TOWN OF COPPER CANYON

REGULAR TOWN COUNCIL MEETING

MONDAY

OCTOBER 14, 2013

The Town Council of the Town of Copper Canyon will meet in regular session on Monday, October 14, 2013, at 7:00 p.m. in the Council Chambers at Copper Canyon Town Hall, 400 Woodland Drive, Copper Canyon, Texas, whereupon the following items will be considered:

I.  CALL TO ORDER

American Flag – I pledge allegiance to the Flag of the United States of America and to the Republic for which it stands, one Nation, under God, indivisible, with liberty and justice for all.


Texas Flag - “Honor the Texas Flag; I pledge allegiance to thee, Texas, one state under God, one and indivisible.”

II.  PUBLIC INPUT

Citizens can make comments to the Town Council during this section of the meeting agenda. We ask citizens who wish to speak on agenda items to sign in on the sheet provided on the table at the back of the Council Chambers. There is a 3 minute time limit for each citizen who wishes to make a presentation. Pursuant to State Open Meetings law, the Town Council cannot discuss or take action on items not posted on the Agenda. Therefore, the Council cannot take action on or discuss any issues or items brought up during public input.

III.  INTRODUCE HONORED GUESTS

IV. INVOCATION: Art McNeese, Senior Pastor of the Bridgeway Church.

V.  RECESS FOR RECEPTION: 1) Welcoming BRIDGEWAY CHURCH to the Town, 2) Honoring the Vickery Family for funding the new wastewater line to the Town Centers, and 3) Honoring Copper Canyon’s Neighborhood Watch Block Captain volunteers.

VI. RESUME THE REGULAR COUNCIL MEETING

VII.  EMERGENCY SERVICE DISTRICT (ESD) #1 UPDATE (Power Point presentation estimated to take approximately 10 minutes.)

ESD#1 Commissioners – President Jim Carter and Vice President Dr. Jay Haynes, M.D. will be making the presentation.

VIII.  MAYOR’S REMARKS

1)  Standard & Poor’s upgrades Copper Canyon’s financial rating two levels, from AA- to AA+.

2)  Update Denco 911’s performance.

3)  Update on Copper Canyon Road Construction

X.  CONSENT AGENDA

Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda so it can be considered separately and/or add any item to be considered as part of the Consent Agenda.

1.  Approve the September 2013 Financials

2.  Approve Bills to be paid

3.  Approve updated Budget Pro Forma through September 30, 2013

4.  Approve September 9, 2013 Minutes of Council Meeting

5.  Approve Final Plat of Lot 1A, Block A Hidden Creek Estates, 4.459 acres being an Amended Plat of Lots 1 & 2, Block A Hidden Creek Estates.

XI. ACTION & DISCUSSION ITEMS

1.  Public Hearing regarding proposed amendments to the Town Center portion of the 2004 Master Plan and all matters incident and related thereto.

2.  Discuss, consider and take action regarding amendments to the Town Center portion of the 2004 Master Plan and all matters incident and related thereto.

XII.  EXECUTIVE SESSION

The Town Council shall convene into a closed session pursuant to Texas Government Code Chapter 551, including, but not limited to, Sections 551.071, 551.072, 551.074 and 551.087 to discuss matters relating to consultation with Town Attorney, pending litigation, real property, personnel, and economic development negotiations as follows:

1.  Discuss and consider economic development incentives.

2.  Discuss and consider purchase, exchange, lease or value of real property for municipal purposes and all matters incident and related thereto.

XIII.  CONSIDERATION OF EXECUTIVE SESSION ITEM

The Town Council will reconvene into open session pursuant to Texas Government Code Chapter 551, including, but not limited to, Sections 551.071, 551.072, 551.074 and 551.087 to discuss matters relating to consultation with Town Attorney, pending litigation, real property, personnel, and economic development negotiations as follows:
