2013 Water Main and Paving Improvements

The Ypsilanti Community Utilities Authority, the Owner, will receive sealed Bids for the 2013 Water Main and Paving Improvementsproject at the Engineering Department, located at 2777 State Road, Ypsilanti, Michigan 48198 until February 15, 2013 at 2:00PM local time. No Bids will be received after that time. Immediately thereafter, bid will be publicly opened and read aloud in the Board Room of the Eldon P. Ahles Administration Building.
This project consists of the installationof approximately 16,000 feet of water main and of appurtenances within portions of sections 2 and 24 of the Charter Township of Ypsilanti. The project will also include 34,000 square yards of HMA cold milling, placement of 6,100 tons of HMA and 24,000 square feet of sidewalk improvements within the project limits for the Washtenaw County Road Commission (WCRC).
A mandatory Pre-Bid Conference will be held at 3:00PMlocal time on February 7, 2013in the Board Room of theEldon P. Ahles Administration Building at the YCUA offices. The Ownerand Engineer will be present to discuss the Project. Bidders are required to attend and participate in the conference. ProspectiveBidders who fail to attend and register at the conference will be disqualified from Bidding for the Work. The Ownerwill transmit to all invited Bidders of record such Addenda as Owner considers necessary in response to questionsarising at the conference. Oral statements may not be relied upon and will not be binding or legally effective

Bidding Documents may be obtained at the office of the ENGINEER, Orchard, Hiltz & McCliment, Inc. upon payment ofsixty-five dollars($65.00) non-refundable deposit. An additional, non-refundable charge of fifteen dollars ($15.00) will be required for mailing Bidding Documents. Bidders should direct correspondence to the ENGINEER.
Bid Security in the amount, form, and subject to the conditions provided in the Instructions to Bidders must be submitted with each Bid.
The Ownerreserves and has the right, in owner’s sole discretion: to reject or accept bid/proposal, including withoutlimitation, a non-conforming, non-responsive, unbalanced, incomplete or conditional bid/proposal: to waive anyfailure to comply with or fully satisfy the requirements of bid specifications or the specifications of a request forproposal; to extend the time for filing a bid or proposal; to reject the bid/proposal of any bidder/proposer if the Owner believes it would not be in the best interest of the project or YCUA to make an award to that bidder/proposer; toreject the bid or proposal of any bidder/proposer whom YCUA finds, after reasonable inquiry, to be nonresponsible;to waive all informalities not including price, time or changes in the work; or, to negotiate contractterms with the apparent successful bidder/proposer.
No bid may be withdrawn for a period of 90 calendar days after the scheduled closing time for receipt of theproposal.
