Carpet Replacement

1. SCOPE OF SERVICES

The Contractor shall furnish and install specified carpet, cove base, and all related required materials and accessories to perform completer the carpet replacement project in the Hunt Memorial Library. Flooring services shall include, but are not limited to:

Old carpet / flooring removal and disposition/recycle all old broadloom and carpet tile

regardless of fiber type witha “no landfill” guarantee. All old carpet, flooring and related

debris must be removed from campus. It must not be placed in campus receptacles.

Identification of suspect material in old flooring or subsurface to owner for owner testing for asbestos.

Old cove base removal and disposition off campus

Surface preparation as required (For example, leveling of subfloor or removal of old VCT)

New carpet and cove base installation.

Furniture removal and return - room restoration

Replacement of door stops (if removed during flooring removal)

Installation of transition strips as needed

Installation of hardwoods and/or vinyl strip wood

2. PRICE / COSTS

Price submissions shall also include total cost of project-work including specified carpet, all labor, materials, equipment and services (including furniture removal and replacement) to complete installation as described below. Cove Base Molding and Transition strips must be included.

3.2 Scope of Work

3.2.1 Carpet installation shall adhere tomanufacturer’s guidelines to ensure warranty. Contractor shall perform Removal and reinstallation of furniture and fixtures

  1. Removal and off-campus disposal of all old carpet materials.
  1. Notification of Project Manager if material that might be asbestos is discovered on / in old flooring materials or sub floor / subsurface. Notification shall be made immediately by phone and followed up within 24 hours with a written notification. Owner shall coordinate for asbestos testing and remediation.
  1. Removal and off campus disposal of old non-asbestos vinyl composite tile.
  1. Removal and off campus disposal of old cove base. Protection of wall surfaces upon which the cove base is applied. The carpet contractor shall be responsible for damage to drywall caused by negligent removal of cove base.
  1. Surface preparation in accordance with CRI or carpet manufacturer’s standards, to include testing of concrete floors for suitable moisture levels and alkalinity levels, filling cracks, and thoroughly cleaning and vacuuming floor prior to carpet layout.
  1. Allowing 24 hours for carpet relaxation and ventilation.
  1. Allowing 72 hours after installation is complete for ventilation.
  1. Installing transition strips (to include door transoms) with appropriate molding. Transition strips shall always be used when carpeted areas meet vinyl composite tile areas and ceramic tile areas (such as bathrooms) if a ceramic transition strip is absent.
  1. Vacuum new carpet and work areas after installation is complete and before reinstallation of furniture.
  1. Re-installation of door stops.

3.3 Recycling/Reclamation: All existing carpet and existing carpet waste must be recycledin an

“environmentally friendly” manner. A recycling plan must be submitted with the bid package that

describes the contractor’s program for reclamation of all carpet materials from each job site. The

contractor, upon request, will furnish a certificate verifying the reclamation of carpet and the

pounds of material diverted from the landfill. The contractor should expect to produce this report on a quarterly basis. At no time are carpet waste materials to be placed in Fort Valley State University waste containers.

3.4 Execution delay: The contractor agrees that he shall execute each individual order within 10 (ten) business days of receipt of a valid Purchase order (and field verification of that order). The 10 days starts the day after field verification is complete or in accordance with the dates established in writing on the Purchase Order. The owner intends to issue a Purchase Order with a window for execution for each building as those areas are identified. Once a definite installation schedule has been set, the contractor shall respect it fully. The time period and the completion date established according to the above procedures is fixed and may be extended only by a written modification signed by the Operations and Maintenance Manager.

3.5 Protection of Equipment and Furnishings: Carpet replacement shall not disturb or damage any fixed property (including light fixtures, baseboards, or windows. Such property shall be protected, or moved and returned to its original position.

The Contractor shall move all furnishings (seating, tables, shelves, etc.) and return them to their original positions after completion of carpet replacement. The work area shall be cleaned free of litter and debris. The contractor shall vacuum new carpet and work areas prior to re-installation of carpet.

4. INSPECTION OF WORK/INSPECTION BY OWNER

The services performed and the supplies furnished for this contract will be inspected during the course of work. Inspections shall be performed by the Contract Administrator or his designee to determine that all work is being performed in a satisfactory manner, and that all supplies are of acceptable quality and standards.

The Contractor shall be responsible for any corrective action, within the scope of this contract, for deficiencies noted as a result of such inspection.

  1. CONTRACTOR PERSONNEL

5.1. CarpetTechnician Experience Requirements: The Contractor shall be responsible for providing qualified technicians for project with relevant experience of more than 3 years to perform make-ready services. Helper positions do not need to meet this 3-year minimum requirement.

5.2. Removal of Personnel

The Contractor shall maintain discipline at the site and at all times take all reasonable precautions to prevent any unlawful, or disorderly conduct by or among those employed at the site. The contractor shall also take all necessary and reasonable precautions to ensure the safety and security of individuals who may be living or working in the building(s) where work is being performed. Specifically, this includes a prohibition against propping open exterior doors, and leaving rooms/buildings/ work areas un-secured. (When the vendor needs to move a number of loads of material into the worksite building, the vendor shall leave an employee at the entrance to open and close the building door.) The Operations and Maintenance Manager may require that the contractor remove from the work site any employee that the Operations and Maintenance Manager deems incompetent, careless, insubordinate or otherwise objectionable, or whose continued presence is deemed by the Operations and Maintenance Manager to be contrary to the University’s interests. This clause is specifically intended to include racial or sexual comments to university customers and staff.

6. CONTRACT ADMINISTRATION

6.1 Working Hours: All work shall be performed during normal working hours (from 08:00 a. m. through 04:30 p.m.) from Mondays through Fridays. Plant Operations will work with successful contractor in scheduling work. (This approval may be specified in the Purchase Order. If the entire building shall be empty for the time period in which the work must be performed, the contractor may be authorized to work in the building at all hours.) Notice must be given 24 hours in advance to Project Manager who will consider any deviation.

6.2 Payment: Only one invoice shall be submitted for this project. No partial payments shall be made for work performed under this contract. Invoices for the completed job shall bear the signature of the contractor's quality control personnel. Invoices shall be submitted to: Fort Valley State University Plant Operations, Fort 1005 State University Dr. Fort Valley GA 31030. Invoices must reference the appropriate Purchase Order number for goods and services rendered.

6.3 Language Proficiency: The manager assigned by the contractor to superintend the work on-site shall be fluent in written and spoken English.

6.4 Laws and Regulations: The Contractor shall, without additional expense to the owner or Fort Valley State University, be responsible for complying with all laws codes, ordinances, and regulations applicable to the performance of the work.

Bid Evaluation: The contract shall be awarded to the lowest, responsive and responsible bidder whose bid meets the requirements and specifications, and contract terms contained in the RFQ. Unless otherwise provided for in the RFQ, award may be made by individual line item, by groups of line items, or for the aggregate total of all line items.
