I.  Purpose

In order for students residing in the dormitory to achieve goals of life education, autonomy, self-respect, and self-discipline, to reinforce their social skills and moral education, to promote the quality of life in the dormitory, and to maintain a quiet and safe environment for the students, these regulations are established.

Dormitory application, moving in, moving out, life guidance, dormitory management, payment and disaster prevention drills

V.  Content

Chapter 1: General Rules

Article 1 In order for students residing in the dormitory to achieve goals of life

education, autonomy, self-respect, and self-discipline, to reinforce their

social skills and moral education, to promote the quality of life in the dormitory, and to maintain a quiet and safe environment for the students, these regulations are established

Article 2 Unless otherwise stipulated by other laws and regulations, the management

of the student dormitory of the University shall be processed according to

the regulations.

Article 3 Dormitory Student Self-governance Council shall be constituted by resident

students for the purpose of regulating dormitory life, promote autonomy,

improve students’ welfare and provide dormitory management assistance to

the University. The staff of Dormitory Student Self-governance Council is

selected according to the Selection Regulations.

Article 4 The Student Affairs Office shall be in charge of planning and

supervision of dormitory residential life. The Life Guidance Division

provides assistance and guidance to the Dormitory Student Self-governance Council´s works, and asks Military Training Office to assist in completing the followings:

1. Manage and provide guidance to student residents.

2. Maintain discipline.

3. Enhance interaction and communication with students to understand their

needs. Reflect students’ opinions to improve dormitory environment.

4.  Establish a safety program for fire and earthquake disaster prevention drills and deal with emergency situations.

5.  Manage the public facilities of the student dormitory and organize the application of facility maintenance (refer to appendix 1- management procedures for maintenance, borrowing and scrapping of dorm properties)

6. a. The transmission of laws and regulations

Chapter 2: Dormitory application and allocation

Article 5 A fair plan for dormitory application and allocation shall be established and announced by the Live Guidance Division every year. Students who want to live in the dormitory shall apply for accommodation within time limit as announced. Students who have been approved to enter the dormitory shall live in the dormitory for one academic year.

1.  Undergraduate students, master's degree students and doctoral students shall apply for accommodation according to appendix 2- accommodation application procedure.

2. Undergraduates (sophomores and above) and graduate students who

meet the following criteria will be given priority. (Refer to appendix 3- accommodation application procedure for students with special requirements)

(1) Disabled Students (shall provide physical and mental disability handbook)

(2) Students from off-shore Island (shall provide a copy of ID card)

(3) Foreign Students and overseas students proved by the Division of Preparatory Programs for Overseas Chinese Students (shall provide a copy of passport)

(4) Students who need financial aid and proved by the government

(5) Injured students with difficulty in movement who can’t recover before the beginning of the semester (a doctor’s note is required)

(6) Students have received approval from the president due to official business or project needs.

(7) Staff of the Dormitory Student Self-governance Council or the Dormitory Network Committee and students awarded in Sunshine Youth contest in the two preceding semesters.

3. Freshmen are provided with dorm beds for the first undergraduate year shall apply for accommodation according to freshmen handbook and appendix 4 -accommodation application procedure for freshmen.

4.  The first-year graduate students and transfer students shall apply for accommodation as announced by the Live Guide Division according to appendix 5-accommodation application procedure for graduate students.

5.  Accommodation will be canceled if application is not finished within

the officially designated period.

6. Freshmen are allocated a bed by the Live Guidance Division, whereas other students shall select a bed according to announcement.

7. Those who decide to not reside in the dormitory shall have an

application for residence cancellation processed and completed by the designated deadline announced by the Live Guidance Division.

8. From the beginning of a semester (based on University calendar),

students of the University (including auditors and students who are disqualified from accommodation application due to violations of dormitory regulations) can fill vacancies during the semester.

9. Once approved, a student shall live in dorm for one academic year. Students who have already completed the check-in procedure and paid the fee cannot ask for refund. Refunds will only be given to those who graduate, officially withdraw from the University, are suspended from the University, or diagnosed with notifiable infectious disease or mental disease.

Chapter 3: Payment

Article 6 The accommodation fee shall be paid at the designated bank per semester.

Accommodation and activity fees shall be paid to the Dormitory Student

Self-Governance Council. The key deposit shall be paid to the Live

Guidance Division. Resident students shall pay above fees once a year when

they move into the dormitory. Criteria of payment, methods of payment, and

rules of deduction and refund are announced by respective responsible unit.

Article 7 Payment procedure shall be completed before the dormitory is open to

resident students. (Students do not pay accommodation fee within four

weeks of the start of the semester will be compelled to move out.) Students

who want to apply for accommodation loan shall submit “loan application

form.”

Article 8 Resident students shall complete the move- in registration in the Live

Guidance Division by the deadline of registration according to the

University calendar or announcement. The procedure is as following:

1.  Check in, check the bed number, pay activity fee, and get IP information

2.  Pay the key deposit and get a room key

Article 9 If a student fails to register by the deadline of registration, his/her bed will

be allocated to another student in the waiting list.

Article 10 In case of burglary or serious accident, staff of Live Guidance Division,

dormitory superintendent, dormitory coordinator, staff of Dormitory

Student Self-governance Council shall enter dorm room to deal with the

situation with a military instructor (The scene shall be kept intact.) and call

the police when necessary.

