SUBJECT: HAM RADIO ACTIVATION REFERENCE NO. 416

PURPOSE:

To provide the Medical Alert Center (MAC) a procedure to activate ARES/ Amateur Radio volunteers in the event of a Healthcare facility(s) communication failure requiring Amateur Radio support.

DEFINITION:

A communication failure is where one or more healthcare facilities communication equipment are inoperable which requires assistance to contact outside agencies and/ or internal departments.

PRINCIPLES:

1.  When an affected facility determines that they have a communication failure if possible they should determine the extent of the failure and attempt to contact the MAC whenever possible.

2.  When the MAC is unable to contact a hospital though several means a communication failure should be suspected.

3.  When an ARES volunteer is activated for a healthcare facility, it requires a second volunteer is to be assigned to the MAC.

POLICY:

I.  MAC RESPONSIBILITIES

A.  Determine the facilities involved which have lost communications with the MAC and the extent of the failure whenever possible.

B.  Activate the HAM Radio Group notification in Everbridge. (Formerly 3N Notification) at www.everbridge.net include in the message the nature of the emergency and the facilities involved.

C.  Contact the ARES District Emergency Coordinator (DEC) of the activation and notify them of the activation the so they may mobilize their volunteers.

D.  Contact the ARES Liaison, Olester Santos at (323)791-3888 and notify him that ARES was activated.

a.  Set-up HAM Radio and turn on. (It will already be preset to the correct Net)

b.  Set-up and extend tripod.

c.  Place Yagi antenna on tripod.

d.  Connect coax cable from radio to antenna.

e.  Turn on power supply.

f.  Turn on radio.

E.  DO NOT GET ON THE AIR ON THE HAM RADIO unless you are a HAM Radio Operator and have an active valid call sign.
