Solid Methyl Eugenol and Cue Lures

A.Scope:

APHIS seeks to purchase:

1)Solid Methyl Eugenol (ME) lures – Wafer style

2)Solid Cue Lures (CL)– Plug style

In support of the fruit fly detection program.

B.Background:

Fruit flies, in particular Mediterranean (Medfly),Mexican (Mexfly), oriental and melon (Bactrocera) fruit flies are some of the most serious exotic plant pests threatening United States (U.S.) Agriculture. The cost of infestations to the US Department of Agriculture (USDA) and the citrus industry can exceed $33 million dollars per year. If not eradicated or managed, the cost to live with these pests is estimated at $821 million or more per year.

C.Objective:

APHIS understands that the use of a ME and CL is necessary when trapping for exotic fruit flies and is interested in purchase of a solid lure for detection. The offered products must be able to be accommodated in a Jackson Trap.

D.Specifications:

APHIS has previously offered testing via a request for information (RFI) several vendors participated and passed. This RFI process is explained in the Quality Assurance Surveillance Program and further questions may be asked. All submitted products must show APHIS that they have passed this minimum level of testing to ensure efficacy. Vendors must state if they have previously participated and passed APHIS’s RFI or have completed similar testing. If similar testing was completed details of results and testing procedures must be submitted with the solicitation so that APHIS may evaluate them.

ME

APHIS is seeks a Solid ME Lure in a wafer presentation that when combined with a separate toxicant strip (defined below) will have similar performance to 6 ml of liquid ME combined with dibrome (defined below) dripped in to a cotton dental roll .

APHIS may request a 100 ml sample of preproduction liquid ME to confirm purity. The 100 ml sample must represent each lot/batch produced. These samples may be used to assure product specifications and purity are met.

CL

APHIS is seeks a Solid CL in plugs presentation when combined with a separate toxicant strip (defined below) which will have similar performance to 6 ml of liquid CL combined with dibrome (defined below) dripped in to a cotton dental roll .

Sizing:

Both lures must be compatible with a Jackson Trap.

APHIS may request 100 ml samples of preproduction liquid CL to confirm purity. The 100 ml sample must represent each lot/batch produced. These samples may be used to assure product specifications and purity are met

E. Packaging

  • APHIS will receive individually packaged lures marked as follows:
  • Manufacture’s name
  • Lot or batch number
  • Date of manufacture
  • Name of Product
  • Packaging must be impregnable to other chemicals to protect the semiochemicals.
  • Packaging must prohibit the leaching of semiochemicals to ensure extended storages in extreme conditions (90°F Plus)
  • The shipping containers must be sturdy enough to ensure safe delivery.
  • Each shipment will contain a valid Material Safety Data Sheet (MSDS).
  • Each shipment will include a packing slip identifying the following:
  • Manufacturer
  • Batch/Lot Number
  • Date of Manufacture
  • Quantity Shipped

Package Markings:

  • The following shall be displayed on a side wall of each carton:

  • The following instructions shall be printed on 4 vertical sides of each carton with all characters being 3/8 inch high (Corresponding information may be hand written but must be legible):

Toxicant strip (purchased separately)

Will ideally be in the rage of 0.15-.30 grams of DDVP.

Quality Assurance Surveillance Program

APHIS will design tests to understand the relative effectiveness of the submitted product vs the standard.

The current APHIS minimum standards for these products are as follows:

Specifications for liquid ME or 4-allyl-1, 2-dimethoxybenzene-carboxylate

1) Must be pale yellow or colorless, pungent odor with an aroma of cloves and have a spicy taste.

2) The purity level shall be no less than 98 percent, and the refractive index range shall by 1.5100 – 1.5329.

3) All lots must be uniform in composition.

Specifications for Liquid Cue or (4-[p-Acetoxyphenyl]-2-butanone)

1) Must be a white liquid at room temperature, with a mild, pleasant, fruity odor characteristic of the compound.

2) All lots must be uniform in composition.

3) Must have a refractive index not more than 1.5090, nor less than 1.5060, at 25° Celsius.

4) 95% pure by gas chromatographic analysis.

APHIS may request 100 ml samples of preproduction liquid ME and CL to confirm purity. The 100 ml sample must represent each lot/batch produced. These samples may be used to assure product specifications and purity are met.

APHIS Testing Methods

APHIS intends to use a separate DDVP strip in conjunction with the solid ME and CL product. This means there will be a difference in pesticides used between the standard and the solid. It is important to understand APHIS will not be modifying the standard of Liquid ME mixed with dibrome.

APHIS will design the scope of testing based on the number of lures purchased and may perform testing in a location of its choosing against the standard liquid mixture loaded on cotton dental rolls in, Hawaii, Florida or Guatemala.

APHIS will notify of pass or fail results.