Chapter 5: Bed Transfer

Article 11 The bed allocation for freshmen is based on department, but the bed allocation for returning students is in accordance with the students’ preference. A student shall apply for bed transfer in the Live Guidance Division as announced period within one week of the start of a semester. The application of bed transfer is limited to once per semester.

Chapter 6: Student Accommodation Rules

Article 12 The following behaviors are prohibited while living in the dormitory

1. In serious violation of rules

(1) Behaviors impairing public safety in the dormitory area, such as setting off firecrackers or fireworks, barbecuing and carrying knives

(2) Destroying public property

(3) Gambling or Playing Mahjong in the dormitory

(4) Connecting to power privately in the dormitory or bedroom

(5) Allowing a member of the opposite sex or a non-resident to stay in the

dormitory overnight

2. Violating the regulations less seriously

(1) Keeping alcohol, explosives, firecrackers, fireworks, gas and Mahjong in the dormitory

(2) Allowing a visitor of the opposite sex or a non-resident to stay in the dormitory or enter areas where residents of the opposite sex live

(3) Introducing business people into the dormitory to trade goods or preaching religion in the dormitory area

(4) Using electric appliances except for hair dryers and computers

(5) Taking others’ clothes from washing machine, clothes drying place or clothes dryer without owners’ permission

(6) Any bicycle, scooter or motorbike deliberately parked in the dormitory area in defiance of the Regulations of CHU

(7) Recording the recorded stored-value of air-conditioning card

(8) Without paying dormitory fee within six weeks of the start of a semester

(9) Disobeying instruction from the staff of Dormitory Student Self-governance Council, dormitory coordinator, dormitory superintendent, military instructor, or the staff of Campus Security Report Center and verified to be true by the Life Guidance Division.

3. Committing minor violations of the regulations

(1) Exchanging beds without permission

(2) Keeping of pets

(3) Transferring allocated bed to others or occupying other people’s beds at will

(4) Taking public property away

(5) Making noise after 10 p.m.

(6) Putting posters on wall without permission

(7) Smoking in the non-smoking area

(8) Piling up garbage or putting private belongings in front of a dorm room

(9) Wasting energy intentionally

(10) Feeding stray dogs in the dormitory area

(11) Hanging clothes randomly

(12) Students decide to not reside in the dormitory after approved to live in dormitory, but not complete accommodation cancellation procedure.

(13) Borrowing a room key but not returning the key back within 24 hours

(14) Untidy room

4. Other rules

(1) A key (including key chain) shall be returned to the Live Guidance Division in which of the following circumstances: accommodation period expires, withdrawing from school or suspension of study. Deposit will not be refunded for overdue return, losing key or wrong key.

(2) Unless the moving out procedure is completed before the second semester of an academic starts, the period of dorm residence is one year.

(3) The usage of computers (including peripheral equipment) and internet network shall be done in accordance with relevant rules and regulations. It’s prohibited to use illegal software or violate intellectual property rights.

5. Other relevant rules will be announced by the University.

Article 13 Students in violation of rules stipulated in items 1 to 3 of article 12

shall be processed according to Student Award and Penalty Regulations.

Students who violate the rules seriously or be given a major demerit

shall be compelled to move out.

Article 14 A student is given a warning or more serious penalty due to violating accommodation rules shall be disqualified from dormitory accommodation for one year. A student is given a minor demerit or more serious penalty due to violating accommodation rules shall be disqualified from dormitory accommodation for two years. A student is given a major demerit or more serious penalty due to violating accommodation rules shall be disqualified from dormitory accommodation. A student is compelled to move out shall move out of the dorm within one week.

Chapter 7: Staying in the Dorm during Summer Vacation

Article 15 Resident students not intending to stay on for the summer vacation shall move out before the dorm is closed (The exact date will be announced by the Live Guidance Division).

Article 16 Students who want to apply for accommodation during summer vacation shall follow the summer application procedure according to appendix 6- Procedure of Dormitory Application for Summer Vacation within time limit as the announced by the University.

Article 17 The bed allocation for summer vacation is based on concentrated accommodation.

Article 18 Students have been assigned to a bed in Dorm for the upcoming academic year can’t store personal belongings before the new semester begins.

Article 19 During summer vacation, dormitory rooms assigned to students for upcoming semester shall be locked, and other rooms shall be evacuated.

Article 20 On-campus or off-campus clubs apply for holding events in dormitory shall submit the documents and the application form for approval by the

University.

Article 21 Summer accommodation management of the University shall be processed

according to these Regulations.

Chapter 8: Moving out

Article 22 Students under following circumstances are required to move out

1.  Withdrawing from school, suspension of study, or transferring to another school

2.  Students who are compelled to move out

3.  The accommodation period expires

Article 23 Students shall complete the following check-out procedures

1. Fill in check-out application form in Live Guidance Division, return the key back (including keychain) and get the deposit.

2. Pay the loss if there’s any destruction.

3. Resident students who wish to check out during semester are required to fill in the dorm termination form. The students shall check out in terms of dormitory check-out procedure (appendix 7) and rent refund

regulations.

Article 24 After completing check-out procedure, students shall move out

immediately.

Article 25 If the students cannot move out immediately due to special reasons, they

shall provide relevant proof documents.
