Quantum in the Community Request for Proposals is an open solicitation.

Proposals will be received, reviewed, and announced the week of October 16, 2017.

In order to be guaranteed consideration for funding in 2017, your application must be received by Friday, August 18, 2017.

Introduction

What is Quantum Foundation?

Quantum Foundation is a private grantmaking organization that funds approved charities and certain government agencies in Palm Beach County, Florida. Quantum Foundation’s mission is to fund initiatives that improve the health of Palm Beach County. The foundation has assets of approximately $140 million and since its inception in 1997 has awarded over $125 million to hundreds of nonprofit grantees in Palm Beach County. Every dollar the foundation grants stays in the County to benefit local communities.

Better Engagement in Health

Individuals have the knowledge, resources and skills needed to make healthy choices and lead healthy lives. Health professionals have the skills and facilities they need to excel in their chosen fields.

Greater Access to Health Resources

Communities are encouraged to promote good nutrition and people have access to other resources in an environment that supports their optimal health. Neighborhoods have quality health providers and facilities.

Stronger Connections in the Health System

Organizations in the health system form new or stronger partnerships to solve problems. Innovation and collaboration is fostered to achieve sustainable results and when projects work, their model is replicated so the success can be shared on a larger scale.

We know that it’s impossible for people to lead healthy lives if their basic needs are not being met. So, in addition to our Regular Grants, every year we allocate funds for those nonprofits who meet the basic needs of the people of Palm Beach County...Needs like food, shelter, clothing and transport.

This RFP speaks to the Foundation’s emphasis on Basic Needs to Support Health. We are looking for solutions that address systemic issues directly impacting the health and wellbeing of communities in Palm Beach County.

Purpose of the Request

Quantum Foundation seeks to improve the quality of life for Palm Beach County residents by addressing urgent and basic human needs. The economic recession that began in 2008 continues to adversely affect many people in Palm Beach County. The inability to pay for such basic needs as food and shelter is creating enormous stress on individuals and families and on nonprofits in the region that are seeing client caseloads soar.

In Palm Beach County, individuals and families struggle to meet their own basic needs as evidenced by the nearly 100,000 request for assistance with basic needs fielded by Palm Beach/Treasure Coast 2-1-1 (a nonprofit call center providing information, crisis intervention, and referral to community services) each year. In 2010, nearly 50% of all callers requested basic needs assistance.

The Quantum in the Community initiative targets the need for essential safety-net needs, such as access to food, shelter, transportation, and emergency assistance for low-income and vulnerable individuals and families.

This RFP details requirements for program proposals within the basic needs area.

Quantum in the Community Initiative Fund

The Fund

This Initiative allows Quantum Foundation to provide support to small organizations addressing basic needs in Palm Beach County by providing general operating/program support.

The Quantum in the Community fund is available to nonprofit organizations, with revenues between $1 and $499,999. Applicants may use a fiscal agent, but the applying organization must have a separate board of directors and its own 501(c)(3).

Eligible Organizations

Funding will be provided to organizations focused on providing basic needs such as food, shelter, clothing, transportation, emergency financial assistance (for utilities, rent, etc.) and other necessities that impact the health and wellbeing of individuals, families, and communities.

To be eligible for a Quantum in the Community grant, an organization must meet these requirements:

1.  A 501(c)(3) IRS designation

2.  Annual Budget of $500,000 or less

3.  Must have been working in Palm Beach County for a minimum of six months

Funding Parameters

Successful applicants will share in a pool of $750,000.

Eligible applicants may request no more than $25,000.

No single organization will receive more than $25,000.

Award values will be based on the scope and value of the services provided.

General Information

Proposal and Review Process

1.  To apply to the Quantum in the Community fund, a nonprofit organization must submit a proposal using Quantum Foundation’s online grant application system, located on the Foundation’s website: www.quantumfnd.org.

2.  Proposals may only be submitted by nonprofit organizations which will be required to document their status as a public charity as described in sections 501(c)(3) and 5019(a)(a), (2), or (3) of the Internal Revenue Service Code of 1986.

3.  Proposals will be guaranteed consideration if submitted no later than 5:00pm on Friday, August 18, 2017.

4.  Quantum Foundation Grants Committee members and staff will review proposals based on the following review criteria:

·  Mission statement, and how it supports Quantum Foundation’s vision for the people of Palm Beach County to experience a better life through quality health.

·  Programs and services, and how the organization provides basic needs assistance to individuals and families in Palm Beach County.

·  Intended use of Quantum in the Community general operating support dollars (if awarded).

5.  Grant award notifications will be announced the week of October 16, 2017.

6.  Eligible applicants may request no more than $25,000. No single organization will receive more than $25,000.

7.  Grants awarded through the Quantum in the Community Fund will be limited to no more than 12 months in duration, but may be eligible for renewal.

Post-Award Expectations

Quantum in the Community Fund grantees will be required to provide the foundation with a simple programmatic report at the end of the grant period.

Grantees may also be required to participate in an evaluation of the Quantum in the Community Fund and its impact in the community.

Where appropriate, foundation staff may visit Quantum in the Community Fund projects during the grant period.
