Article / Regulations
1. / The Project is established to encourage more high-end tourist groups from Southeast Asian countries (India, Indonesia, the Philippines, Vietnam,Myanmar, Cambodia and Laos) to visit Taiwan.
2. / Project period: November 1, 2015 to December 31, 2018. The actual duration will be reviewed based on the promotion progress.
3. / Duration of stay: Valid for 30 days each time. Multiple-entry visas are available for the tourists who join the Fly Cruise group tours.
4. / Visa fee: In accordance with “Standard Fees for Republic of China (Taiwan) Visas in Foreign Passports” published by the Ministry of Foreign Affairs.
5. / High-end tourist groups: 5 people or more, including the following groups:
(1)Escorted tours of designated travel agencies (hereafter referredto as “Escortedtour”)
The list of designated travel agencies is provided by the Tourism Bureau, Ministry of Transportation and Communication (hereafter referred to as “Tourism Bureau”), overseas offices, and travel associations as well as tourism authorities of foreign countries and is approved by the Tourism Bureau.
(2)Incentive group sponsored by corporations (hereafter referredto as “Incentivetour”)
6. / Application procedure and required documents:
(1) / Group category:
1.For an escorted tour (please includeup to 40 group members in one application) and submit the application at least 7 days before the group’s arrival in Taiwan.
2.For an incentive tour (please include up to 40 group members in one application): For groups of 80 people or less, applications should be submitted at least 7 days prior to arrival in Taiwan. For groups of 81-160 members applications should be submitted 8 days prior to arrival. For groups of 161-200, applications should be submitted 9 days prior to arrival. For groups of 201-250, applications should be submitted 10 days beforehand and for groups with 251 to 400 people, the submitted 11 days prior to arrival. Tour groups of more than 400 will be handled on a case-by-case basis.
(2) / Application Procedures :
1.Once the application is approved by the overseas office of the Tourism Bureau and then the Tourism Bureau, an email should be sent to the above two units together with acarbon copy to the Bureau of CounselorAffairs.
2.The Tourism Bureau e-mailstourist name lists to the Bureau of Counselor Affairs, which issueseVisacertificates and informs the Tourism Bureau and travel agencies by e-mail.
3.After travel agencies receiveE-code, they fill out theeVisaapplication form on the Bureau of Consular Affairs website.
4.After the eVisasare approved, the travel agencies print out eVisacertificates, whichthe tourists carry for proof of visa whenentering Taiwan.
(3) / Required documents:

7)Registration certification of international cruise liner (for the tourists of fly cruises) in order to apply for a multiple- entryvisa.
7. / Reporting mechanism:
(1) / The high-end tourist group should enter and depart Taiwan as a group. The Tourism Bureau specifies the actual regulations.
(2) / Arrival report: After the group arrives, the Taiwan travelagency should fill out the arrival reporting form (Appendix 6). If anyone in the group does not arrive with the group, the Bureau should notify the Bureau of Counselor Affairs and National Immigration Agency, Ministry of the Interior (hereafter referred to as “National ImmigrationAgency”.
(3) / The designated travel agency and the Taiwan travel agency take the responsibility of reporting violations of the high-end tourist group.
(4) / Departure report: Fourteen days after the group leaves Taiwan, the Taiwan travel agency should fill out the departure reporting form (Appendix 7) and report to Tourism Bureau with the attachment of the group departure certificate. Ifthe agency fails to report the departure in the specified time, the Tourism Bureau may suspend new applications of the designated travel agency depending on the situation.
(5) / Accident report: If a tourist has an accident, is missing or overstays, the Taiwan travel agency must submit an accident report (Appendix 8) to the Tourism Bureau, which will notify the Bureau of Counselor Affairs, National Immigration Agency, and the relevant overseas representative office of the Taiwan government.
8. / Guarantee and control:
(1) / If three or more tourists of a designated travel agency overstays or are missing within the three months since the arrival date of the agency’s first tourist group, the Tourism Bureau may suspend applications from the agency for one month. Where the designated travel agency has been suspended from applications more than 2 times, the Tourism Bureau may stop the sharing of expenses for joint promotion with the agency for 6 months.
(2) / If a tourist of the group overstays, the Taiwan travel agency shall be responsible for the expenses of deportation and detention.
9. / Others:
(1) / The list of designated travel agencies is regularly reviewed by the Tourism Bureau.
(2) / The overseas office of the Bureau of the Counselor may require interviews and refuse to issue visas when dealing with applications.
(3) / The Tourism Bureau is responsible for ruling on violations of the designated travel agencies.

1.Visa applications for High-end Group Tourists from Southeast Asianand South Asian countries must be submitted to the Taiwan Visitors Association (Tourism Bureau) Kuala Lumpur Office (for Indonesian, Vietnamese, Philippine, Cambodian, Laotian and Burmesegroups) or Singapore Office (for Indian groups). 2)Departure report: Fourteen days after the group leaves Taiwan, the Taiwan travel agency should submit the departure certificate to the TourismBureau (see Appendix 7 for the departure reporting form) to close the case. If there are unclosed cases, the Tourism Bureau may suspend new applications of the designated travelagency.
3)Accident report: If a tourist has an accident or goes missing, the Taiwantravel agency should report to the Tourism Bureau (see Appendix 8 for the accident report). If a tourist overstays, the Taiwan travel agency shall be responsible for the expenses of deportation anddetention.

The Company (designated travel agency) takes the responsibility of monitoring and managing the whereabouts and departure of the tourists of (group name) from MM DD YY to MM DD YY. If any of the tourists breaks the law, violates regulations, overstays, is missing or commits any suspicious behaviors, the agency shall report to the police and Tourism Bureau immediately and help with investigation. If the tourist is detained or deported by the judicial authorities, the Company will bear the sole responsibility of the expenses.
