Minutes of Pre-Bid Conference for Procurement of Tablet Buprenorphine against IFB NO. UNOPS India / NACO / Buprenorphine /15 / 2008 held on 8th July 2008 at 1100 hrs at UNOPS India Procurement Office, 11 Golf Links, New Delhi – 110 003.

The following was present from NACO, Ministry of Health and Family Welfare, Government of India.

The queries raised by the bidders and clarifications with regard to Bid documents with above mentioned IFB reference number are given as under: -

1. Quantity required is not in multiples of 10 as required. / 1.Consignee–wise quantity distribution list should be multiples of 10. An amendment is being issued in this regard.
2. Whether requirement is for sublingual tablets or not? / 2.Yes, please refer technical specifications.
3. If one manufacturer is having experience in manufacturing and marketing of Buprenorphine injection only, then while evaluating his qualification criteria for the experience in specific goods, whether this experience will consider or not? Also, whether the stability data for the Buprenorphine injection can be consider for Buprenorphine tablets? / 3. No, experience in specific product is required for 1 year.
No, the stability data for the Buprenorphine injection can not be consider for Buprenorphine tablets.
4. In ITB data sheet if the bidder is an agent the turn over criteria for eligibility is not mentioned. Kindly clarify it is required or not. / If an agent is bidding he will be treated as non manufacturer bidder and the qualification requirement as per ITB 7.1 (a) will be applicable.
An agent of a foreign manufacturer can only facilitate the manufacture in the bidding process and the bidder will remain the foreign manufacturer.

The bidders were informed that the vendors/Firms who have been suspended by the UN will be disqualified on the ground of poor performance in the past that has led to adverse action taken against them.

The bidders were informed that the minutes of the pre-bid conference shall be published on the website of UNOPS and NACO. Bidders were requested to go through the websites, bidders were also informed that they should also regularly visit the above websites for any amendments issued. Bidders were requested that in case of any further information/clarification, they may contact Chief Procurement Officer through email ; individual visits are not entertained.

The meeting ended with a vote of thanks to officers of the Ministry and the representatives of the Industry.
