Applications are invited for a 5 session substantive post in General Adult Psychiatry in North Glasgow, which is part of Northeast Glasgow Division of Psychiatry. Mental Health Services in North Glasgow are provided by integrated health and social work multidisciplinary CMHTs, supported by a Crisis Team and a Primary Care Mental Health Team.

The post is based within the IPCU / Portree Ward of MacKinnon House, Stobhill Hospital and has a catchment population covering North East Glasgow. .

The post holder will be supported by a part-time Specialty Doctor, a dedicated inpatient multidisciplinary team and appropriate medical secretarial time. The successful applicant would be expected to work closely with colleagues to provide a full range of services to inpatients. On call responsibilities will be shared with other consultant colleagues on an approximately 1:30 rota.

The successful candidate would be encouraged to take the opportunities available for further education and continuing professional development. There are active education and audit programmes within the service.

Applicants must have full registration with the General Medical Council, a licence to practice and be on the GMC Specialist Register. Those trained in the UK should have evidence of higher Specialist Training leading to a CCT in Psychiatry or eligibility for specialist registration (CESR) or be within 6 months of confirmed entry from date of Interview

Job Description

JOB DESCRIPTION

This part-time post in General Adult Psychiatry in the IPCU Unit within MacKinnon House, Stobhill Hospital, NorthEast Glasgow.

Current Psychiatric Services – Northeast Glasgow Area

The psychiatric services in Glasgow are split into three areas of a city wide mental health partnership (MMP); two areas North of the River Clyde and one to the South. The Northeast Glasgow area lies between the River Clyde to the South, the River Kelvin to the West and the Campsie Hills to the North. It covers a population of approximately 350,000 with areas of significant deprivation. Community Services in Northeast Glasgow are well developed. The general adult services are provided by CMHT’s based in 4 community resource centres:

Arran Centre / City Centre Locality (G1, G2, G3, G4, G21, G31, G40) population approx 50,000

Auchinlea House / East Sector Locality (G21, G32, G33, G34, G69, G71) approx 85,000

Kirkintilloch Health Care Centre Strathkelvin Locality (G33, G65, G66, G69), population 85,000.

Springpark Centre / Springburn/Possil Locality (G3.6, G21, G22, G33), population 50,000

The Acute Adult Inpatient Beds are presently located on 2 sites: 1) MacKinnon House on the Stobhill General Hospital site and 2) Parkhead Hospital in East Glasgow.

1) Stobhill

MacKinnon House is a purpose built acute admission unit and was opened in April 2000 following the closure of Woodilee Hospital. The unit is 6 miles from Parkhead Hospital. The unit comprises 3 twenty-bedded locality wards (Broadford, Armadale and Struan Wards) and a 12 bedded IPCU (Portree Ward). There is an ECT Suite with dedicated sessional staff, a Occupational Therapy Department, a Mental Health Tribunal suite, library and on-call facilities.

Eriskay is a 15 bedded inpatient unit located directly opposite Mackinnon House on the Stobhill site. This houses addiction in patient beds and day patient facilities for the Northeast sector.

On-site are the Rehabilitation Unit and Wards, Old Age Psychiatry Wards and Day Hospital, Adolescent Inpatient Unit, Medium Secure Unit, Addiction Inpatient Services, Inpatient Support Services and the Area Management Team/Clinical Director.


2) Parkhead Hospital Site

Parkhead Hospital opened in 1988 and comprises of 2 adult admissions wards Occupational therapy and physiotherapy/gym are provided on site. There is a medical library and on-call accommodation for SHOs. The Mental Health Tribunal holds hearings in the Millan Suite at Parkhead Hospital. IPCU facilities, Addiction beds and ECT are based at Stobhill. East Psychotherapy and Psychology are based at Carswell House.

The plan is to relocate to the Stobhill Hospital site adjacent to MacKinnon House in early 2017.

Greater Glasgow Health Board’s “Modernising Mental Health Services” strategy has resulted in major investment in new and innovative mental health services, including early intervention psychosis team, perinatal mental health services and the Crisis Service/Team, the perinatal mental health services have opened a new building in the Leverndale Hospital to the south of the city. A primary care mental health strategy has been established to improve the management of patients whose needs are best met within primary care rather than secondary services.

