MAHONING TOWNSHIP BOARD OF SUPERVISORS MEETING
MINUTES
January 25, 2017
CALL TO ORDER:
Franklin Ruch called the meeting to order at 6:00 pm at the Mahoning Township Building, 2685 Mahoning Drive East, Lehighton, PA 18235
PRESENT:
Franklin Ruch, Chairman; John Wieczorek, Vice Chairman; Bruce Steigerwalt, Supervisor; Robert Slaw, Supervisor; Brian Reeser, Supervisor; Thomas Nanovic, Solicitor and Natalie D. Haggerty, Secretary-Treasurer
Franklin Ruch announced that there was an executive session held on Tuesday January 18th for personnel and contract negotiations.
PUBLIC COMMENT: None
APPROVAL OF MINUTES:
John Wieczorek made a motion to approve the Minutes of the January 11, 2017 Board of Supervisors Meeting. Seconded by Brian Reeser. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes; Brian Reeser, yes and Robert Slaw, yes 5-0 vote Motion carried.
NEW BUSINESS:
Michael O’Brien Minor Subdivision Time Extension Request (expiration 2/13/17)
MOTION: Franklin Ruch made a motion to grant Michael O’Brien Minor Subdivision a 90 day time extension. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, abstain; Brian Reeser, yes and Robert Slaw, yes 4-0 vote Motion carried.
OLD BUSINESS:
Dack Carbon Associates (Parking Requirements for Carbon Plaza Mall)
Bud Newton, Newton Engineering present to discuss parking requirements for Carbon Plaza Mall with regards to the Dollar Tree. Newton Engineering is presenting four spaces per one thousand square feet. Peter Eisenbrown, LTL Consultants made review of report dated 12/29/16, no site visit was performed. The ITE Parking Generation Manual says four spaces per one thousand square feet works nearly every day all year there are peak weekend days in December where this number is not adequate and local conditions can be considered in determining parking requirements. Bud noted the zoning ordinance allows reduction of parking by the Board of Supervisors. Pete recommends a case by case approach. The plan approved in 2007 provided a base amount of 875 spaces. The Dollar Tree will require additional 38 spaces.
MOTION: Bruce Steigerwalt made a motion to approve the Dollar Tree to go into Carbon Plaza Mall with a minimum parking provided to be 923 parking spaces. Seconded by Brian Reeser. Bruce Steigerwalt withdrew motion and Brian Reeser withdrew second.
Franklin Ruch advised Carl Faust that is ok to proceed forward with permitting.
Rex Bridge
MOTION: Franklin Ruch made a motion to get a hold of Peter Eisenbrown and advise to go with option of precast. Seconded by Brian Reeser. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes; Brian Reeser, yes and Robert Slaw, yes 5-0 vote Motion carried.
Summit Ridge Agreement
A meeting will be initiated after we receive comments from Peter. From that we will get a final version of the agreement and then set up a meeting with Mr. Grant. Table until we hear from Peter.

Bruce Steigerwalt made a motion to accept and place on file the correspondence dated January 25, 2017. Seconded by John Wieczorek. John Wieczorek, yes; Franklin Ruch, yes; Bruce Steigerwalt, yes; Robert Slaw, yes and Brian Reeser 5-0 vote. Motion carried.

Nevin is requesting more part timers on the books. Truck #36 is at Rentschler’s
