A.  Call to Order

Mr. Lowe called the meeting to order at 3:00PM.

B.  Recognitions and Awards

Mr. Keefer extended welcome and congratulations to our newly elected parent representatives. Unfortunately, Mrs. Maher could not attend for personal reasons. Mr. Keefer thanked Mr. Lowe for the purchase of the dishwashers for the STEAM kitchen. Finally, Mr. Keefer shared thanks for all who attended School Beautification Day, especially the group from Hampton First Baptist Church.

C.  Approval of Minutes

The minutes for July 2015 were approved with one correction by a 7/0 vote.

D.  Financial Report, Mr. Keefer

a.  Mr. Keefer shared the proposed Title I budget for the 2015-2016 school year. He shared that the budget would require district approval prior to the beginning of spending. He detailed how the budget supported the School Accountability Plan, with a focus on improving mathematics and science scores based on assessment data.

b.  Mrs. Studstill shared the events coming up for PTO for the 2015-2016 school year, and shared anticipated revenues from the events.

E.  Items for Action, Mr. Keefer

a.  Due to the vacancy created for Vice-Chair, Mr. Keefer explained that a vote must be taken. Mr. Lowe nominated Mrs. Studstill, focusing on the council’s desire to have a parent in a leadership position. Council approved the recommendation by a vote of 7/0.

b.  Mr. Keefer shared a partner opportunity with the City of Hampton in conjunction with their celebration October 25th of the airing of the Walking Dead episode filmed in Hampton. He recommended the Council approve a motion to organize a 5K Zombie Run, with the profits benefitting the Garden Club of HECS. Council approved the recommendation by a vote of 7/0.

F.  Discussion Items and Items for Study

a.  Parent and Business Representative Election Results were shared.

b.  Mr. Keefer reviewed the plan for Open House, including STEAM station information for parents to increase parental involvement and recorded suggestions and feedback for improvement for the 2016-2017 school year Open House.

c.  Mr. Keefer shared the modifications made to the STEAM program for the 2015-2016 school year, including quarterly STEAM nights, where students will share their Project Based STEAM learning with parents and community members. The first STEAM night will be October 8th at 6PM.

d.  Mr. Keefer thanked PTO for all they are doing to increase parental involvement. Mrs. Bradley shared additional ways parents can tie into HECS.

H.  Public Participation

Mrs. Gore asked the Governance Council to reflect on Charter Year 1 and to share with Mr. Keefer their thoughts and goals for the upcoming year and remainder of the charter at the October meeting.

Mrs. Maddox expressed a desire to examine if the STAR Reading program could be purchased. The council will examine if the budget will allow for it.
