Here, below, is a list of the points we would like you to clarify in order to provide us with more precise requirements of the Public Tender:

Item no 1. Bicycle, point 17:

Quote „The mudguard is entirely closed, and tubby both in the front and at the rear part, and has a surface of minimum 15 cm2for the design text.”

To be clarified:What does "entirely closed" mudguard mean? Different manufacturers use this term to mean different things.

We can offer different solutions, but need to know exactly what is needed so as to determine the costs.

ANSWER: By entirely closed we mean that it encompasses the tire so that the tire is protected and that the rear mudguard is closed in a way that it has a surface of min 15 cm2 for advertising purposes

Item no 1. Bicycle, point 5:

Quote “Headlight with a switch.”

To be clarified: latest bike-sharing systems have developed newsolutions with the hub dynamo where the user does not need to switch the light on. The light is automatically being switched on both during the night and daylight making it more safe at all times for the user. Additionally, as the standard in production is tending towards this style, an on/off option would be from an old system or would need to be redesigned, making it more costly. As such, how essential is the on/off option?

ANSWER: In case of the solution with hub dynamo the switch is not required. This will be changed in the technical specifications in the corrigendum.

Item no 2.2 Docking station - Central pillar/terminal:

Quote “large 17 " TFT touch screen, which serves as a map of the city/bike stations, gives users information about the system, and can be used as a billboard for advertising, information about the city and any other information to be displayed ”

To be clarified: latest bike-sharing systems rely on functionality rather than size whereas the precise size of the touch screen plays minor role. Size 17”is generally not to be cost effective as it is considered a "rare" or "off standard" size and as such suppliers produce them at a higher cost. This raises the price much higher than it is necessary. Current productions standards vary from 7” to 21”, 17" and 13" are "off standard" sizes, while 7", 10", 15" and 20" are more common from a manufacturing standpoint. The most important feature of the touch screen is to be functional, that it works properly, that it is vandal proof and weather resistant. Please confirm whether the size is considered essential or if a variant size can be offered, (preferable as most offers would have to make one-off adjustments to accommodate that and as such increase the price.

ANSWER: Due to some more research after your comment we have decided to reformulate this request. The minimum required size of the TFT touch-screen is 10’’. You can find the new specification in the corrigendum.

Item no 2.2 Docking station - Central pillar/terminal:

Quote: „Safety and reliability of the system proven byISO 9001:2008 quality certificate

To be clarified: What is ISO certificate being asked for, all points under Item no 2 or certain points only? (for the "whole" or the "parts").

ANSWER: ISO certificate is required for the entire point 2.

Forming of the Consortium

To be clarified: What are the forms within the tender documentation required under the scope of this tender in order to prove that the members of the Consortium are working together and have chosen one of the companies as a leader?

ANSWER: TENDER FORM FOR A SUPPLY CONTRACT must be filled in by each consortium member. Please follow instructions through tender dossier where it is clearly marked on how to proceed in case of consortium offer. As it is stated in the Instruction to tenderers document to be supplied in free-text format is power of attorney: «Duly authorised signature: an official document (statutes, power of attorney, notary statement, etc.) proving that the person who signs on behalf of the company/joint venture/consortium is duly authorised to do so.». Contract between consortium members is independent of tender and contracting authority and is not to be submited with consortium offer but it is entirely matter of consortium member.
