Riverview Beach Park Pier Reconstruction
Feasibility Study

Pennsville Township is requesting sealed proposals for professional and planning services to complete a feasibility study for the reconstruction of the Riverview Beach Park Pier. Riverview Beach Park is located along North Broadway (Rt. 49) and West Pittsfield Street in Pennsville, New Jersey and overlooks the Delaware River. The pier will extend from the Park’s existing seawall outward into the Delaware River.
The reconstructed pier will be creating a unique opportunity for economic recovery and development for the Township. Some of the Township’s main objectives for the project include:
· Re-establishing the ferry route between Pennsville, New Jersey and New Castle, Delaware, with the potential to create additional routes along the Delaware River to neighboring cities.
· Creating a gateway to the Township and the New Jersey coast for out-of-state visitors.
· Providing individual boat slips along the pier to encourage day visitors to dock and enjoy the park and local businesses.
· Improving safety and security on the River by creating mooring opportunities for the Marine State Police, the US Coast Guard, and local Fire & Rescue Departments, providing immediate access to the river and Delaware Memorial Bridge.
· Using the Pier as a key for revitalizing the riverfront and downtown area of Pennsville.
Each proposal submitted should include the following scope of services:
Requested Scope of Services:
1. Review of Available information. Review available information associated with Riverview Beach Park, the surrounding area, and the pier, including historical data, existing bathymetric surveys (soundings), USACE surveys, navigational charts, requirements (draft, beam, operating/ docking/ mooring requirements) and any other available data that will prove useful to our proposed project.
2. Engineering Feasibility & Concept Planning. Based on the initial review, perform a more focused evaluation of the issues that may affect site planning and development of the riverfront area, taking into account the large ship traffic along the river, design requirements and special considerations, and environmental or physical restrictions of the existing site. Provide options for preliminary design of the reconstructed pier based on your evaluation. Develop a concept plan to aid in grant applications and to entice future investors to the area. Provide preliminary design renderings or other visual aids of the concepts for the pier design.
3. Hydrographic and Topographic Surveys. Provide a hydrographic survey of the Delaware River at the proposed area of pier reconstruction and topographic survey of surrounding park area for preliminary design purposes.
4. Project Costs and Permitting. Prepare a probable cost summary to include engineering, permitting, and construction costs. Provide a project summary to describe the permitting process and outline a schedule of the expected timeframe for completed design and issued permits. Provide suggestions for potential funding/ grant opportunities to offset the cost to the Township.
5. Collaborative Meetings. Conduct preliminary design and permitting meetings between the Township and associated regulatory agencies such as the NJ Department of Environmental Protection (NJDEP), Delaware Department of Natural Resources and Environmental Control (DNREC), and US Army Corps of Engineers (USACE). Once our design concept is established it will be important to meet with regulatory agencies to get early feedback on the project and to avoid future roadblocks in permitting and construction.
6. Presentation of Findings. Prepare a final presentation of all findings and recommendations to be presented to the Township. The presentation should include renderings or other visual aids of the concept plan for the pier reconstruction.
Important Information for Prospective Respondents
Sealed, written proposals for the Feasibility Study will be received by Pennsville Township Committee at the Municipal Building located at 90 North Broadway, Pennsville, New Jersey 08070 on December 5, 2014 at 10 AM. Any proposals received after the designated receiving time provided herein, will be returned, unopened.
Any questions regarding the Project must be delivered by electronic mail to Pennsville Township Administrator, Jack Lynch at no later than noon December 4, 2014. Pre-bid site visits can also be coordinated through the Township Administrator.
All proposals must be submitted with one (1) signed original marked “Original” and four (4) copies marked “Copy,” in a sealed package addressed to the Township Committee, Pennsville Township Municipal Building, 90 North Broadway, Pennsville, New Jersey 08070, and marked with the notation, “Sealed Proposal – RFP ‘Riverview Beach Park Pier Reconstruction Feasibility Study’”.
Proposal packages must be complete and received by the date and time due, to be considered. Successful respondents will be notified by Pennsville Township Committee.
Pennsville Township reserves the right to accept or reject all proposals and to waive any technicalities or irregularities therein. In the event that any or all proposals submitted and considered are rejected or waived, the Township reserves the right to re-advertise or solicit for other qualified respondents or proposals, or to otherwise cancel the project entirely. Respondents to this Request for Proposal will do so at their sole discretion and cost and shall indemnify and hold Pennsville Township harmless against any costs and damages associated with this solicitation and project. The Township further reserves the right to cancel this request, or to award a contract to any firm whose proposal best satisfies the requirements of this RFP, at its sole discretion and determination.
