Introduction

Thepurposeofthezoneistoprovideforstatehighwayandrailwaycorridorstobe:

•developedandusedforawiderangeofactivitiesassociatedwiththetransportationofpeopleandgoods

•usedasasingle,integratedtransportsystemoperatedbymorethanoneagency

•usedforinterimnon­transportrelatedactivitiesthatdonotunderminethefutureuseofthecorridorfortransportpurposes.

Thiszoneprovidestheflexibilityneededforthedevelopmentofthestatehighwayandrailwaycorridorsandforawiderangeofactivitiesfortransportingpeopleandgoods.Thezonealsoprovidescertaintyastotheactivitiesthatcanbeundertakenandassistsinplanningandinvestmentacrosstransportmodes.

Thezoningisthereforeappliedtolandthatcontainsstrategicinfrastructure,orwherethedesignationprovidesforsuchinfrastructure.MostofthezoneissubjecttodesignationsbyKiwirailandtheNewZealandTransportAgency.DesignationswillremaintheprimarymeansofmanagingandoperatingAuckland'sstatehighwayandrailwaycorridors.Ingeneralterms,theactivitiescarriedoutunderthesedesignationsarerestrictedtothecoreactivitiesassociatedwiththeindividualauthorities.

ByapplyingaStrategicCorridorzonetothesecorridors,provisionscanbeputinplacetofacilitatetheintegrateduseofthecorridorsasasingletransportnetworkandprovidemorecertaintyaroundservicesandactivities.Insomecircumstances,suchasstagedlandacquisitionforlong­termprojectsor,wherespaceallows,usingthelandfornon­transportactivitiesisequallyasappropriate.Thezoneprovisionswillprovidefortheseactivitieswhileensuringthecorridor'sprimarytransportfunctionisenabled.

Objectives

1.Railwayandstatehighwaycorridorsareusedsafely,effectivelyandefficientlyforthetransportationofpeopleandgoodsinanintegratedmanner.

2.Landidentifiedforrailwayandstatehighwaycorridorscanbedevelopedandusedfornon­transportrelatedactivitieswithoutunderminingthefutureuseofthecorridorfortransportpurposes.

3.Potentialeffectsofnoisemitigationmeasuresonadjacentdevelopmentaremanaged.

4.Anynon­transportrelatedactivitiesdonotgenerateadversereversesensitivityeffectsontheoperationofthecorridor.

Policies

1.Providefortheoperationalrequirementsoftransportactivitiesandarangeofappropriatetransportrelatedactivities.

2.Provideforwalkingandcyclingfacilitieswherefeasible.

3.Enablenon­transportrelatedactivitieswherethelandisnotimmediatelyrequiredfortransportpurposesprovidedthat:

a.buildingsandotherstructuresareofascaleanddesignthatiscompatiblewithsurroundinglanduses

b.thenon­transportrelatedactivitywillnotgiverisetoreversesensitivityeffectsthatwouldunderminetransportactivitiesinthezone

c.thenon­transportrelatedactivitiesdonotpreventthelandrevertingtoatransportusewhenrequired

4.Provideforworksandmeasuressuchasnoisemitigation,landscapingandartworksthatenhanceexistinginfrastructureandminimiseitsadverseeffectsonadjoiningdevelopment.
