV level qualifications used currently for licensing. Some new units may be required to meet licensing requirements. Formal decisions have not been made under the COAG process / Commence any required work after a policy decision is announced. Timeline will depend on the extent of the required work.

Building Design and Access Consulting Vocational Graduate qualifications / Change the nomenclature of the Building Design and Access Consulting Vocational Graduate qualifications in order to comply with the Australian Qualification Framework (AQF) Second Edition, which no longer allows for Vocational Graduate Certificates and Diplomas within the endorsed qualification types. / Building Design and Access Consulting Vocational Graduate qualifications / CfE submitted for December 2013 NSSC meeting.

Cleaning and Carpet Cleaning Operations / Review and re-design of cleaning and carpet cleaning qualifications to meet Standards for Training Packages and respond to industry issues re the Certificate III in Cleaning Operations. / Redeveloped qualifications compliant with the Standards for Training Packages / Commence redevelopment December 2013 with endorsement in late 2014.
Pest Management / Review and re-design of Pest Management Certificate III to meet Standards for Training Packages / Redeveloped qualifications compliant with the Standards for Training Packages / Commence redevelopment December 2013 with endorsement in late 2014.
P129 / Revise property development, sales and management sector qualifications and units of competency as required in expectation of the National Occupational Licensing System / Respond to COAG national licensing agenda and the anticipated introduction of the National Occupational Licensing System.
Awaiting decision-making process from either COAG or Ministerial Council on Federal Financial Relations meeting.
Qualifications will be redeveloped to the Standards for Training Packages. / A number of Certificate IV and V level qualifications used currently for licensing. Some new units may be required to meet licensing requirements. Formal decisions have not been made under the COAG process. Other qualifications within this sector not used for licensing will be reviewed and redeveloped. Establish and address any gaps in strata management and facility management qualifications and repackage to make industry specific / Commence any required work after a policy decision is announced. Timeline will depend on the extent of the required work.
