HELMSLEY TOWN COUNCIL
Monthly meeting held in the Town Hall on
Monday 31st January2011 at 6.15pm.
MINUTES
Present:Cllr J Barker (Chairman), Cllr K Claridge, Cllr P Silk, Cllr M Vander Weyer, Cllr J Buffoni, Cllr J Duncombe. Mrs D Farley (Town Clerk)
Miss S Bell (Ass Town Clerk).County Cllr V Arnold, District Cllrs S Arnold and G Hawkins were also present.
Simon Lealman from The Chief Executives Directorate, North Yorkshire County Council gave a brief progress report on the Library closures.
1. PUBLIC COMMENTS.
There were no comments from the public.
2. APOLOGIES.
Cllr B Thompson sent his apologies for absence.
3. MINUTES.
The minutes of the last meeting were agreed and signed.
4. MEETINGs.
i)It was agreed that as many of the Councillors possible would attend the CAP meeting to be held in the Town hall on February 1st 2011
ii)The Clerk agreed to attend the Yorkshire Local Councils Association meeting to be held at Ryedale House on Tuesday 8th February 2011
iii)The Western Forum to be held on 16th February 2011 at 7pm at Helmsley will be attended by Cllr K Claridge..
iv)No one was available to attend the Ryedale Strategic partnership conference to be held at Ryedale House on February 17th2011 at 9.45 am.
5. REPORTS.
The following reports were given for information only.
i)The Chairman reported that there had been a successful archive meeting in preparation of the exhibition on Sunday 13th February 2011 at the Arts Centre.
ii)The Clerk reported that:-
The Lions Club have requested that a seat be placed in memory of Roy Watson and a site is to be agreed.
There will be the following temporary road closures:-
C97, Harome to Helmsley, during the period 4 April 2011 to 30 March 2011.
Swan Lane, Helmsley. 2nd May 2011 to 30 December 2011.
The renovations to the toilets in Borogate were nearing completion; work would then start on the Cleveland Way conveniences without closure being necessary.
6. LIBRARY CUTS.
County Councillor V Arnold reported that the Library consultations were ongoing until
28th February 2011. A Public meeting had been arranged in the Town Hall on Wednesday 16th February 2011, at 7pm, to hear all views and suggestions.
The Councillors requested that further information is to be obtained from North Yorkshire County Council. It was resolved to oppose the closure at this initial stage.
7. TOWN COUNCIL OFFICE.
It was resolved to move the Clerk’s office to The National Parks Offices, Bondgate, as from 1st April 2011.
8. DEVELOPMENT PLAN FOR HELMSLEY.
It was agreed that, after meeting with Chris France of NYMNPA, to participate with the RDC and National Parks with their Development Plan for Helmsley rather than the Neighbourhood Plan set out as an option in the localism Bill.
