CLASS TITLE: HUMAN RESOURCES ASSISTANT

BASIC FUNCTION:

Under the direction of the Director-Human Resources, provide clerical support to the employee benefits program; assist in HRS processing regarding benefits; maintain employee records; process unemployment insurance claims; monitor Human Resources Department budget.

REPRESENTATIVE DUTIES:

Provide clerical support to the employee benefits program; order supplies, booklets and forms; schedule appointments.

Input data to HRS regarding employee benefits and medical information; input changes to employee coverage and status.

Process new employees according to established procedures.

Assist in the orientation of new employees regarding communication of employee benefit plans and options and fingerprinting activities; arrange pre-employment physicals.

Participate in resolving employee complaints regarding health benefits; gather data and document issues; communicate with District consultants to establish resolutions.

Coordinate classified service awards.

Monitor the Department budget; establish purchase order numbers; reconcile accounts; communicate budget balances.

Send COBRA notification to employees who resign, retire or are terminated.

Maintain employee files including health testing data; maintain a variety of reports, lists and program files.

Process unemployment insurance forms and activities to assure fair and timely response to claimants; follow-up on claims processed; maintain related files.

Prepare negotiation and grievance materials for employee bargaining units.

Provide information and assistance in person or on the telephone to district personnel, staff and the public regarding a variety of personnel matters, such as job availability, personnel regualtions, policies and procedures.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:

Methods, practices, terminology and procedures used in the Human Resources Department.

Applicable sections of State Education Code and other State and federal laws, codes and regulations concerning employee benefits and records maintenance.

Interpersonal skills using tact, patience and courtesy.

Record-keeping techniques.

District organization, operations, policies and objectives.

Modern office practices, procedures and equipment.

HRS software applications and operation of a computer.

ABILITY TO:

Provide clerical and technical support to the employee benefits program.

Perform HRS benefits processing.

Process unemployment insurance claims.

Monitor Human Resources Department budget.

Assure compliance with District, County, State and federal regulations and guidelines concerning assigned human resources functions.

Learn, interpret, apply and explain rules, regulations, policies and procedures.

Prepare and maintain confidential personnel records and files.

Provide information and assistance to employees, supervisors, visitors and others.

Operate a variety of office equipment including a computer terminal.

Type at forty (40) words per minute.

Participate in processing new employees.

Establish and maintain cooperative and effective working relationships with others.

Meet schedules and time lines.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: graduation from high school and one year human resources clerical experience.