1.  Clinical Services

The North East catchment area includes several of the most deprived localities in Glasgow.

At the present time psychiatric services in Glasgow are subject to considerable review. The inpatient services in the Northeast sector are also in a process of regeneration with a gradual move from the Parkhead site to Stobhill already underway.

In Portree ward there is a large inpatient multi-disciplinary Team and close working between members of the inpatient and community teams in the North East.

The post holders will be expected to provide medical leadership to the IPCU team and assist with the further development of the service.

2.  Supporting Staff

There is an experienced part-time Specialty Doctor, dedicated multidisciplinary team and there will be appropriate medical secretary support.

3.  Duties of the Post

The post holders will have responsibility for providing a comprehensive service in conjunction with the multi-disciplinary team for IPCU inpatients including MHA work and administration related to the post. There are also developmental aspects to the post including participation in the Glasgow IPCU forum and audit work to support quality improvements to clinical care on the ward.

The post holders will, with the agreement of the clinical director and divisional medical director agree a job plan. The final timetable is flexible, subject to the needs of the service and would be discussed with the successful candidate. An example of programmed activities (4 hours) commitment would be:

Direct Clinical Care 4 programmed activities

(Includes emergency and on-call work)

Supporting Professional Activities minimum 1 programmed activities

Total 5 programmed activities

The balance of DCC to SPA time will be discussed with the successful candidate.

The post holders must complete section 22 training of the Mental Health (Care and Treatment) (Scotland) Act to allow approval by the NHS GG& C Board as an Approved Medical Practitioner (AMP). This training should have occurred prior to taking up post or as soon as possible thereafter. Being an active AMP is a core requirement of the job and mental health legislation work is incorporated in the 10 programmed activities job plan.

The on-call commitment is approximately 1 in 30 covering the north Greater Glasgow and Clyde area. The trainees at MacKinnon House and Parkhead Hospital work on New Deal compliant partial shifts. There is trainee middle grade cover at nights and weekends.

4.  Teaching and Research

The service regularly receives senior medical students from the University of Glasgow on their Psychological Medicine attachments. The post holders will be expected to become actively involved in undergraduate teaching.

In recognition of the teaching commitment the University of Glasgow may grant to the post holder the status of Honorary Clinical Senior Lecturer in Psychological Medicine.

In addition to the educational supervision of any attached trainee, the post holder will be expected to contribute to the Post-Graduate Teaching programme of journal clubs, case presentations etc. at the North Internal Teaching sessions and may also be asked to contribute to the Glasgow Wide/External Teaching Programme. Internal teaching alternates with External teaching on Thursday mornings during term time.

Multidisciplinary Teaching

There is opportunity for multidisciplinary teaching within the service from time to time and this is encouraged as a contribution to team / staff development.

Research and Audit

There are a number of research projects on going in Northeast Glasgow and the post holders will be encouraged to undertake/become involved in research where appropriate. The post holders would be expected to participate in audit.

Study Leave

There is a generous study leave budget and medical staff are encouraged to ensure that they keep their practice is up to date.

CPD

There is a West of Scotland CPD programme, with speakers invited to talk on clinical or research topics, organised by the University of Glasgow. Consultants’ appraisal systems are in place and an established peer review system has been running for a number of years

6.  Management/Administrative work

The Mental Health Service has recently integrated with Social Work Services creating a city wide Mental Health Partnership with overarching the HSCPs including the North East HSCP. The North East Senior Management Team would encourage the post holder to be active in clinical input to managerial planning.

There is a bi - monthly North East Clinical Business meeting which enables regular contact between managers and clinicians and the post-holder would also be a member of the North East Division of Psychiatry.

This job plan is negotiable and will be agreed between the successful applicant and the Clinical Director. NHS Greater Glasgow & Clyde initially allocates all full time consultants 10 PAs made up of 9 PAs in Direct Clinical Care (DCC) and one core Supporting Professional Activities (SPA) for CPD, audit, clinical governance, appraisal, revalidation, job planning, internal routine communication and management meetings. The precise allocation of SPA time and associate objectives will be agreed with the successful applicant and will be reviewed at annual job planning.
